संख्या 11/25/2023-1एफ०आर०/2478.— भारत के संविधान के अनुच्छेद 283 के खण्ड (2) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, विभागीय वित्तीय नियम, हरियाणा राज्यार्थ, को आगे संषोधित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्ः- 1. ये नियम विभागीय वित्तीय (हरियाणा संषोधन) नियम, 2023, कहे जा सकते हैं।
2. ये नियम राजपत्र में इनके प्रकाषन की तिथि से लागू होंगे। 3. विभागीय वित्तीय नियम में, नियम 10.6 में, क्रम संख्या 1, 2, 3, 4 तथा 5 और उसके सामने प्रविष्टियों के स्थान पर, निम्नलिखित क्रम संख्याएं तथा उनके सामने प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात्ः-

| (ii) मुख्य अभियंता | इस शर्त के अध्यधीन कि न्यूनतम निविदा की राषि, अधिकतम तीन करोड़ रूपए की सीमा के साथ जारी निविदा की अनुमानित लागत का पांच प्रतिषत से अधिक किन्तु दस प तिषत तक होगी ्र | ||
| (iii) विभागाध्यक्ष के अध्यक्ष, के रूप में तथा इसके सदस्यों के रूप में मुख्य अभियंता तथा मुख्य लेखा अधिकारी से मिलकर बनने वाली निविदा आबंटन समिति | इस शर्त के अध्यधीन कि न्यूनतम निविदा की राषि, अधिकतम तीन करोड़ रूपए की सीमा के साथ जारी निविदा की अनुमानित लागत का दस प्रतिषत से अधिक होगी | ||

| (i) मुख्य अभियंता | इस शर्त के अध्यधीन कि न्यूनतम निविदा की राषि, अधिकतम पांच करोड़ रूपए की सीमा के साथ जारी निविदा की अनुमानित लागत का पांच प्रतिषत से अधिक नहीं होगी | ||
| (ii) विभागाध्यक्ष | इस शर्त के अध्यधीन कि न्यूनतम निविदा की राषि, अधिकतम पांच करोड़ रूपए की सीमा के साथ निविदा की अनुमानित लागत का पांच प्रतिषत से अधिक किन्तु दस प्रतिषत तक होगी | ||
| (iii) विभागाध्यक्ष के अध्यक्ष, के रूप में तथा इसके सदस्यों के रूप में मुख्य अभियंता तथा मुख्य लेखा अधिकारी से मिलकर बनने वाली निविदा आबंटन समिति | इस शर्त के अध्यधीन कि न्यूनतम निविदा की राषि, अधिकतम पांच करोड़ रूपए की सीमा के साथ जारी निविदा की अनुमानित लागत का दस प्रतिषत से अधिक होगी | ||

| (ii) अध्यक्ष के रूप में कार्यभारी मन्त्री, इसके सदस्यों के रूप में तथा प षासकीय ्र सचिव तथा विभागाध्यक्ष से मिलकर बनने वाली समिति | इस शर्त के अध्यधीन कि न्यूनतम निविदा की राषि, अधिकतम दस करोड़ रूपए की सीमा के साथ जारी निविदा की अनुमानित लागत का दस प्रतिषत से अधिक होगी | ||

| (ii) अध्यक्ष के रूप में मुख्य मन्त्री, इसके सदस्यों के रूप में कार्यभारी मन्त्री, प षासकीय ्र सचिव तथा विभागाध्यक्ष से मिलकर बनने वाली समिति | इस शर्त के अध्यधीन कि न्यूनतम निविदा की राषि, अधिकतम पन्द्रह करोड़ रूपए की सीमा के साथ जारी निविदा की अनुमानित लागत का पांच प्रतिषत से अधिक होगी | ||
| 7. | सभी प कार के ्र संकर्मों के निष्पादन ह ेतु निविदाएं स्वीकार करना | अध्यक्ष के रूप में मुख्य मन्त्री, इसके सदस्यों के रूप में कार्यभारी मन्त्री, प षासकीय ्र सचिव तथा विभागाध्यक्ष से मिलकर बनने वाली समिति | प त्येक कार्य के लिए पन्द्रह करोड़ रूपए से अधिक ्र |
टिप्पणः-1. उपरोक्त सारणी के अनुसार प्रत्यायोजन सभी सरकारी विभागों पर लागू होगा। सभी स्थानीय निकायों, यानी शहरी स्थानीय निकायों और पंचायती राज संस्थानों के अपने अलग-अलग प्रत्यायोजन होंगे, जैसा कि उनके संबंधित विभागों द्वारा अधिसूचित किया गया है।
2. वैधानिक निकायों, बोर्डों और निगमों (विद्युत उपयोगिताओं को छोड़कर) के मामले में, निविदाओं को स्वीकार करने के लिए सक्षम प्राधिकारी 10 करोड़ रूपये तक की निविदाओं के लिए मौजूदा प्रत्यायोजन के अनुसार होगा। 10 करोड़ रूपये से अधिक की अनुमानित लागत वाले संक्रमों के लिए, अध्यक्ष के रूप में मुख्यमंत्री, कार्यभारी मंत्री, प्रषासकीय सचिव तथा संबंधित वैधानिक निकाय, बोर्ड या निगम (सीए, सीईओ या एमडी, जैसी भी स्थिति हो) से मिलकर बनने वाली समिति निविदाओं को स्वीकार करने के लिए सक्षम प्राधिकारी होगा।''।

No. 11/25/2023-1FR/2478.— In exercise of the powers conferred under clause (2) of article 283 of the Constitution of India, the Governor of Haryana hereby makes the following rules further to amend the Departmental Financial Rules in their application to the State of Haryana, namely:-
1. These rules may be called the Departmental Financial (Haryana Amendment) Rules, 2023.
2. They shall come into force on the date of their publication in the Official Gazette.
3. In the Departmental Financial Rules, in rule 10.6, for serial numbers 1, 2, 3, 4 and 5 and entries there against, the following serial number and entries there against shall be substituted, namely:-

Note:- 1. The delegation, as per the table above, shall apply to all Government Departments. All Local Bodies, i.e., Urban Local Bodies and Panchayati Raj Institutions shall have their separate delegations as notified by their respective departments.
2. In the case of Statutory Bodies, Boards and Corporations (except Power Utilities), the Competent Authority for acceptance tenders shall be as per the existing delegation for tenders upto Rs.10 Crore. For works having estimated cost of more than Rs.10 Crore, a Committee consisting of Chief Minister as Chairman, Minister-in-charge, Administrative Secretary and Head (CA, CEO or MD, as the case may be) of concerned Statutory Body, Board or Corporation, shall be the Competent Authority for accepting the tenders.".
