संख्या 09/97/2023-4CII.- हरियाणा नगर निगम अधिनियम, 1994 (1994 का 16) की धारा 67 की उप-धारा (2) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा नगर निगम कर्मचारी (भर्ती और शर्तें) सेवा नियम, 1998, को आगे संषोधित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात् :-
1. (1) ये नियम हरियाणा नगर निगम कर्मचारी (भर्ती और शर्तें) सेवा (संशोधन) नियम, 2023 कहे जा सकते हैं। (2) ये राजपत्र में इनके प्रकाषन की तिथि से लागू होंगे।
2. हरियाणा नगर निगम कर्मचारी (भर्ती और शर्तें) सेवा नियम, 1998 (जिन्हें, इसमें, इसके बाद उक्त नियम कहा गया है) में, नियम 2 में,-
(i) खण्ड (ङ) के बाद, निम्नलिखित खण्ड रखा जायेगा, अर्थात् :-
"(ङक) "भर्ती अभिकरण'' से अभिप्राय है, हरियाणा लोक सेवा आयोग अथवा हरियाणा कर्मचारी चयन आयोग या सेवा में नियुक्ति के लिए उम्मीदवारों के चयन के लिए सरकार द्वारा गठित ऐसा अन्य निकाय;" तथा (ii) विद्यमान खण्ड (ज) तथा उसके सामने प्रविष्टियों का लोप कर दिया जाएगा।
3. उक्त नियमों में, नियम 6 के स्थान पर, निम्नलिखित नियम प्रतिस्थापित किया जाएगा, अर्थात् :-
"6. नियुक्ति प्राधिकारी.- सेवा में पदों पर नियुक्तियां, इन नियमों के परिषिष्ट ग के खाना 3 में वर्णित प्राधिकारियों द्वारा की जाएंगी।"।

No. 09/97/2023-4CII.— In exercise of the powers conferred under sub-section (2) of section 67 of the Haryana Municipal Corporation Act, 1994 (16 of 1994), the Governor of Haryana hereby makes the following rules further to amend the Haryana Municipal Corporation Employees (Recruitment and Conditions) Service Rules, 1998, namely :-
1. (1) These rules may be called the Haryana Municipal Corporation Employees (Recruitment and Conditions) Service (Amendment) Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Haryana Municipal Corporation Employees (Recruitment and Conditions) Service Rules, 1998 (hereinafter called the said rules), in rule 2,-
(i) after clause (e), the following clause shall be inserted, namely:-
"(ea) "recruiting agency" means the Haryana Public Service Commission or Haryana Staff Selection Commission or any other body constituted by the Government for selection of candidates for appointment to Service, as the case may be;" and
(ii) clause (h) and entries thereagainst shall be omitted.
3. In the said rules, for rule 6, the following rule shall be substituted, namely:-
"6. Appointing authority.- Appointment to the posts in the Service shall be made by the authorities mentioned in column 3 of Appendix C to the rules.".
