आयोग, जांच आयोग अधिनियम, 1952 (1952 का केन्द्रीय अधिनियम 60) के उपबंधों के अध्यधीन जाँच करने के लिए अपनी स्वयं की प्रक्रिया विनिर्दिष्ट करेगा।
जांच आयोग की नियुक्ति के निबन्धन तथा शर्तें बाद में जारी की जाएंगी।

Notification
The 25th September, 2021
No. 3/1/2021-1HC.— Whereas serious issues concerning public importance relating to events leading to the incidents at Bastara Toll Plaza in Karnal on the 28th August, 2021 and alleged illegalities therein have come to the notice of the Government of Haryana;
And whereas, the State Government is of the considered opinion that it is necessary to appoint a Commission of Inquiry for the purpose of making an inquiry into this definite matter of public importance viz. events leading to the incidents at Bastara Toll Plaza in Karnal on the 28th August, 2021 and all other matters incidental thereto or connected therewith;
Now, therefore, in exercise of the powers conferred by section 3 of the Commissions of Inquiry Act, 1952 (Central Act 60 of 1952), the Governor of Haryana hereby appoints Mr. Justice Som Nath Aggarwal (Retired) of the Hon'ble Punjab and Haryana High Court as Commission of Inquiry to give its recommendation and findings on the following terms of reference:-
(a) the circumstances leading up to and including the action by the Police at Karnal on 28th August, 2021 and the use of force against the demonstrators;
(b) persons responsible for said situation;
(c) role of Shri Ayush Sinha, IAS, Sub Divisional Magistrate, Karnal, in the action by the Police on 28th August, 2021.
And whereas the State Government of Haryana is of the opinion that having regard to the nature of the inquiry to be made and other circumstances of the case, the provisions of sub-sections (2), (3),(4) and (5) of section 5 of the said Act should be made applicable to the Commission.
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 5 of the Commissions of Inquiry Act, 1952 (Central Act 60 of 1952), the Governor of Haryana hereby directs that the provisions of sub-section (2), (3), (4) and (5) of the said section shall apply to the Commission.
The Commission shall complete the inquiry and submit the report to the State Government of Haryana within a period of One month from the date of publication of this notification in the Official Gazette.
The Commission shall devise and specify its own procedure for conduct of the inquiry subject to provisions of the Commissions of Inquiry Act, 1952 (Central Act 60 of 1952).
The terms and conditions of the appointment of the Commission of Inquiry shall be issued later on.
