दिनांक 14 नवम्बर, 2022 संख्या. 18/181/2022-4क I.- हरियाणा नगर निगम अधिनियम, 1994 (1994 का अधिनियम 16) की धारा 32 की उप-धारा (1) के अधीन प्रदत्त षक्तियाें का प्रयोग करते हुए तथा राज्य निर्वाचन आयोग, हरियाणा के परामर्ष से, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा नगर निगम वार्ड परिसीमन नियम, 1994 को आगे संषोधित करने के लिये निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. ये नियम हरियाणा नगर निगम वार्ड परिसीमन (संषोधन) नियम, 2022 कहे जा सकते हैं।
2. हरियाणा नगर निगम वार्ड परिसीमन नियम, 1994 में, नियम 3 के स्थान पर, निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात् :- ''3. निगम की सीटों का निर्धारण.- (1) प्रत्येक अधिकृत जनगणना के पष्चात्, प्रत्येक निगम की सीटों की कुल संख्या, नवीनतम जनगणना के आंकड़ों के आधार पर, राज्य सरकार द्वारा निर्धारित की जाएगी।
(2) जहां किसी नगर निगम क्षेत्र की सीमा में कोई क्षेत्र शामिल किया जाता है या बाहर निकाला जाता है या कुछ ग्रामीण क्षेत्रों या उनके भाग को शामिल करके, हरियाणा नगर निगम अधिनियम, 1994 (1994 का 16) की धारा 3 की उप-धारा (2) के अधीन एक नया निगम घोषित किया जाता है, तो हरियाणा परिवार पहचान अधिनियम, 2021 (2021 का 20) के उपबन्धों के अधीन स्थापित परिवार सूचना डेटा कोष से ली गई जनसंख्या, एक नए निगम के रूप में जोड़े गए या उससे बाहर निकाले गए या घोषित किए गए ऐसे क्षेत्र के सम्बन्ध में जनसंख्या का पता लगाने के प्रयोजन हेतु ऐसी तिथि, जो राज्य सरकार द्वारा अधिसूचित की जाए, को निगम की सीटों के निर्धारण के प्रयोजन हेतु विचारणीय होगी।
(3) प्रत्येक निगम के निर्वाचन द्वारा भरी जाने वाली सीटों की संख्या नीचे दिए गए सूत्र के अनुसार निर्धारित या पुनः निर्धारित की जाएगी :-

(4) अनुसूचित जाति से सम्बन्धित सदस्यों की सीटों की संख्या प्रत्येक नगर निगम में उनकी जनसंख्या के अनुपात में निम्नलिखित सूत्र के अनुसार निर्धारत की जाएंगी :-
कुल सीटों की संख्या X अनुसूचित जाति की जनसंख्या''.

Notification

No. 18/181/2022-4CI.— In exercise of the powers conferred under Sub-section (1) of Section 32 of the Haryana Municipal Corporation Act, 1994 (16 of 1994) and in consultation with State Election Commission, the Governor of Haryana hereby makes the following rules further to amend the Haryana Municipal Corporation Delimitation of Ward Rules, 1994, namely:-
1. These rules may be called the Haryana Municipal Corporation Delimitation of Ward (Amendment) Rules, 2022.
2. In the Haryana Municipal Corporation Delimitation of Ward Rules, 1994, for rule 3, the following rule shall be substituted, namely:-
"3. Fixation of seats of Corporation.- (1) After every official census, the total number of seats of each Corporation shall be fixed by the Government on the basis of the latest census figures.
(2) Where certain area is included or excluded from the limits of a Corporation or where certain areas comprising rural areas or part thereof is declared to be a new Corporation under sub section (2) of section 3 of the Haryana Municipal Corporation Act, 1994 (16 of 1994), for the purposes of ascertaining the population in respect of such area added to or excluded from or declared to be a new Corporation, the population as drawn from the family Information Data Repository established under the provisions of the Haryana Parivar Pehchan Act, 2021 (20 of 2021), on such date as may be notified by the State Government shall be considered for the purpose of fixation of seats of the Corporation.
(3) The number of seats to be filled by election on each Corporation shall be fixed or re fixed in accordance with the formula given below:-

| Exceeding 8,00,000 but not exceeding 9,00,000 | 30 |
| Exceeding 9,00,000 but not exceeding 10,00,000 | 32 |
| Exceeding 10,00,000 but not exceeding 12,00,000 | 35 |
| Exceeding 12,00,000 but not exceeding 15,00,000 | 40 |
| Exceeding 15,00,000 | 45 |
(4) The number of seats for members belonging to the Scheduled Castes shall be fixed in proportion to their population in each Corporation in accordance with the following formula :-
Total number of Seats X Population of Scheduled Castes".
