संख्या 9/51/2022-4क II .- हरियाणा नगरपालिका वार्ड परिसीमन नियम, 1977 को आगे संषोधित करने के लिए नियमों का निम्नलिखित प्रारूप, जिसे हरियाणा के राज्यपाल, हरियाणा नगरपालिका अधिनियम, 1973 (1973 का 24), की धारा 257 की उप-धारा (1) के खण्ड (ख) और (ग) के अधीन प्रदत्त षक्तियों का प्रयोग करते हुये, बनाने का प्रस्ताव करते हैं तथा उक्त अधिनियम की धारा 257 की उप-धारा (5) द्वारा यथापेक्षित ऐसे व्यक्तियों की जानकारी के लिये, इसके द्वारा, प्रकाषित किया जाता है, जिनकेे इससे प्रभावित होने की सम्भावना है।
इसके द्वारा नोटिस दिया जाता है कि इस अधिसूचना के राजपत्र में प्रकाषन की तिथि से दस दिन की अवधि की समाप्ति पर या उसके पष्चात् राज्य सरकार, नियमों के प्रारूप पर, ऐसे आक्षेपों या सुझावों सहित, यदि कोई हों, जो अतिरिक्त मुख्य सचिव, हरियाणा सरकार, षहरी स्थानीय निकाय विभाग द्वारा प्रारूप नियमों केे सम्बन्ध में किसी व्यक्ति से, इस प्रकार विनिर्दिष्ट अवधि की समाप्ति से पूर्व प्राप्त किये जायें, विचार करेगी।
प्रारूप नियम
1. ये नियम हरियाणा नगरपालिका वार्ड परिसीमन (संषोधन) नियम, 2022, कहे जा सकते हैं।
2. हरियाणा नगर पालिका वार्ड परिसीमन नियम, 1977 में, नियम 3 के स्थान पर, निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात् :-
''3. समिति की सीटों का निर्धारण.- (1) प्रत्येक अधिकृत जनगणना के पष्चात्, प्रत्येक समिति की सीटों की कुल संख्या, नवीनतम जनगणना के आंकड़ों के आधार पर, राज्य सरकार द्वारा निर्धारित की जाएगी। (2) जहां किसी समिति क्षेत्र की सीमा में कोई क्षेत्र शामिल किया जाता है या बाहर निकाला जाता है या कुछ ग्रामीण क्षेत्रों या उनके भाग को शामिल करके, हरियाणा नगरपालिका अधिनियम, 1973 (1973 का 24) की धारा 2(क) तथा धारा 3 के अधीन एक नई समिति घोषित की जाती है, तो हरियाणा परिवार पहचान अधिनियम, 2021 (2021 का 20) के उपबन्धों के अधीन स्थापित परिवार सूचना डेटा कोष से ली गई जनसंख्या, एक नई समिति के रूप में जोड़े गए या उससे बाहर निकाले गए या घोषित किए गए ऐसे क्षेत्र के सम्बन्ध में जनसंख्या का पता लगाने के प्रयोजन हेतु ऐसी तिथि, जो राज्य सरकार द्वारा अधिसूचित की जाए, को समिति की सीटों के निर्धारण के प्रयोजन हेतु विचारणीय होगी।
(4267)4268 HARYANA GOVT. GAZ. (EXTRA.), NOV. 14, 2022 (KRTK. 23, 1944 SAKA) (3) प्रत्येक समिति के निर्वाचन द्वारा भरी जाने वाली सीटों की संख्या नीचे दिए गए सूत्र के अनुसार निर्धारित या पुनः निर्धारित की जाएगी :-

| 60,000 से अधिक किन्तु 70,000 से अनधिक | 23 |
| 70,000 से अधिक किन्तु 80,000 से अनधिक | 25 |
| 80,000 से अधिक किन्तु 90,000 से अनधिक | 27 |
| 90,000 से अधिक किन्तु 1,00,000 से अनधिक | 29 |
| 1,00,000 से अधिक किन्तु 3,00,000 से अनधिक | 31 |
(4) अनुसूचित जाति से सम्बन्धित सदस्यों की सीटों की संख्या प्रत्येक समिति में उनकी जनसंख्या के अनुपात में निम्नलिखित सूत्र के अनुसार निर्धारित की जाएंगी :-
कुल सीटों की संख्या X अनुसूचित जाति की जनसंख्या''.

Notification

No. 9/51/2022-4CII.— The following draft of rules further to amend the Haryana Municipal Delimitation of Ward Rules, 1977, which the Governor of Haryana proposes to make in exercise of the powers conferred under clauses (b) and (c) of sub-section (1) of section 257 of the Haryana Municipal Act, 1973 (24 of 1973), is hereby published as required by sub-section (5) of section 257 of the said Act for the information of persons likely to be affected thereby.
Notice is hereby given that the draft of rules shall be taken into consideration by the State Government on or after the expiry of a period of ten days from the date of publication of this notification in the Official Gazette, together with objections or suggestions, if any, which may be received by the Additional Chief Secretary to Government, Haryana, Urban Local Bodies Department, from any person in respect of the draft of rules before the expiry of the period so specified.
DRAFT RULES
1. These rules may be called the Haryana Municipal Delimitation of Ward (Amendment) Rules, 2022.
2. In the Haryana Municipal Delimitation of Ward Rules, 1977, for rule 3, the following rule shall be substituted, namely:-
"3. Fixation of seats of Committee.– (1) After every official census, the total number of seats of each committee shall be fixed by the State Government on the basis of the latest census figures.
(2) Where certain area is included or excluded from the limits of a committee or where certain areas comprising rural areas or part thereof is declared to be a new committee under sections 2A and section 3 of the Haryana Municipal Act, 1973 (24 of 1973), for the purposes of ascertaining the population in respect ofHARYANA GOVT. GAZ. (EXTRA.), NOV. 14, 2022 (KRTK. 23, 1944 SAKA) 4269 such area added to or excluded from or declared to be a new committee, the population as drawn from the family Information Data Repository established under the provisions of the Haryana Parivar Pehchan Act, 2021 (20 of 2021), on such date as may be notified by the State Government shall be considered for the purpose of fixation of seats of the committee.
(3) The number of seats to be filled by election on each committee shall be fixed or re fixed in accordance with the following formula:-

| Exceeding 50,000 but not exceeding 60,000 | 21 |
| Exceeding 60,000 but not exceeding 70,000 | 23 |
| Exceeding 70,000 but not exceeding 80,000 | 25 |
| Exceeding 80,000 but not exceeding 90,000 | 27 |
| Exceeding 90,000 but not exceeding 1,00,000 | 29 |
| Exceeding 1,00,000 but not exceeding 3,00,000 | 31 |
(4) The number of seats for members belonging to the Scheduled Castes shall be fixed in proportion to their population in each committee in accordance with the following formula :-
Total number of Seats X Population of Scheduled Castes".
