क्रमांक 5713-सी०एफ०एम०एस०-प०पा०4-2021/6330.- चूंकि हरियाणा की वितरण प्रक्रिया को सरल बनाने, पारदर्षिता तथा दक्षता लाने तथा पहचान को साबित करने के लिए बहुविद्य दस्तावेजों को प्रस्तुत करने की आवष्यकता का विवारण करने के लिए सुविधाजनक तथा सविनहीन रीति में प्रत्यक्ष रूप से अपनी हकदारी को प्राप्त करने हेतु लाभार्थियों (बच्चों को छोड़कर) को समर्थ बनाने हेतु सेवा या लाभ या आर्थिक-सहायता के वितरण के लिए पहचान इस्तावेज को रूप में आधार का प्रयोग किया जाता है।
और, चूंकि, पषुपालन तथा डेयरी विभाग द्वारा (जिसे, इसमें, इसके बाद विभाग के रूप में निर्दिष्ट किया गया है) देषी गायों तथा मुर्राह भैंस के संरक्षण तथा विकास के लिये योजना (जिसे, इसमें, इसके बाद योजना के रूप में निर्दिष्ट किया गया है) को लागू करना है। जिसके अन्तर्गत अधिक दूध उत्पादन करने वाली देसी नस्ल की बेलाही, हरयाना तथा साहीवाल गायों व मुर्राह भैंस को पालने के लिए प्रोत्साहन दिया जाता है। जिसे महानिदेषक, पषुपालन तथा डेयरी विभाग के कार्यालय (जिसे, इसमें, इसके बाद लागू करने वाली एजेंसी के रूप में निर्दिष्ट किया गया है) के माध्यम से लागू किया जा रहा है;
और, चूंकि, स्कीम के अधीन राज्य मेें अधिक दूध उत्पादन करने वाली देसी नस्ल की बेलाही, हरयाना तथा साहीवाल गायों व मुर्राह भैंस को पालने के लिए नगद प्रोत्साहन राषि ई.बी.टी. के माध्यम से (जिसे, इसमें, इसके बाद लाभ के रूप में निर्दिष्ट किया गया है) पषुपालकों को दी जाती है (जिसे, इसमें, इसके बाद लाभार्थी के रूप में निर्दिष्ट किया गया है, जिसको लागू करने वाली एजेंसी के द्वारा योजना के मौजूदा दिषानिर्देषों के तहत लागू किया जाता है;
और, चूंकि, पूर्वाक्त स्कीम में हरियाणा राज्य की समेकित निधि से उपगत आवर्ती खर्च शामिल है; इसलिए, अब, आधार (वित्तीय तथा अन्य आर्थिक-सहायता, लाभ तथा सेवा का लक्षित वितरण) अधिनियम, 2016 (2016 का 18) (जिसे, इसमें, इसके बाद, उक्त अधिनियम निर्दिष्ट किया गया है) की धारा 7 के अनुसरण में हरियाणा राज्य सरकार इसके द्वारा निम्नलिखित अधिसूचित करती है, अर्थात्ः- 1. (1) स्कीम के अधीन लाभ प्राप्त करने के लिए पात्र व्यक्तिगत को इसके द्वारा आधार नम्बर रखने या आधार अधिप्रमाणन का सबूत प्रस्तुत करना अपेक्षित होगा। (2) स्कीम के अधीन लाभ का लाभ उठाने का कोई व्यक्तिगत ईच्छुक जिसके पास आधार नम्बर नहीं है या आधार के लिए अभी तक नामांकित नहीं किया गया है, को स्कीम के लिए पंजीकरण कराने से पूर्व आधार नामांकन के लिए आवेदन करना अपेक्षित होगा बषर्तें कि वह उक्त अधिनियम की धारा 3 के अनुसार आधार प्राप्त करने के लिए हकदार

(EXTRA.), OCT. 26, 2021 (KRTK. 4, 1943 SAKA) 3681 है तथा ऐसा व्यक्ति आधार के लिए नामांकन प्राप्त करने हेतु किसी आधार नामांकन केन्द्र (भारत की एकल पहचान प्राधिकरण (यू आई डी ए आई) पर उपलब्ध सूची वेबसाईट www.uidai.govt.in) पर जाएगा। (3) आधार (नामांकन तथा अद्यतन) विनियम, 2016 के विनियम 12 के अनुसार विभाग को अपनी लागूकरण एजेंसी के माध्यम से लाभार्थियों के लिए आधार नामांकन सुविधाओं का प्रस्ताव करना अपेक्षित है जो अभी तक आधार के लिए नामांकित नहीं है तथा यदि सम्बन्धित ब्लाक या तालुका या तहसील में कोई आधार नामांकन केन्द्र स्थित नहीं है, तो विभाग अपनी लागूकरण एजेंसी के माध्यम से यू आई डी ए आई के वर्तमान रजिस्ट्रार के समन्वय से या स्वयं यू आई डी ए आई बनाकर सुविधाजनक स्थान पर आधार नामांकन सुविधाएं मुहैया करेगाः परंतु व्यक्ति को आधार देने के समय तक स्कीम के अधीन लाभ निम्नलिखित दस्तावोजाें को प्रस्तुत करने के अध्यधीन ऐसे व्यक्ति को दिए जायेगे, अर्थात्ः-
(क) यदि वह नामांकित किया गया है, तो अपनी आधार नामांकन पहचान पर्ची; तथा (ख) निम्नलिखित दस्तावेजों में से कोई एक दस्तावेज, अर्थात्ः-
(i) फोटो सहित बैंक या डाकखाने की पासबुक; या (ii) स्थायी लेखा संख्या (पैन) कार्ड; या (iii) पासपोर्ट; या (iv) राषन कार्ड; या (v) मतदाता पहचान पत्र; या (vi) मनरेगा कार्ड; या (vii) किसान फोटो पासबुक; या (viii) मोटर वाहन अधिनियम, 1988 (1988 का 59) के अधीन लाईसेंस प्राधिकरण द्वारा जारी चालक लाईसेंस; या
(ix) कार्यालय लैटर हैड पर राजपत्रित अधिकारी या तहसीलदार द्वारा जारी ऐसे व्यक्ति का फोटो वाला पहचान प्रमाण पत्र; या
(x) विभाग द्वारा यथा विनिर्दिष्ट कोई अन्य दस्तावेज;
परंतु यह और कि उपरोक्त दस्तावेज इस प्रयोजन के लिए विभाग द्वारा विषेष रूप से पदनामित अधिकारी द्वारा जांचा जा सकता है।
2. स्कीम के अधीन सुविधाजनक रूप से लाभार्थियों को लाभ मुहैया कराने के उद्देष्य से विभाग अपनी लागूकरण एजेंसी के माध्यम से यह सुनिष्चित करने के लिए सभी अपेक्षित प्रबन्ध करेगा कि मीडिया के माध्यम से विस्तृत प्रचार के लिए कथित अपेक्षा की जानकारी उन्हें देने हेतु लाभार्थियों के लिए किया जायेगा।
3. सभी मामलों में जहाँ आधार अधिप्रमाणन लाभार्थियों की खराब बायोमिट्रीक के कारण या किसी अन्य कारण के कारण असफल होने पर निम्नलिखित उपचारी प्रक्रिया अपनाई जायेगी। अर्थात्ः- (क) खराब उंगलीछाप गुणवता के मामले में, चेहरा अधिप्रमाणन सुविधा अधिप्रमाणन के लिए अपनाई जायेगी, उसके द्वारा विभाग अपनी लागूकरण एजेंसी के माध्यम से सविनहीन रीति में लाभों के वितरण के लिए उंगलीछाप अधिप्रमाणन सहित आईरिस स्कैनर या चेहरा अधिप्रमाणन के लिए प्रावधान करेगा;
(ख) यदि उंगलीछाप या आइरिस स्कैन या चेहरा प्रमाणन के माध्यम से बायोमिट्रीक प्रमाणन सफल नहीं होता है, तो जहाँ कहीं सीमित समय की वैद्यता सहित आधार भूतपूर्व पासवर्ड या समय आधारित भूतपूर्व पासवर्ड, जैसी भी स्थिति हो, द्वारा प्रमाणन सम्भव तथा अनुज्ञेय है, प्रस्तावित किया जायेगा;
(ग) सभी अन्य मामलों में जहाँ बायोमिट्रीक या आधार भूतपूर्व पासवर्ड या समय आधारित भूतपूर्व पासवर्ड प्रमाणन सम्भव नहीं है, तो स्कीम के अधीन लाभ भौतिक आधार अक्षर के आधार पर दिया जा सकता है जिसकी प्रमाणिकता आधार अक्षर पर मुद्रित कोड के माध्यम से सत्यापित की जा सकती है तथा कोड वाचक की आवष्यक यन्त्र इसको लागू करने वाली एजेंसी के माध्यम से विभाग द्वारा सुविधाजनक स्थानों पर मुहैया कराया जायेगा।
4. उपरोक्त के अतिरिक्त, यह सुनिष्चित करने के उद्ेदष्य से कि स्कीम के अधीन कोई भी वास्तविक लाभार्थी उसको देय लाभों से वंचित कर दिया जाता है, तो इसको लागू करने वाली एजेंसी के माध्यम से विभाग कार्यालय डी.बी.टी. मिषन ज्ञापन, कैबिनेट सचिवालय, भारत सरकार, दिनांक 19-12-2017 में प्रस्तुत अनुसार विषिष्ट संचालन प्रक्रिया का पालन किया जायेगा।
5. यह अधिसूचना राजपत्र में इसके प्रकाषन की तिथि से लागू होगी।

Notification
The 26th October, 2021
No. 5713-CFMS-AH-4-2021/6330.— (Whereas, the use of Aadhaar as an identity document for delivery of services of benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries (other than children) to get their entitlements directly in convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas, the [Animal Husbandry & Dairying Department] (hereinafter referred to as the Department), is administering the [Scheme for Conservation and Development of Indigenous Cattle and Murrah Development] (hereinafter referred to as the Scheme) to [encourage livestock farmers to rear the Indigenous breeds of Cows and Murrah Buffaloes], which is being implemented through the [Office of Director General, AH&D, Haryana] (hereinafter referred to as the implementing Agency (ies);
And whereas, under the Scheme, [incentive money (through EBT) for rearing high milk producing Indigenous cows of Belahi, Hariana and Sahiwal breeds and Murrah Buffaloes cows] (hereinafter referred to as the benefit) is given to the [livestock farmers of the State] (hereinafter referred to as the beneficiaries), by the implementing Agency as per the extent Scheme guidelines;
And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of [State of Haryana];
Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the government of [Haryana] hereby notifies the following, namely;-
1. (1) An individual eligible for receiving the benefits under the Scheme shall herby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) Any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.
(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016 the Department through its implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming a UIDAI Registrar themselves.
Provided that till the time Aadhaar is assigned to the individual benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely;-
(a) If he has enrolled, his Aadhaar Enrolment Identification slip; or
(b) any one of the following documents, namely;-
i. Bank or Post office Passbook with Photo; or
ii. Permanent Account Number (PAN) Card; or
iii. Passport; or
iv. Ration Card; or
v. Voter Identity Card; or
vi. MGNREGA Card; or
vii. Kisan Photo Passbook; or
viii. Driving License issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 or 1988); or
ix. Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or
x. any other document as specified by the Department;

2. On order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its implementing Agency shall make all the required arrangement to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the said requirement.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely;-
(a) in case of proof fingerprint quality, iris scan or face authentication facility shall be adopted or authentication, thereby the Department through its implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Respose (QR) code printed on the Aadhaar letter and the necessary arrangement or QR code reader shall be provided at the convenient locations by the Department through its implementing Agency.
4. In addition to the above, in order to ensure that no bona fide beneficiary under the Scheme is deprived of his due benefits, the Department through its implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India dated 19th December, 2017.
5. This notification shall come into effect from the date of its publication in the Official Gazette.
