सिविल विमानन् विभाग, हरियाणा की वर्ष 2017-18 की वार्षिक प्रषासनिक रिपोर्ट की समीक्षा।

वर्ष 2017-2018 के दौरान हरियाणा सिविल विमानन् संस्थान (हिक्का) के सभी सैन्टर हिसार, करनाल तथा पिंजौर लगातार फ्लाईंग प्रषिक्षण प्रदान करते रहे। हिक्का के करनाल सैन्टर ने 1500 घण्टों की उड़ान के लक्ष्य के समक्ष 1128ः10 घण्टे की उडान की। हिक्का के हिसार सैन्टर ने 1500 घण्टों की उड़ान के लक्ष्य के समक्ष 14ः20 घण्टे की उड़ान की क्योंकि हिक्का के हिसार सैन्टर में रिपोर्टाधीन अवधि के दौरान दिनांक 01-04-2017 से 28-02-2018 तक Chief Flying Instructor/Dy. Chief Flying Instructor उपलब्ध नहीं था। महानिदेषक सिविल विमानन्, भारत सरकार, नई दिल्ली के नियमों के तहत किसी भी Flying Centre की Flying गतिविधियों के लिए Chief Flying Instructor/Dy. Chief Flying Instructor का होना जरूरी है। हिक्का के पिंजौर सैन्टर ने 1500 घण्टोें की उड़ान के समक्ष 2003-30 घण्टे की उड़ान की। हिसार केन्द्र के प्रषिक्षणार्थियों ने वर्ष के दौरान उड्डयन के क्षेत्र में 03 स्टूडैंटस पायलट लाईसैंस प्राप्त किये। करनाल केन्द्र के प्रषिक्षणार्थियों ने 15 स्टूडैन्टस पायलट लाईसैंस, 06 कामर्षियल पायलट लाईसैंस, 05 कामर्षियल पायलट लाईसैंस (कन्वर्सन), 02 इंस्ट्रूमेन्ट रेटिंग लाईसैंस एवं 01 रिन्यूवल टैस्ट लाईसैंस प्राप्त किये। पिंजौर केन्द्र के प्रषिक्षणार्थियों ने 12 स्टूडैंट पायलट लाईसैंस, 04 प्राईवेट पायलट लाईसैंस, 13 कामर्षियल पायलट लाईसैंस, 02 फलाईट इन्सट्रक्टर रेंटिग लाईसैंस, 02 सी०पी०एल० (कन्वर्सन), 04 इंस्ट्रूमेन्ट रेंटिग लाईसैंस एवं 03 रिन्यूवल टैस्ट लाईसैंस प्राप्त किये।
विभाग द्वारा हरियाणा निवासी लड़के, लड़कियों तथा अनुसूचित जातियों के प्रषिक्षणार्थियों को रियायती दरों पर फलाईंग का प्रषिक्षण दिया जाता है परन्तु रिपोर्टाधीन वर्ष किसी भी प्रषिक्षणार्थी ने इस रियायत हेतु आवेदन नहीं किया। वी०आई०पी० हैलीकॉप्टर 'EC-145 (VT-HRY)' द्वारा बिना किसी रूकावट एवं दुर्घटना के 347ः21 घण्टों की 619 उड़ानें की जिस पर कुल रू० 1,56,88,232.00 का खर्चा हुआ।

During the year 2017-2018 , the Aviation centres of Haryana Institute of Civil Aviation situated at Hisar, Karnal and Pinjore continued to provide flying training. Haryana Institute of Civil Aviation, Karnal Centre did 1128:10 hours against the target of 1500 flying hours. Haryana Institute of Civil Aviation, Hisar Centre did 14:20 hours against the target of 1500 flying hours due to non-availability of Chief Flying Instructor/Deputy Chief Flying Instructor at Hisar Centre. As per rules of Director General, Civil Aviation, GOI, New Delhi availability of the Chief Flying Instructor/Deputy Chief Flying Instructor is mandatory for such activities. Haryana Institute of Civil Aviation, Pinjore Centre did 2003:30 hours against the target of 1500 flying hours. During the year under report, pilot trainees of Hisar got 03 Student Pilot Licences in the field of flying training. The pilot trainees of Karnal Centre got 15 Student Pilot Licences, 06 Commercial Pilot Licences, 05 C.P.L. (Conversion), 02 Instrument Rating licences and 01 Renewal Test Licence in the field of flying training. The pilot trainees of Pinjore Centre got 12 Student Pilot Licences, 04 Private Pilot Licences, 13 Commercial Pilot Licences, 02 Flight Instructor Rating Licences, 02 Commercial Pilot Licences (Conversion), 04 Instrument Rating licences and 03 Renewal Test Licences in the field of flying training.
The department also provides concessional flying training to the students including students of Scheduled Caste category of Haryana domicile, but no student had approached this department for such cencession during the period under report.
V.I.P. Helicopter EC-145 (VT-HRY) had done 619 flights of 347:21 hours without any interruption and incurred expenditure of Rs. 1,56,88,232.00.
