संख्या 3/25-2022 तम प्रा0.— भारत के संविधान के अनुच्छेद 309 के परन्तुक के अधीन प्रदत्त्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा विद्यालय शिक्षा (ग्रुप ग) राज्य संवर्ग सेवा नियम, 2012, को आगे संशोधित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. ये नियम हरियाणा विद्यालय शिक्षा (ग्रुप ग) राज्य संवर्ग सेवा नियम, 2023 कहे जा सकते है।
2. हरियाणा विद्यालय शिक्षा (ग्रुप ग) राज्य संवर्ग सेवा नियम(संषोधन), 2012 (जिन्हें, इसमें, इसके बाद उक्त नियम कहा गया है) में, खण्ड (क) के स्थान पर, निम्नलिखित खण्ड प्रतिस्थापित किया जाएगा, अर्थात्ः-
"(क) 'अपर निदेषक (प्रशासन)/संयुक्त निदेषक (प्रशासन)'से अभिप्राय है, निदेशक मौलिक शिक्षा, हरियाणा के कार्यालय में अपर निदेषक (प्रशासन)/संयुक्त निदेषक (प्रशासन), जैसी भी स्थिति हो, के पद पर सरकार द्वारा पदस्थ कोई अधिकारी;''
3. उक्त नियमों में, नियम 6 के स्थान पर, निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात्ः-
'6. नियुक्ति प्राधिकारी.- सेवा में पदों पर नियुक्तियां अपर निदेषक (प्रशासन)/संयुक्त निदेषक (प्रशासन), जैसी भी स्थिति हो, द्वारा की जाएंगी।'।
4. उक्त नियमों में, परिशिष्ट ख में, खाना 1,2,3 तथा 4 के नीचे, क्रम संख्या 2, 3, 4, 6, 7, 8, 9, 10, 11, 12 तथा 13 और उसके सामने विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित क्रम संख्याएं तथा उसके सामने प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात् :-

| या किसी मान्यताप्राप्त विष्वविद्यालय से सामाजिक षिक्षा ऐच्छिक या ऑनर्स विषय के रूप में सामाजिक विज्ञान में कम से कम 50 प्रतिषत अंको सहित स्नातक डिग्री तथा राष्ट्रीय अध्यापक शिक्षा परिषद् द्वारा इस संबंध में समय-समय पर जारी किए गए मान्यता मानदंड और प्रक्रिया विनियमों के अनुसार षिक्षा में स्नातक (बी.एड)/बी.एड (विषेष षिक्षा) मेें टीचिंग विषय के रूप में सामाजिक विज्ञान; या सामाजिक विज्ञान विषय में कम से कम 50 प्रतिषत अंकों सहित मौलिक षिक्षा (बी.एल.एड.) में चार वर्षीय स्नातक; या सामाजिक विज्ञान विषय में कम से कम 50 प्रतिषत अंकों सहित चार वर्षीय एकीकृत बी.ए.बी.एड.; (ii) स्नातक डिग्री में निम्नलिखित में से किन्ही दो विषयों में व्यक्तिगत रूप से पाठ्यक्रम के सभी तीन वर्ष के दौरान कम से कम 50 प्रतिषत अंक होंः- (1) इतिहास (2) राजनीति विज्ञान (3) अर्थशास्त्र (4) भूगोल (5) समाजशास्त्र (6) मनोविज्ञान टिप्पणः ऑनर्स डिग्री के मामले में, उम्मीदवार ने पाठ््यक्रम के प्रथम तथा द्वितीय वर्ष में उपर्युक्त किन्हीं विषयों में से अन्य दो विषयों का अध्ययन किया हो; (iii) सामाजिक विज्ञान विषय में हरियाणा अध्यापक पात्रता परीक्षा (एच.टी.ई.टी)/ विद्यालय अध्यापक पात्रता परीक्षा (एस.टी. ई.टी.) होने का अर्हक प्रमाणपत्र; तथा (iv) मैट्रिक में एक विषय के रूप में हिंदी या संस्—त या उच्चतर षिक्षा में एक विषय के रूप में हिंदी। | तथा बीटीसी/जेबीटी/डी.एड. (शिक्षा में डिप्लोमा)/मौलिक शिक्षा में डिप्लोमा (डी.एल.डी.) में टीचिंग विषय के रूप में सामाजिक विज्ञान; या किसी मान्यताप्राप्त विष्वविद्यालय से सामाजिक षिक्षा ऐच्छिक या ऑनर्स विषय के रूप में सामाजिक विज्ञान में कम से कम 50 प्रतिषत अंकों सहित स्नातक | ||
| डिग्री तथा राष्ट्रीय अध्यापक षिक्षा परिषद् द्वारा इस संबंध में समय -समय पर जारी किए गए मान्यता मानदण्ड और प्रक्रिया विनियमों के अनुसार षिक्षा में स्नातक (बी.एड.)/बी. एड. (विषेष षिक्षा) में टीचिंग विषय के रूप में सामाजिक विज्ञान; या सामाजिक विज्ञान विषय में कम से कम 50 प्रतिषत अंकों सहित मौलिक षिक्षा (बी.एल.एड.) में चार वर्षीय स्नातक; या सामाजिक विज्ञान विषय में कम से कम 50 प्रतिषत अंकों सहित चार वर्षीय एकी —त बी.ए. बी.एड.; (ii) स्नातक डिग्री में निम्नलिखित में से किन्ही दो विषयों में व्यक्तिगत रूप से पाठ्यक्रम के सभी तीन वर्ष के दौरान कम से कम 50 प्रतिषत अंक होंः- (1) इतिहास (2) राजनीति विज्ञान (3) अर्थशास्त्र (4) भूगोल (5) समाजशास्त्र (6) मनोविज्ञान टिप्पणः ऑनर्स डिग्री के मामले में, उम्मीदवार ने पाठ््यक्रम के प्रथम तथा द्वितीय वर्ष में उपर्युक्त किन्हीं विषयों में से अन्य दो विषयों का अध्ययन किया हो; (iii) टीजीटी सामाजिक अध्ययन के रूप में पांच वर्ष का टीचिंग अनुभव; तथा (iv) मैट्रिक में एक विषय के रूप में हिन्दी या संस्कृत या उच्चतर षिक्षा में एक विषय के रूप में हिंदी। | |||
| 3 | टीजीटी विज्ञान | (i) किसी मान्यताप्राप्त विष्वविद्यालय से विज्ञान ऐच्छिक या ऑनर्स विषय के रूप में विज्ञान में कम से कम 50 प्रतिषत अंकों सहित स्नातक डिग्री तथा बीटीसी/जेबीटी/डी.एड. (शिक्षा में डिप्लोमा)/मौलिक शिक्षा में डिप्लोमा (डी.एल.डी.) में टीचिंग विषय के रूप में विज्ञान; या किसी मान्यताप्राप्त विष्वविद्यालय से विज्ञान ऐच्छिक या ऑनर्स विषय के रूप में विज्ञान में कम से कम 50 प्रतिषत अंकों सहित स्नातक डिग्री तथा राष्ट्रीय अध्यापक शिक्षा परिषद् द्वारा इस संबंध में समय-समय पर जारी किए गए मान्यता मानदंड और प्रक्रिया विनियमों के अनुसार षिक्षा में स्नातक (बी.एड)/बी.एड (विषेष षिक्षा) मेें टीचिंग विषय के रूप में विज्ञान; | पदोन्नति द्वारा- (i) प्राथमिक शिक्षक (पी.आर.टी.)/क्लासीकल वर्नाक्यूलर (सी. एंड. वी.) अध्यापक के रूप में तीन वर्ष का अनुभव; तथा (ii) किसी मान्यताप्राप्त विष्वविद्यालय से विज्ञान ऐच्छिक या ऑनर्स विषय रूप में विज्ञान में कम से कम 50 प्रतिषत अंकों सहित स्नातक डिग्री तथा बीटीसी/ जेबीटी/डी.एड. | 4 | टीजीटी गणित | (i) किसी मान्यताप्राप्त विष्वविद्यालय से गणित ऐच्छिक या ऑनर्स विषय के रूप में गणित में कम से कम 50 प्रतिषत अंकों सहित स्नातक डिग्री तथा बीटीसी/जे.बी. टी./डी.एड. (शिक्षा में डिप्लोमा)/ मौलिक शिक्षा में डिप्लोमा (डी.एल.डी.) में टीचिंग विषय के रूप में गणित; या किसी मान्यताप्राप्त विष्वविद्यालय से गणित ऐच्छिक या ऑनर्स विषय के रूप में गणित में कम से कम 50 प्रतिषत अंको सहित स्नातक डिग्री तथा राष्ट्रीय अध्यापक शिक्षा परिषद द्वारा इस संबंध में समय-समय पर जारी किए गए मान्यता मानदंड और प्रक्रिया विनियमों के अनुसार षिक्षा में स्नातक (बी.एड)/बी.एड (विषेष षिक्षा) मेें टीचिंग विषय के रूप में गणित; या गणित विषय में कम से कम 50 प्रतिषत अंकों सहित मौलिक षिक्षा (बी.एल.एड.) में चार वर्षीय स्नातक; या गणित विषय में कम से कम 50 प्रतिषत अंकों सहित चार वर्षीय एकी—त बी.ए. बी. एस.सी./बी.काम., बी.एड.; (ii) गणित विषय में हरियाणा अध्यापक पात्रता परीक्षा (एच.टी.ई.टी.)/विद्यालय अध्यापक पात्रता परीक्षा (एस.टी.ई.टी) होने का अर्हक प्रमाणपत्र; तथा | पदोन्नति द्वारा- (i) प्राथमिक शिक्षक (पीआरटी)/क्लासीकल वर्नाक्यूलर (सी. एंड. वी.) अध्यापक के रूप में तीन वर्ष का अनुभव; तथा ( ii) किसी मान्यताप्राप्त विष्वविद्यालय से गणित ऐच्छिक या ऑनर्स विषय रूप में गणित में कम से कम 50 प्रतिषत अंकों सहित स्नातक डिग्री तथा बीटीसी/ जेबीटी/डी.एड. 5. उक्त नियमों में, परिषिष्ट ग में, खाना 3 तथा 5 के नीचे "अपर निदेषक प्रषासन"श्षब्दों के स्थान पर "अपर निदेषक प्रषासन/संयुक्त निदेषक (प्रषासन)" षब्द, कोष्ठक तथा चिहि्न प्रतिस्थापित किए जाएंगे।
6. उक्त नियमों में, परिषिष्ट घ में, खाना 4 के नीचे, "अपर निदेषक प्रषासन" षब्दों के स्थान पर, "अपर निदेषक प्रषासन/संयुक्त निदेषक (प्रषासन)" षब्द, कोष्ठक तथा चिहि्न प्रतिस्थापित किए जाएंगे।

No. 3/25-2022 Co. Ele.— In exercise of the powers conferred under the proviso to article 309 of the Constitution of India, the Governor of Haryana hereby makes the following rules further to amend the Haryana School Education (Group C) State Cadre Service Rules, 2012, namely:-
1. These rules may be called the Haryana School Education (Group C) State Cadre Service (Amendment) Rules, 2023
2. In the Haryana School Education (Group C) State Cadre Service Rules, 2012 (hereinafter called the said rules), in rule 2, for clause (a), the following clause shall be substituted, namely:-
'(a) " Additional Director (Administration)/Joint Director (Administration)" means an officer posted by the Government in the office of Director Elementary Education, Haryana against the post of Additional Director (Administration)/Joint Director (Administration), as the case may be;'
3. In the said rules, for rule 6, the following rule shall be substituted, namely:-
'6. Appointing Authority.- Appointments to the posts in the Service shall be made by Additional Director (Administration)/Joint Director (Administration), as the case may be.
4. In the said rules, in Appendix B, under columns 1, 2, 3 and 4, for serial numbers 2, 3, 4, 6, 7, 8, 9, 10, 11, 12, 13 and existing entries thereagainst, the following serial numbers and entries thereagainst shall be substituted, namely:-
