संख्या सा०का०नि० 27/संवि०/अनु0 309/2021.— भारत के संविधान के अनुच्छेद 309 के परन्तुक के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा सरकार, सामान्य प्रशासन विभाग, (सामान्य सेवाएं), अधिसूचना संख्या 523-3जी०एस०-70/2068, दिनांक 28 जनवरी, 1970 में, निम्नलिखित संशोधन करते हैं, अर्थात्् :-
संशोधन
हरियाणा सरकार, सामान्य प्रशासन विभाग, (सामान्य सेवाएं), अधिसूचना संख्या 523-3जी०एस०-70/2068, दिनांक 28 जनवरी, 1970 में, पैरा 6 में, खण्ड (घ) के स्थान पर, निम्नलिखित खण्ड प्रतिस्थापित किया जाएगा, अर्थात्् :-
''(घ) (1) हरियाणा कर्मचारी चयन आयोग ग्रुप ग पदों हेतु उम्मीद््वारों के चयन तथा विभाग को नामों की सिफारिश करने के प्रयोजन हेतु हरियाणा सरकार, सामान्य प्रषासन विभाग (सामान्य सेवाए-I) अधिसूचना संख्या 42/119/2019-5जी.एस.-I, दिनांक 10 सितम्बर, 2021 के अनुसार सामान्य पात्रता परीक्षा का संचालन करेगा।
(2) आयोग को सामान्य पात्रता परीक्षा के प्रश्नों की संख्या, प्रति प्रश्न अंक तथा कालावधि को निर्धारित करने की स्वतंत्रता होगी। पद हेतु चयन के संबंध में अंकों की योजना नीचे दिए गए ब्यौरे अनुसार होगी, अर्थात्् :-

(3) कम्प्यूटर आधारित ऑनलाइन/ऑफलाइन या ओ.एम.आर. आधारित सामान्य पात्रता परीक्षा के लिए निम्नलिखित समाविष्ट करते हुए पाठ््यक्रम को दो भागों में विभाजित किया जाएगा,-
(क) सामान्य ज्ञान, विवेक बुद्धि, गणित, विज्ञान, कम्प्यूटर ज्ञान, अंग्रेजी, हिन्दी तथा यथा लागू सम्बद्ध या सुसंगत विषय (विषयों) के लिए 75 प्रतिशत अधिमान ;
(ख) हरियाणा के इतिहास, सामयिक मामलों, साहित्य, भूगोल, पर्यावरण, संस्—ति इत्यादि के लिए 25 प्रतिशत अधिमान।
(4) नीचे दिए गए ब्यौरे अनुसार विभिन्न सामाजिक-आर्थिक मानदण्ड पूरा करने वाले उम्मीदवारों को सामान्य पात्रता परीक्षा (सी.ई.टी.) में सामाजिक-आर्थिक मानदण्ड के लिए 5 प्रतिषत अधिमान दिया जाएगाः- (4.1) आवेदक, जो हरियाणा का मूल निवासी है, 5 प्रतिशत अधिमान का हकदार होगा बषर्तें कि वह,- (i) न तो स्वयं और न ही उसके परिवार में से कोई व्यक्ति, हरियाणा सरकार या किसी अन्य राज्य सरकार या भारत सरकार के किसी विभाग/बोर्ड/निगम/कम्पनी/वैधानिक निकाय/आयोग/प्राधिकरण में नियमित कर्मचारी है/ था या रहा है; तथा (ii) आवेदन वर्ष से पूर्व के वित्तीय वर्ष में सभी स्रोतों अर्थात् वेतन, कृषि, कारबार, व्यवसाय इत्यादि से परिवार की सकल वार्षिक आय केवल एक लाख अस्सी हजार रूपए से कम होनी चाहिए।
टिप्पण.- 1. इसकी पुष्टि परिवार पहचान-पत्र के डाटा से की जाएगी।
टिप्पण.- 2. इस उपखण्ड के प्रयोजन के लिए ''परिवार'' की परिभाषा निम्न अनुसार होगी :-
निम्नलिखित हेतु परिवार के प्रयोजनार्थ, -
(i) पुरूष उम्मीदवार से अभिप्राय है, स्वयं आवेदक, उसका पिता, माता, पत्नी, अविवाहित भाई (भाइयोंं), तथा पुत्र (पुत्रों) ;
654 HARYANA GOVT. GAZ. (EXTRA.), DEC. 30, 2021 (PAUS. 9, 1943 SAKA)(ii) अविवाहित महिला उम्मीदवार से अभिप्राय है, स्वयं आवेदक, उसका पिता, माता तथा
अविवाहित भाई (भाइयोंं) ;
(iii) विवाहित महिला उम्मीदवार से अभिप्राय है, स्वयं आवेदक, उसका पति, ससुर, सास, अविवाहित देवर-जेठ तथा पुत्र (पुत्रों) ;
(iv) तलाकशुदा महिला उम्मीदवार से अभिप्राय है, स्वयं आवेदक, उसका पिता, माता,
अविवाहित भाई (भाइयों) और पुत्र (पुत्रों)।
(5 प्रतिशत अधिमान) (4.2) यदि आवेदक हरियाणा का मूल निवासी होते हुए,-
(i) विधवा है ; या
(ii) प्रथम या द्वितीय बालक है और उसके पिता की मृृत्यु बयालीस वर्ष की आयु पूरी होने से
पहले हो गई हो ; या
(iii) प्रथम या द्वितीय बालक है और आवेदक की पन्द्रह वर्ष की आयु पूरी होने से पहले उसके
पिता की मृृत्यु हो गई हो,
तो परिवार पहचान-पत्र या विनिर्दिष्ट प्रोफार्मा में सक्षम प्राधिकारी द्वारा जारी किए गए प्रमाणपत्र में प्रविष्टियों के अध्यधीन 5 प्रतिशत अधिमान का हकदार होगा।
(5 प्रतिशत अधिमान) (4.3) यदि आवेदक, हरियाणा का मूल निवासी होते हुए ऐसी अनअधिसूचित जनजाति (विमुक्त जाति और टापरीवास जाति) या राज्य की घुमंतू जनजाति से संबंधित हैं, जो न तो अनुसूचित जाति है और न ही पिछड़ा वर्ग है, तो 5 प्रतिशत अधिमान का हकदार होगा।
(5 प्रतिशत अधिमान) (4.4) यदि आवेदक, हरियाणा का मूल निवासी है, तो उसे हरियाणा सरकार के किसी विभाग/बोर्ड/ निगम/कंपनी/वैधानिक निकाय/आयोग/प्राधिकरण में समान या उच्चतर पद पर प्रत्येक एक वर्ष या उसके अनुभव के छह मास से अधिक भाग के लिए आधा प्रतिशत अधिमान । छह मास से कम की किसी अवधि या आठ वर्ष से अधिक की अवधि के लिए अनुभव का कोई अधिमान नहीं दिया जाएगा।
(अधिकतम 4 प्रतिशत अधिमान) (5) अन्य शर्तें :-
(i) किसी भी आवेदक को किसी भी परिस्थिति में सामाजिक-आर्थिक मानदंड तथा अनुभव के लिए कुल 05 प्रतिशत से अधिक अधिमान नहीं दिया जाएगा।
(ii) हरियाणा सरकार के अधीन हरियाणा कर्मचारी चयन आयोग या किसी अन्य भर्ती अभिकरण/ निकाय द्वारा अधिमान ग्रुप ग या घ के पद के लिए नियुक्ति हेतु जीवनकाल में केवल एक बार दिया जाएगा।
(iii) यदि व्यक्ति स्वयं या उसका पारिवारिक सदस्य अधिमान के लाभ सहित या के बिना एक बार चयनित हो जाता है, तो परिवार के किसी अन्य सदस्य को उसी या किसी अन्य पद, जिसके लिए पैरा (4.1) के नीचे टिप्पण 2 में यथा परिभाषित, पारिवारिक सदस्य द्वारा आवेदन प्रस्तुत किया गया है, पर चयन/नियुक्ति के लिए अधिमान हेतु विचारा नहीं जाएगा।
(iv) यदि व्यक्ति किसी भी कारणवश हरियाणा सरकार, किसी अन्य राज्य सरकार/भारत सरकार के अधीन किसी विभाग/बोर्ड/निगम में नियमित आधार पर कार्य करते हुए सरकारी सेवा से त्यागपत्र दे देता है, तो वह या परिवार का कोई अन्य सदस्य, सामाजिक-आर्थिक-मानदण्ड के अधीन पुनः अधिमान का दावा करने हेतु पात्र नहीं होगा।"।

Notification
The 30th December, 2021
No. G.S.R. 27/Const./Art.309/2021.— In exercise of the powers conferred under the proviso to article 309 of the Constitution of India, the Governor of Haryana hereby makes the following amendment in the Haryana Government, General Administration Department (General Services) Notification No. 523-3GS-70/2068, dated the 28th January, 1970, namely:-
AMENDMENT
In the Haryana Government, General Administration Department (General Services) notification No. 523- 3GS-70/2068, dated the 28th January, 1970, in para 6, for clause (d), the following clause shall be substituted, namely:—
"(d) (1) The Haryana Staff Selection Commission shall conduct a Common Eligibility Test (CET), as per Haryana Government, General Administration Department (General Services-I Branch), notification No. 42/119/2019-5GS-I, dated the 10th September, 2021, for the purpose of selection and recommendation of names of candidates to a Department for Group C posts.
(2) The Commission shall be at liberty to set the number of questions, marks per question and duration of Common Eligibility Test. The scheme of marks in respect of selection to the post shall be as detailed below, namely:-

(3) The syllabus for Computer based online/offline or OMR based Common Eligibility Test shall further be divided into two parts comprising—
(a) 75% weightage for General Awareness, Reasoning, Maths, Science, Computer knowledge, English, Hindi and relevant or concerned subject(s), as applicable;
(b) 25% weightage for History, Current Affairs, Literature, Geography, Environment, Culture etc. of Haryana.
(4) 5% weightage for socio-economic criteria in the Common Eligibility Test (CET) shall be provided to candidates fulfilling various socio-economic criteria as detailed below:
(4.1) An applicant who is bonafide resident of Haryana shall be entitled to 5% weightage provided that—
(i) neither he himself nor any person from amongst the applicant's family is/was or has been a regular employee in any Department/ Board/ Corporation/ Company/ Statutory Body/ Commission/ Authority of Haryana Government or any other State Government or Government of India; and
(ii) gross annual income of the family from all sources i.e., salary, agriculture, business, profession etc. for the financial year prior to the year of application should be less than one lakh eighty thousand rupees only.
Note 1.— It shall be confirmed from the data of Parivar Pehchan Patra.
Note 2.— The definition of 'Family' for the purpose of this sub-clause shall be as under:-
Family for the purpose of—
(i) male applicant means applicant himself, his father, mother, wife, unmarried
brother(s) and son(s);
(ii) female unmarried applicant means applicant herself, her father, mother and
unmarried brother(s);

mother-in-law, unmarried brother-in-law and son(s);
(iv) divorced female applicant means applicant herself, her father, mother,
unmarried brother(s) and son(s).
(5% weightage) (4.2) If the applicant being a bonafide resident of Haryana is,—
(i) a widow; or
(ii) the first or the second child and his father had died before attaining the age of forty-two years; or
(iii) the first or the second child and his father had died before the applicant had attained the age of fifteen years;
shall be entitled to 5% weightage subject to entries in Parivar Pehchan Patra or certificate issued by the competent authority in the specified proforma.
(5% weightage) (4.3) If the applicant being a bonafide resident of Haryana belongs to such a denotified tribe (Vimukt Jatis and Tapriwas Jatis) or Nomadic tribe of the State which is neither a Scheduled Caste nor a Backward Class shall be entitled to 5% weightage.
(5% weightage) (4.4) If the applicant being a bonafide resident of Haryana, he shall be awarded half percent weightage for each year or part thereof exceeding six months of experience, on the same or a higher post in any Department/Board/ Corporation/ Company/ Statutory Body/ Commission/ Authority of Haryana Government. No weightage of experience shall be awarded for any period less than six months or for a period exceeding eight years.
(Maximum 4% weightage) (5) Other Conditions:
(i) No applicant shall be given more than a total of 05% weightage for socio-economic criteria and experience under any circumstances.
(ii) The weightage by Haryana Staff Selection Commission or any other recruiting agency/body under Haryana Government shall be given only once in a lifetime for appointment to a post of Group C or D.
(iii) If a person himself or his family member is once selected/appointed with or without getting the benefit of weightage, no other family member shall be considered for weightage for selection/appointment to the same or any other post for which application has been submitted by any member of the family, as defined in Note 2 under sub-clause (4.1).
(iv) If a person resigns from government service while working on regular basis in any Department/ Board/Corporation under Haryana Government, any State Government or Government of India on whatsoever reason, he or any other family member shall not be eligible to claim weightage again under socio-economic criteria.
