भारत के संविधान के अनुच्छेद 166 के खण्ड (2) तथा (3) द्वारा प्रदत्त षक्तियों भारत के संविधान के अनुच्छेद 166 के खण्ड (2) तथा (3) द्वारा प्रदत्त षक्तियों का प्रयोग करते हुए, मैं, बंडारू दत्तात्रेय, राज्यपाल, हरियाणा, इसके द्वारा, हरियाणा सरकार कार्य (आबंटन) नियम, 1974, को का प्रयोग करते हुए, मैं, बंडारू दत्तात्रेय, राज्यपाल, हरियाणा, इसके द्वारा, हरियाणा सरकार कार्य (आबंटन) नियम, 1974, को का प्रयोग करते हुए, मैं, बंडारू दत्तात्रेय, राज्यपाल, हरियाणा, इसके द्वारा, हरियाणा सरकार कार्य (आबंटन) नियम, 1974, को आगे संषोधित करने के लिए निम्नलिखित नियम बनाता हूँ, अर्थात्‌ः- आगे संषोधित करने के लिए निम्नलिखित

ये नियम हरियाणा सरकार कार्य (आंबटन) तृतीय संषोधन नियम, 2022, कहे जा सकते हैं। ये नियम हरियाणा सरकार कार्य (आंबटन) तृतीय संषोधन नियम, 2022, कहे जा सकते हैं। ये नियम हरियाणा सरकार कार्य (आंबटन) तृतीय संषोधन नियम, 2022, कहे जा सकते हैं। हरियाणा सरकार कार्य (आबंटन) नियम, 1974 में, अनुसूची में,-

10. हरियाणा विद्युत प्रसारण निगम, हरियाणा विद्युत उत्पादन निगम लिमिटेड, उत्तरी हरियाणा बिजली वितरण निगम तथा दक्षिणी हरियाणा बिजली वितरण निगम के संकर्मो के लिए भूमि अधिग्रहण से सम्बन्धित सभी मामले।

11. हरियाणा बिजली सुधार अधिनियम, 1997 (1998 का 10) का प्रषासन तथा क्रियान्वयन। 12. हरियाणा बिजली विनियामक आयोग से सम्बन्धित सभी मामले।

13. हरियाणा विद्युत प्रसारण निगम लिमिटेड से सम्बन्धित सभी मामले।

14. हरियाणा विद्युत उत्पादन निगम लिमिटेड से सम्बन्धित सभी मामले।

15. हरियाणा बिजली वितरण कम्पनियों जैसे उत्तरी हरियाणा बिजली वितरण निगम तथा दक्षिणी हरियाणा बिजली वितरण निगम से सम्बन्धित सभी मामले।

16. निदेषक, विद्युत सुधार से सम्बन्धित सभी मामले। 1. राज्य में नीति बनाने, नवीकरणीय ऊर्जा के विकास तथा प्रवर्तन करने से सम्बन्धित सभी मामले। 2. राज्य में प्रौद्योगिकियों पर आधारित नवीकरणीय ऊर्जा स्रोतों के संसाधनों के लिए प्रबन्ध करना। 3. नवीकरणीय ऊर्जा स्रोतों के क्षेत्र में नवीन प्रौद्योगिकियों के प्रसार के सम्बन्ध में कार्यक्रमों की योजना बनाना तथा कार्यान्वित करना।

4. नवीकरणीय ऊर्जा स्रोतों के क्षेत्र में अनुसंधान संस्थानों, राष्ट्रीय प्रयोगषालायों, भारत सरकार के गैर-परम्परागत ऊर्जा स्रोत मन्त्रालय तथा भारतीय नवीकरणीय ऊर्जा विकास अभिकरण लिमिटेड दोनों से सम्पर्क बनाने से सम्बन्धित सभी मामले।

5. ऊर्जा संरक्षण अधिनियम, 2001 (2001 का केन्द्रीय अधिनियम 52) का कार्यान्वयन।

6. प्रबन्धन की ओर से मांग (डी एस एम)।

7. ऊर्जा के नवीकरणीय स्रोतों का विकास तथा उपयोग।

8. विद्युत अधिनियम, 2003 (2003 का केन्द्रीय अधिनियम 36) के ऊर्जा के नवीन और नवीकरणीय स्रोतों से विद्युत उत्पादन को प्रवर्तन करने से सम्बन्धित विभिन्न सुसंगत खण्डों को कार्यान्वित करना। 9. सामान्य प्रषासन विभाग को आबंटित मामलों को छोड़कर, प्रषासकीय विभाग के नियन्त्रणाधीन अधिकारियों तथा अमले से सम्बन्धित सभी स्थापना मामले।'';

VI. ''सूचना प्रौद्योगिकी, इलैक्ट्रानिक्स तथा संचार विभाग (सचिव, हरियाणा सरकार, सूचना प्रौद्योगिकी, इलैक्ट्रानिक्स तथा संचार विभाग के माध्यम से)'' शीर्ष तथा उसके नीचे विद्यमान प्रविष्टियों का लोप कर दिया जाएगा;

VII. (i) "पर्यावरण तथा जलवायु परिवर्तन विभाग (सचिव, हरियाणा सरकार, पर्यावरण तथा जलवायु परिवर्तन विभाग के माध्यम से)" शीर्ष के स्थान पर, ''पर्यावरण, वन और वन्यजीव विभाग (प्रषासकीय सचिव, हरियाणा सरकार, पर्यावरण, वन और वन्यजीव विभाग के माध्यम से)'' शीर्ष प्रतिस्थापित किया जाएगा;

(ii) उक्त शीर्ष के नीचे, विद्यमान क्रम संख्याओं और उनके सामने प्रविष्टियों के बाद, निम्नलिखित उप-शीर्ष, क्रम संख्या तथा उसके सामने प्रविष्टियां जोड़ी जाएंगी, अर्थात्‌ः- 1. वन बंदोस्त, वनीकरण, कटान, मृदा संरक्षण और अनाच्छादन, वन कार्य योजना, वन ठेके, इमारती लकड़ी, बांस, भाबर घास, राल और तारपीन की बिक्री और अन्य वन उपज और सहबद्ध मामलों सहित वन विभाग से संबंधित सभी मामलेे।HARYANA GOVT. (i) भारतीय वन अधिनियम, 1927(1927 का केन्द्रीय अधिनियम 16);

(ii) हरियाणा भू-परिरक्षण अधिनियम, 1900 (1900 का पंजाब अधिनियम II);

(iii) पटियाला वन अधिनियम, 1999 Bik

(iv) हरियाणा वन (इमारती लकड़ी की बिक्री) अधिनियम, 1913 (1913 का पंजाब अधिनियम 3);

(v) वन्य जीवन (संरक्षण) अधिनियम, 1972 (1972 का केन्द्रीय अधिनियम 53) और इसके अधीन बनाए गए नियम।

3. सामान्य प्रषासन विभाग को आबंटित मामलों को छोड़कर विभाग के प्रषासनिक नियंत्रणाधीन अधिकारियों एवं कर्मचारियों से संबंधित स्थापना मामले।

4. अखबारी कागज और अन्य वन आधारित उद्योग।

5. भारतीय वन सेवा।

6. वनस्पतियों और जीवों का संरक्षण।

7. पक्षी और जंगली जानवरों का संरक्षण (इसमें वनों में जीवन का संरक्षण शामिल है)

8. राज्य में राष्ट्रीय उद्यानों और पक्षी अभयारण्यों का प्रबंधन और चिड़ियाघर, हिरण पार्क, वन्य जीवन प्रजनन केंद्र और वन्य जीवन अभयारण्यों का प्रबंधन।'';

VIII. ''वित्त तथा संस्थागत वित्त और ऋण नियन्त्रण विभाग (सचिव, हरियाणा सरकार, वित्त तथा संस्थागत वित्त और ऋण नियन्त्रण विभाग के माध्यम से)'' शीर्ष के नीचे, क्रम संख्या 34 तथा उसके सामने प्रविष्टियों के बाद, अन्त में, निम्नलिखित क्रम संख्या तथा उसके सामने प्रविष्टियां जोड़ी जाएंगी, अर्थात्‌ः-

''35. निदेषालय, आपूर्ति एवं निपटान।''।

IX. ''वन विभाग (सचिव, हरियाणा सरकार, वन विभाग के माध्यम से)'' शीर्ष तथा उसके नीचे विद्यमान प्रविष्टियों का लोप कर दिया जाएगा;

X. "सामान्य प्रषासन विभाग (मुख्य सचिव, हरियाणा सरकार, सामान्य प्रषासन विभाग के माध्यम से)" शीर्ष के नीचे,-

(i) ''(ख) सामान्य'' उप-शीर्ष के नीचे, क्रम संख्या 28 तथा उसके सामने प्रविष्टियों के बाद, अन्त में, निम्नलिखित क्रम संख्या तथा उसके सामने प्रविष्टियां जोड़ी जाएंगी, अर्थात्‌ः- 29. ''सरकारी विभागों में प्रषासनिक सुधारों से सम्बन्धित सभी मामले तथा संगठन की भूमिका तथा कार्यढंग।

30. प्रषासनिक सुधार आयोग से सम्बन्धित सभी मामले तथा इनकी रिपोर्टों पर अनुवर्ती कार्यवाई। 31. सरकारी कर्मचारियों के संगमों से सम्बन्धित नीति।

32. कार्यालयों का वर्गीकरण।

33. विभिन्न विभागों में विलम्ब जांच तथा अन्य प्रषासनिक गलतियों के लिए निरीक्षण। 34. सरकारी कर्मचारियों के लिए सम्मिलित परामर्षक संगठन।

35. सरकारी विभागों में अभिलेख प्रबन्ध से सम्बन्धित नीति।

36. सचिवालय अनुदेषों तथा कार्यालय निर्देषिकाओं का पुनरीक्षण तथा अद्यतन करना। 37. कर्मचारी-वृन्द अपेक्षताओं के निर्धारण के लिए सरकार के विभिन्न विभागों के कार्य का अध्ययन। 38. सूचना का अधिकार अधिनियम, 2005 (2005 का केन्द्रीय अधिनियम 22)।

39. राज्य सूचना आयोग से सम्बन्धित सभी मामले।

40. विभागों के नागरिक अधिकार-पत्रों को तैयार करना तथा लागू करना।''

41. हरियाणा लोक सेवा आयोग, हरियाणा कर्मचारी चयन आयोग।4 HARYANA GOVT. GAZ. (EXTRA.), JAN. 1, 2023 (PAUS. 11, 1944 SAKA) 42. सामान्य पात्रता परीक्षा के संबंध में नीति।

43. निगरानी तथा समन्वय विभाग।'';

(ii) उप-षीर्ष ''(च) प्रषासनिक सुधार'' तथा उसके नीचे विद्यमान प्रविष्टियों का लोप कर दिया जाएगा;

(iii) ''(ज) नागरिक संसाधन सूचना'' उप-षीर्ष के नीचे, क्रम संख्या 8 तथा उसके सामने प्रविष्टियों के बाद, अन्त में, निम्नलिखति क्रम संख्या तथा उसके सामने प्रविष्टियां जोड़ी जाएंगी, अर्थात्‌ः- ''9. कंप्यूटर आधारित सूचना, प्रौद्योगिकी और हार्डवेयर और सॉफ्टवेयर सहित प्रसंस्करण और प्रक्रियाओं के मानकीकरण से संबंधित सभी मामले।

10. सभी प्रौद्योगिकी मैटलर्जिकल ग्रेड सिलिकॉन के अलावा सिलिकॉन से संबंधित।

11. इलेक्ट्रॉनिक्स प्रसंस्करण उपकरणों से संबंधित आवष्यकताओं का समन्व्य (कंप्यूटर)। 12. सामान्य प्रषासन विभाग को आबंटित मामलों को छोड़कर विभाग के प्रषासनिक नियंत्रणाधीन अधिकारियों एवं कर्मचारियों से संबंधित स्थापना संबंधी मामले।

13. राज्य में सूचना प्रौद्योगिकी आधारित प्रणाली का विकास एवं संवर्धन करना।

14. सूचना प्रौद्योगिकी और उपकरणों के तेजी से विकास के लिए बुनियादी सुविधाओं का निर्माण करना।

15. डाटा बेस सूचना प्रौद्योगिकी प्रणाली विकसित करना एवं निर्माण करने वाली इकाइयों एवं प्रमोटरों, उद्यमियों को डाटा बेस की सुविधा प्रदान करना।

16. राज्य के विभन्न विभागों एवं एजेंसियों को आपस में जोड़ना एवं एक सामान्य सूचना हैज नेटवर्क तैयार करना।

17. सूचना प्रौद्योगिकी के क्षेत्र में प्रषिक्षण और जनषक्ति विकास के लिए बुनियादी सुविधाओं का निर्माण करना।

18. भारत सरकार द्वारा समय-समय पर दूरसंचार क्षेत्र पर जारी संचार प्रौद्योगिकी एवं अन्य सभी दिषा निर्देषों से संबंधित सभी मामलों में राज्य की नीति के कार्यान्वयन को सुनिष्चित करना।'';

(iv) ''(झ) मानव संसाधन विभाग'' उप-शीर्ष के नीचे, क्रम संख्या 3 तथा 4 और उसके सामने प्रविष्टियों का लोप कर दिया जाएगा;

XI. "स्वास्थ्य विभाग (सचिव, हरियाणा सरकार, स्वास्थ्य विभाग के माध्यम से)" शीर्ष तथा उसके नीचेे प्रविष्टियों के बाद, निम्नलिखित शीर्ष तथा उसके नीचे प्रविष्टियां रखी जायेगी, अर्थात्‌ः- (प्रषासकीय सचिव, हरियाणा सरकार, विरासत तथा पर्यटन विभाग के माध्यम से)

1. हरियाणा प्राचीन तथा ऐतिहासिक संस्मारकों तथा पुरातत्वीय स्थल तथा अवषेष अधिनियम,1964 (1964 का पंजाब अधिनियम 20) और उससे सम्बन्धित सभी मामले।

(i) राज्य संरक्षित स्मारकों/स्थलों और अवषेषों का अनुरक्षण, संरक्षण और परिरक्षण। (ii) पुरातत्वीय अन्वेषण और उत्खनन संचालित करना।

(iii) स्मारकों और पुरातत्व विषयक अवषेषों का रासायनिक परिरक्षण।

(iv) स्मारकों का पुरातत्वीय सर्वेक्षण।

(v) पुरालेखषास्त्रीय अनुसंधान तथा प्रकाषनों का विकास।

3 (i) स्ांग्रहालयों के पुनर्गठन की स्थापना।

(ii) प्रदर्षनियों का आयोजन, वीथियों का पुनर्गठन/आधुनिकीकरण।

(iii) चुनिंदा संग्रहालयों की कलाकृतियों के प्लास्टर कास्ट्‌स/फाईबर ग्लास प्रतिकृतियों की बिक्री। (iv) कला वस्तुओं का अधिग्रहण।HARYANA GOVT. GAZ. (EXTRA.), JAN. 1, 2023 (PAUS. 11, 1944 SAKA) 5 4. सामान्य प्रषासन विभाग को आबंटित मामलों को छोड़कर विभाग के प्रषासनिक नियन्त्रण के अधीन अधिकारियों तथा कर्मचारियों से सम्बन्धित स्थापना मामले।

1. पर्यटन बंगलों का निर्माण/अनुरक्षण।

2. पर्यटन केन्द्रों के विकास एवं प्रचार प्रसार सहित पर्यटन का विकास।

3. सामान्य प्रषासन विभाग को आबंटित मामलों को छोड़कर विभाग के प्रषासनिक नियंत्रणाधीन अधिकारियों तथा कर्मचारियों से संबंधित स्थापना मामले।

4. स्थानीय पर्यटन सलाहकार समितियाँ।

5. राज्य पर्यटन विकास बोर्ड।

6. पर्यटकों के लिए परिवहन सुविधाएं। (प्रषासकीय सचिव, हरियाणा सरकार, उच्चतर षिक्षा विभाग के माध्यम से) 1 राज्य षिक्षा संस्थान। 2 डिग्री और डिप्लोमा आदि की मान्यता। 3 विष्वविद्यालय और उनका प्रषासन। 1. कार्मिक, सामान्य प्रषासन, प्रषासनिक सुधार तथा प्रषिक्षण विभाग को आवंटित मामलों को छोड़कर, विभाग के प्रषासनिक नियंत्रणाधीन अधिकारियों तथा अमले से सम्बन्धित स्थापना मामले।

2. डिप्लोमा स्तर की संस्थाओं को सम्बद्धता प्रदान करना।

3. परीक्षाएं आयोजित करवाना, उनके नियम बनाना और डिप्लोमा प्रदान करना।

4. शैक्षणिक, प्रषासनिक और वित्तीय मामलों का निपटान करना।

5. सभी राजकीय बहुतकनीकियों/संस्थाओं के आय-व्यय के लेखों का निरीक्षण तथा लेखा-परीक्षा करना।

6. सरकारी सहायताप्राप्त तकनीकी संस्थाओं के आय-व्यय के लेखों का निरीक्षण और लेखा-परीक्षा करना।

7. विभाग के योजना और गैर योजना बजट तैयार करना और विभिन्न योजानाओं (योजना और गैर योजना) के कार्यन्वयन की निगरानी करना।

8. तकनीकी षिक्षा के विस्तार, सुधार और विकास के लिए विभिन्न योजनाओं की परियोजना रिपोर्ट तैयार करना।

9. छात्रों के लिए छात्रवृत्ति/वजीफा और अन्य सुविधाओं की व्यवस्था करना।

10. दोनाें पोस्ट डिप्लोमा, डिप्लोमा और डिग्री स्तर के कोर्सों पर तकनीकी षिक्षा का विकास करना और बढ़ावा देना।

11. औषधीय षिक्षा।

12. समाज के कमजोर वर्गों से सम्बन्धित छात्रों के लिए नीतिआें का सूत्रीकरण।

13. सभी स्तर पर तकनीकी षिक्षा की गुणवत्ता को बढ़ावा देने के लिए नीतियों का सूत्रीकरण। 14. सर्टिफिकेट, डिप्लोमा, पोस्ट डिप्लोमा, पूर्व स्नातक तथा स्नातकोत्तर स्तर पर तकनीकी षिक्षा का विनियमन तथा मानकीकरण।

15. तकनीकी षिक्षा से सम्बन्धित सभी सरकारी संस्थानों या तकनीकी षिक्षा के क्षेत्र में सरकार द्वारा खोले जाने वाले किसी अन्य संस्थान का प्रषासन तथा नियन्त्रण।

16. विभाग के क्षेत्र में आने वाले सभी सरकारी तथा निजि संस्थाओं की परीक्षा, दाखिले, फीस और सभी आनुषंगिक मामलों का विनियमन।6 HARYANA GOVT. GAZ. (EXTRA.), JAN. 1, 2023 (PAUS. 11, 1944 SAKA) 17. तकनीकी षिक्षा के विकास के लिए निधियों की व्यवस्था करना तथा सार्वजनिक निजि भागीदारी के माध्यम से तकनीकी षिक्षा में निवेष को बढ़ावा देना।

18. विभिन्न स्कीमों के अधीन भारत सरकार से निधियां जुटाना और इन स्कीमों को कार्यान्वित करना तथा विभिन्न स्कीमों के अधीन निधियाें का संवितरण करना।

19. सभी ए.आई.सी.टी.ई. AICTE द्वारा मंजूर किए गए सभी कोर्सिस जैसे इंजीनियरिंग, एम0बी0ए0, एम0सी0ए0, होटल प्रबन्धन तथा कैटरिंग तकनीक, फार्मेसी, वास्तुकला, डिप्लोमा इत्यादि का विनियमन तथा निगरानी करना।

20. तकनीकी षिक्षा में मानव संसाधनों की जरूरतों की मैपिंग करना तथा राज्य की जरूरतों के अनुसार मानव संसाधन विकास की प्लानिंग करना, तकनीकी षिक्षा को बढ़ावा देने के लिए नई योजनाएं शुरू करना।

21. सभी स्तर पर तकनीकी षिक्षा की गुणवत्ता के लिए तकनीकी षिक्षा प्रदान करने वाली राज्य/निजि तथा डीम्ड विष्वविद्यालयों की सभी तकनीकी संस्थानों की मूलभूत संरचना, संकाय, मषीनरी उपकरण तथा अन्य सुविधाओं को जांचने के लिए निरीक्षण तथा निगरानी करना। 22. तकनीकी षिक्षा संस्थाओं तथा कोर्सों का पुनर्गठन।

23. तकनीकी षिक्षा में अन्तरराज्य तथा अन्तरराज्यीय समन्वय।

24. तकनीकी षिक्षा में गुणवत्ता सुधार कार्यक्रम तथा प्रषिक्षण।

25. तकनीकी षिक्षा निम्नलिखित सहित तथा उससे सम्बन्धित सभी मामलेः-

(क) हरियाणा राज्य तकनीकी षिक्षा बोर्ड अधिनियम, 2008 (2008 का 19)

(ख) हरियाणा निजी तकनीकी षिक्षण संस्था (प्रवेष तथा शुल्क विनियमन) अधिनियम, 2012 (2012 का 18)

(ग) हरियाणा राज्य तकनीकी षिक्षा समिति। 1. कृषि और उद्योग के लिए नई तकनीक की पहचान।

2. नई प्रौद्योगिकी के प्रसंस्करण की व्यवस्था से संबंधित सभी मामले।

3. अनुसंधान संस्थानाें, राष्ट्रीय प्रयोगषालाओं के साथ संपर्क से संबंधित सभी मामले विष्वविद्यालयों और भारत सरकार के विज्ञान और प्रौद्योगिकी विभाग।

4. राज्य में नवीन प्रौद्योगिकी का प्रसार।'';

XII. ''उद्योग तथा वाणिज्य विभाग (सचिव, हरियाणा सरकार, उद्योग तथा वाणिज्य विभाग के माध्यम से)'' शीर्ष के नीचे, क्रम संख्या 59 तथा उसके सामने विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित क्रम संख्या तथा उसके सामने प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात्‌ः-

''59. मैटलर्जिकल ग्रेड सिलिकॉन के अलावा सिलिकॉन से संबंधित सभी प्रौद्योगिकी।

60. इलेक्ट्रॉनिक्स प्रसंस्करण उपकरणों से संबंधित आवष्यकताओं का समन्वय।

61. इलेक्ट्रॉनिक्स का विकास और इसके विभिन्न उपयोगकर्ताओं के बीच समन्वय।

62. निर्माण इकाइयों और प्रमोटरों/उद्यमियों के लिए प्रौद्योगिकी सेवा और अनुकूल वातावरण प्रदान करना। 63. सूचना प्रौद्योगिकी के क्षेत्र में प्रषिक्षण और जनषक्ति विकास के लिए बुनियादी सुविधाओं का निर्माण करना।

64. दूरसंचार क्षेत्र पर भारत सरकार समय-समय पर संचार प्रौद्योगिकी से संबंधित अन्य सभी मामलों में राज्य की नीति के कार्यान्वयन को सुनिष्चित करने और दिषा-निर्देषों को जारी करने के लिए। 65. हारट्रोन।'';

XIII. "सूचना, लोक संपर्क तथा भाषा विभाग (सचिव, हरियाणा सरकार, सूचना, लोक संपर्क तथा भाषा विभाग के माध्यम से)" शीर्ष के स्थान पर,- (i) निम्नलिखित शीर्ष प्रतिस्थापित किया जाएगा, अर्थात्‌ः-

"सूचना, लोक संपर्क तथा भाषा विभाग (सचिव, हरियाणा सरकार, सूचना, लोक संपर्क तथा भाषा विभाग के माध्यम से)" शीर्ष के स्थान पर, सूचना, लोक संपर्क, भाषा तथा संस्कृति विभाग (प्रषासकीय सचिव, हरियाणा सरकार, सूचना, लोक संपर्क, भाषा तथा संस्कृति विभाग के माध्यम से)'';

5. व्यक्तियों के सभी वर्गों और विषेष रूप से प्रतियोगिताओं के आयोेजन सहित हर तरह से स्कूल जाने वाले छात्रों के साथ-साथ महाविद्यालय और विष्वविद्यालय के छात्रों के बीच संगीत, नाटक, नृत्य, चित्रकला, संस्कृति आदि को बढ़ावा देना।

6. हरियाणा में कला और संस्कृति को बढ़ावा देने के लिए समर्पित संस्थानों को सहायता अनुदान देना। 7. सांस्कृतिक प्रदर्षनों को देना या प्रायोजित करना, वास्तविक प्रदर्षनों सहित और संगीत या नृत्य प्रदर्षन। 8. कला विषयों पर सम्मेलन, सेमीनार आदि का आयोजन करना।

9. फिल्मों का निर्माण या निर्माण में सहायता करना।

10. संगीत, नृत्य, संस्कृति आदि के लिए समर्पित अकादमी या अकादमियों की स्थापना या स्थापना में सहायता करना।

11. कला संग्रहालय की स्थापना या स्थापना में सहायता करना।

12. कला और संस्कृति पर पुस्तकों, फिल्मों, अभिलेखों आदि के संग्रह के लिए समर्पित पुस्तकालयों की स्थापना या स्थापना में सहायता करना।

13. समस्त शासकीय भवनों की कलात्मक साज-सज्जा का कार्य करना;

2. अस्पृश्यता के प्रशासन सहित अस्पृश्यता का उन्मूलन(अपराध) अधिनियम, 1955 (1955 का केन्द्रीय अधिनियम 22)।

3. सामान्य प्रशासन विभाग को आबंटित मामलों को छोड़कर विभाग के प्रशासनिक नियंत्रणाधीन अधिकारियों एवं कर्मचारियों से संबंधित स्थापना संबंधी मामले।

4. हरिजन कल्याण निगम - सभी संबंधित मामले। 5. अनुसूचित जाति तथा पिछड़े वर्ग कल्याण विभाग से जुड़े मामले।

(क) भारत सरकार के अनुसूचित जाति और अनुसूचित जनजाति के आयुक्त की रिपोर्ट पर विचार और कार्यान्वयन।

(ख) सामाजिक सुरक्षा विभाग, भारत सरकार में केंद्रीय सलाहकार बोर्ड के विचार-विमर्श पर विचार। (ग) अनुसूचित जातियों और पिछड़े वर्गों की सूची में संशोधन। (घ) कल्याण पर राज्य सलाहकार समिति और कल्याण पर एडहॉक समितियां और (ड़) सेवाओं में अनुसूचित जातियों, जनजातियों और पिछड़े वर्गों के सभी सदस्यों की शिकायतों का निवारण।

6. तकनीकी प्रशिक्षण संस्थानों में प्रवेश के लिए अनुसूचित जाति, अनुसूचित जनजाति, पिछड़ा वर्ग और विमुक्त जाति के सदस्यों के लिए आरक्षण के संबंध में नीति।

7. अनुसूचित जातियों/पिछड़े वर्गों और विमुक्त जातियों के कल्याण के लिए तैयार की गई योजनाएं जिनमें निम्नलिखित शामिल है - (क) सामुदायिक केंद्राें की स्थापना। (ख) आवास वसीयत निर्माण/पेयजल के लिए अनुदान राशि, सुअर पालन के कृषि उपकरणों और इनपुट्‌स की खरीद।

(ग) परीक्षा पूर्व प्रशिक्षण केंद्र। (घ) कानूनी सहायता का प्रावधान।

8. गरीबी रेखा से नीचे जीवन यापन करने वाले समाज के सभी वर्गों को उनकी बेटियों की शादी के लिए कन्यादान योजना।

9. अंत्योदय।'';
