संख्या 2/86/1991-2श्रम.- पंजाब श्रमिक कल्याण निधि नियम, 1966 हरियाणा राज्यार्थ, को आगे संषोधित करने के लिए नियमों का निम्नलिखित प्रारूप, जिसे हरियाणा के राज्यपाल, हरियाणा श्रमिक कल्याण निधि अधिनियम, 1965 (1965 का पंजाब अधिनियम 17) की धारा 27 की उप-धारा (1) तथा (2) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, बनाने का प्रस्ताव करते है, तथा उक्त धारा की उप-धारा (1) द्वारा यथा अपेक्षित, इसके द्वारा, ऐसे व्यक्तियों की जानकारी के लिए प्रकाषित किया जाता है, जिनके इससे प्रभावित होने की सम्भावना है।

इसके द्वारा नोटिस दिया जाता है कि इस अधिसूचना के राजपत्र में प्रकाषन की तिथि से 45 दिनो की अवधि की समाप्ति पर, या उसके पष्चात्‌ राज्य सरकार नियमों के प्रारूप पर, ऐसे आक्षेपों तथा सुझावों सहित, यदि कोई हो, जो अपर मुख्य सचिव, हरियाणा सरकार, श्रम विभाग द्वारा नियमों के प्रारूप के सम्बन्ध में व्यक्ति (व्यक्तियों) से इस प्रकार विनिर्दिष्ट अवधि की समाप्ति से पूर्व प्राप्त किए जाएं, विचार करेगी।

प्रारूप नियम

1. ये नियम पंजाब श्रमिक कल्याण निधि (हरियाणा संषोधन) नियम, 2021, कहे जा सकते हैं।

2. पंजाब श्रमिक कल्याण निधि नियम, 1966 में नियम 3 में, उप-नियम (1) में, "प्रत्येक नियोक्ता, इन नियमों के प्रारंभ से तीस दिन की भीतर कल्याण आयुक्त के पक्ष में नकद या धन आदेष द्वारा या पोस्टल ऑडर द्वारा या मांग ड्राफट द्वारा या भारतीय स्टेट बैंक या किसी अनुसूचित बैंक के विधिवत्‌ रेखित चैक द्वारा भुगतान करेगा" शब्दों के स्थान पर, "प्रत्येक नियोक्ता, कल्याण आयुक्त के पक्ष में ऑनलाईन ढंग के माध्यम से प्रत्येक वर्ष 31 दिसम्बर से पूर्व अपने अंषदान तथा कर्मचारी का अंषदान दोनों का निधि में भुगतान करेगा" शब्द प्रतिस्थापित किये जाएंगे।

Notification

The 15th December, 2021

No. 2/86/1991-2Lab.— The following draft of rules further to amend the Punjab Labour Welfare Fund Rules, 1966 as applicable to the State of Haryana, which the Governor of Haryana proposes to make in exercise of the powers conferred under Sub- section (1) and (2) of Section 27 of the Haryana Labour Welfare Fund Act, 1965 (Punjab Act 17 of 1965), is hereby published as required by Sub-section (1) of Section 27 of the said Act for information of persons likely to be affected thereby.

Notice is hereby given that the draft of rules shall be taken into consideration by the State Government on or after the expiry a period of forty five days from the date of publication of this notification in the official Gazette together with objections or suggestions, if any, which may be received by the Additional Chief Secretary to Government, Haryana, Labour Department, from any person with respect to the draft of rules before the expiry of the period so specified:-

1. These rules may be called the Punjab Labour Welfare Fund (Haryana Amendment) Rules, 2021.

2. In the Punjab Labour Welfare Fund Rules, 1966, in rule 3, in sub-rule (1), for the words "Every employer shall pay in cash or by money order or by postal order or by demand draft or cheque drawn on the State Bank of India or any Scheduled Bank duly crossed in favour of the Welfare Commissioner within thirty days of the commencement of these rules", the words and sign "Every employer shall pay, to the Fund both his contribution and the contribution of the employee before the 31st December of every year through online mode in favour of Welfare Commissioner" shall be substituted.
