राज्य निर्वाचन आयोग, हरियाणा निर्वाचन सदन, प्लाट नं0 2 सैक्टर- 17, पंचकूला- 134109 अधिसूचना दिनांक 12 अप्रैल, 2022

क्रमांक एस0ई0सी0/3एम0ई0/2022/921.— राज्य निर्वाचन आयोग, हरियाणा, भारत के सवंधिान के अनुच्छेद 243ZA के तहत प्रदत षक्तियों का प्रयोग करते हुए नगर परिषदों और नगर पालिका के चुनाव चिन्ह (आरक्षण और आवंटन) आदेष, 2020 के पैरा 5 के साथ पठित हरियाणा नगर पालिका चुनाव नियम, 1978 के नियम 18 के उप-नियम (1) का प्रयोग करते हुए अधिसूचना संख्या एस0ई0सी0/3एम0ई0/2020/2514, दिनांक 27.11.2020 तथा क्रमांक एस0ई0सी0/3एम0ई0/ 2022/804, दिनांक 12.04.2022 और इस संबंध में सक्षम अन्य सभी षक्तियों का प्रयोग करते हुए, पहले से जारी की गई अधिसूचना संख्या एस0ई0सी0/3एम0ई0/2020/3897, दिनांक 11.12.2020 का अतिक्रमण करते हुए हरियाणा राज्य में नगरपालिका के सदस्यों एवं प्रधान के चुनाव के लिये निम्नलिखित चुनाव प्रतीकों की सूचि प्रकाषित करता हैः-

श्रेणी -I राष्ट्रीय दल

श्रेणी-II राज्य स्तरीय दल

श्रेणी-III

प्रधान पद के लिए मुक्त चुनाव चिन्ह सूची

नगरपरिषद्‌/नगरपालिका सदस्य के लिए मुक्त चुनाव चिन्ह सूची

3. राज्य निर्वाचन आयोग, हरियाणा आगे यह भी निर्देषित करता है कि यदि प्रधान पद के उम्मीदवारों के लिए पर्याप्त मुक्त चुनाव प्रतीक नहीं है तो प्रधान के उम्मीदवारों के चुनाव प्रतीक आबंटन का कार्य, नगरपरिषद्‌/नगरपालिका के सभी वार्डों के उम्मीदवारों के चुनाव प्रतीकों के आबंटन के पूरा होने तक रोक दिया जाएगा। नगरपरिषद्‌/नगरपालिका के सदस्य के लिए सभी वार्डों के उम्मीदवारों को चुनाव प्रतीकों के आबंटन के बाद बचे हुये मुक्त चुनाव प्रतीक प्रधान के उम्मीदवारों को आंबटित किये जा सकते हैं। उदाहरण के लिए प्रधान के उम्मीदवारों के लिए 48 मुक्त चुनाव प्रतीक हैं और सभी आबंटित किए जा चुके है, और नगरपरिषद्‌/नगरपालिका के सभी वार्डों में उम्मीदवारों को मुक्त चुनाव प्रतीकों के आंबटन के बाद, षेष बचे हुए मुक्त चुनाव प्रतीकों को प्रधान के उम्मीदवारों को आबंटित किया जा सकता है। 4. राज्य निर्वाचन आयोग हरियाणा यह भी निर्देष देता है कि अगर सदस्य नगरपरिषद्‌/नगरपालिका के मामले में भी यही स्थिति उत्पन्न होती है, तो प्रधान पद के षेष बचे हुये मुक्त चुनाव प्रतीक सदस्य उम्मीदवारों को आबंटित किये जा सकते हैं। 5. राज्य निर्वाचन आयोग, हरियाणा यह भी निर्देिषत करता है कि भारत निर्वाचन आयोग द्वारा रजिस्ट्रीकृत अमान्यता प्राप्त राजनैतिक दल (जिनका मुख्य कार्यालय हरियाणा राज्य के अन्दर स्थित है) यदि प्रधान व सदस्य नगरपरिषद्‌/नगरपालिका के आम अथवा उप-चुनाव राज्य निर्वाचन आयोग, हरियाणा द्वारा मुक्त रखे चुनाव चिन्हों (श्रेणी-III व IV) में से किसी एक मुक्त चुनाव चिन्ह पर लड़ना चाहते है, तो ऐसी स्थिति मे उस दल को राज्य निर्वाचन आयोग, हरियाणा द्वारा चुनाव की अधिसूचना जारी होने के तीन दिन के अन्दर-2 आवेदन करना होगा। राज्य निर्वाचन आयोग रजिस्ट्रीकृत अमान्यता प्राप्त राजनैतिक दल के आवेदन पर विचार करने उपरांत उस दल को वांछित मुक्त चुनाव चिन्ह आंबटित कर उस चुनाव चिन्ह पर चुनाव लड़ने की अनुमति प्रदान कर सकता है।

Notification

The 12th April, 2022

No. SEC/3ME/2022/921.— The State Election Commission, Haryana in exercise of powers conferred under Article 243ZA of the Constitution of India, sub rule (1) of rule 18 of the Haryana Municipal Election Rules, 1978 read with para 5 of the Haryana Municipal Councils and Municipal Committees Election Symbols (Reservation and Allotment) Order, 2020 issued vide No.SEC/3ME/2020/2514, dated 27.11.2020 and No. SEC/3ME/2022/804 dated 12.04.2022 and all other powers enabling in this behalf, hereby supersedes its earlier Notification No. SEC/3ME/2020/3897, dated 11.12.2020. The revised list of symbols to be allotted to the contesting candidates for the election of President and Members of the Municipal Councils and Municipal Committees in the Haryana State will be as under:-

3. State Election Commission, Haryana further directs that if there are no sufficient free election symbols for the candidates of President of Municipal Council/Committee, the work of allotment of election symbol to the candidates of President of Municipal Council/Committee shall be stopped till the completion of allotment of election symbols to the candidates in all wards of Municipal Councils/Committees. The free election symbols left after the allotment of election symbols to the candidates in all wards for members of Municipal Councils/Committees may be allotted to the candidates of President of Municipal Councils/Committee. For example, say there are 48 free election symbols for candidates of President of Municipal Council/Committee and all are allotted, and after allotment of free election symbols to the candidates for members in all wards of Municipal Council/Committee, remaining free election symbols may be allotted to the candidates of President of Municipal Council/Committee.

4. State Election Commission, Haryana also directs that if the same situation arises in the case of members, Municipal Councils/Committees then remaining free symbols for the post of President of Municipal Council/Committee may be allotted to the candidates of members.

5. State Election Commission, Haryana further directsthat if any registered- unrecognized political party (The Head office of which is located in the State of Haryana) registered by the Election Commission of India, intends to contest the general or bye elections of Municipal council/Committee on any one of the free symbols (Table-"III" or "IV") kept as free symbols by the State Election Commission, Haryana, in that case, the said party should make a representation to the State Election Commission, Haryana within a period of three days from the issuance of notification for election. The State Election Commission, Haryana after considering representation of that registered- unrecognized political party, may allot that symbol to that party and allow them to contest on that symbol.
