Notification
The 27th October, 2022
No. 18/174/2022-4CI.— The Governor of Haryana is pleased to establish the Haryana Urban Development Fund for depositing share of stamp duty collection amount on account of transfer of immovable properties within the municipal limits and share of State's Own Tax Revenue (SOTR), as specified by the Government and further to utilize the same for creation of infrastructure in any municipality in the State of Haryana.
2. The Fund shall be administered by the State Level Committee consisting of following members:-
(i) Chief Minister, Haryana
Chairman (ii) Urban Local Bodies Minister, Haryana Vice-Chairman (iii) Administrative Secretary to Government, Haryana, Urban Local Bodies Member Department
(iv) Administrative Secretary to Government, Haryana, Finance Department Member (v) Director, Urban Local Bodies, Haryana Member Secretary
Members (vi) Two District Municipal Commissioners to be nominated by the Government from amongst districts which have no Municipal Corporation
Members (vii) Two District Municipal Commissioners to be nominated by the Government from amongst districts with Municipal Corporations
3. The following sums shall be credited to this Fund, namely;
HARYANA GOVT. GAZ. (EXTRA.), OCT. 27, 2022 (KRTK. 5, 1944 SAKA) 4083(ii) the share to be transferred to the fund as specified by the State Finance Commission (SFC) towards the development of Urban Infrastructure in municipal areas;
(iii) anyother grant or fee or charge or receivable as specified by the Government;
4. The Fund shall be utilized for-
(i) creation of new infrastructure and upgradation of Urban Infrastructure in any municipality in the State including social, cultural and environmental infrastructure;
(ii) planning and implementing schemes and projects of any municipality as specified by the Government;
(iii) technology based innovations and interventions for the improvement of Urban Governance; and (iv) any other purpose, as approved by the State Level Committee from time to time.
5. Operation of Account with Banks.- All the amounts payable to the credit of the Fund shall be deposited in a separate account in any nationalized bank or in a State Treasury of the Government. Member Secretary or any other officer authorized by the State Level Committee shall operate the bank account for the purpose of this Fund.
6. Audit of Account of Fund.- The Directorate of Local Audit or theauthority as specified by the Government by an order, shall audit the accounts of the Fund annually.
