संख्या सीसीपी (एनसीआर)/हिसार/एसीए-III ए/2023/1870 ़-चूंकि हरियाणा के राज्यपाल की राय में नीचे दी गई अनुसूची में विनिर्दिष्ट तथा इससे संलग्न नक्षे में दर्षाए गए क्षेत्र, निर्माण क्रियाकलापों, औद्योगिक, वाणिज्यिक, संस्थागत या आमोद-प्रमोद सम्बन्धी सम्पदाओं/ क्रियाकलापों तथा उपरोक्त के सहायक उपयोगों हेतु संभाव्य है;

इसलिए अब, हरियाणा अनुसूचित सड़क तथा नियंत्रित क्षेत्र अनियमित विकास निर्बन्धन अधिनियम, 1963 (1963 का पंजाब अधिनियम 41) की धारा 4 की उप-धारा (1) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा उक्त क्षेत्र को उक्त अधिनियम के प्रयोजनों के लिए नियन्त्रित क्षेत्र-III-(पॉकेट-ए) के रूप में घोषित करते है, अर्थात्‌-

अनुसूची

नियन्त्रित क्षेत्र-III (पॉकेट-ए) हिसार, जिला हिसार की सीमाओं की अनुसूची को ड्राईंग संख्या डी0टी0पी0 (एच0) 3746/2022, दिनांक 7 सितम्बर, 2022/7 फरवरी, 2023 के साथ पढ़ा जाये ।

उत्तर : बिन्द 'ए' से शुरू करते हुए जोकि गांव बीड़ हिसार, (हदबस्त संख्या 145) की आयत संख्या 802 का उत्तर-पष्चिम कोना है तथा अधिसूचना संख्या सी0सी0पी0 (एन0सी0आर0) एच0एस0आर0/टी0एल0डब्लू0डी0आर0(सी0ए0)2007/ 4242 दिनांक 05 दिसम्बर, 2007 द्वारा पूर्व में घोषित नियन्त्रित क्षेत्र की सीमा पर भी स्थित है, से उपरोक्त नियन्त्रित क्षेत्र की सीमा के साथ-साथ पूर्व की ओर बढ़ते हुए बिन्दु 'बी' तक, जहाँं यह अधिसूचना संख्या सी0सी0पी0 (एन0सी0आर0)एच0सी0ए0-I/वोल्यूम-III/2002/1300 दिनांक 01 जुलाई, 2002 द्वारा पूर्व में घोषित अतिरिक्त नियन्त्रित क्षेत्र-II, हिसार की सीमा से मिलती है ।

पूर्वः तत्पष्चात्‌ बिन्दुश्'बी' से दक्षिण की ओर बढ़ते हुए अधिसूचना संख्या सी0सी0पी0 (एन0सी0आर0)एच0सी0ए0-I / वोल्यूम-III/2002/1300, दिनांक प्रथम जुलाई, 2002 द्वारा पहले से घोषित अतिरिक्त नियंत्रित क्षेत्र-II हिसार, के साथ-साथ बिन्दु 'सी' तक, जहाँ यह अधिसूचना संख्या 9859-वी0डी0पी0-71/3654 दिनांक 25 अगस्त, 1971 द्वारा पूर्व में घोषित नियन्त्रित क्षेत्र की सीमा से मिलती है। तत्पष्चात्‌ दक्षिण की ओर बढ़ते हुए अधिसूचना दिनांक 25 अगस्त, 1971 द्वारा पूर्व में घोषित पूर्वोक्त नियन्त्रित क्षेत्र की सीमा के साथ-साथ बिन्दु 'डी' तक, जहाँ यह अधिसूचना संख्या 834-10/डी0पी0-82 दिनांक 19.01.1982 द्वारा पूर्व में घोषित नियन्त्रित क्षेत्र की सीमा पर मिलती है, तत्पष्चात्‌ दक्षिण की ओर बढ़ते हुए अधिसूचना दिनांक 19 जनवरी, 1982 द्वारा पूर्व में घोषित नियन्त्रित क्षेत्र की सीमा के साथ-साथ बिन्दु 'ई' तक, जो कि गांव आर्य नगर (हदबस्त संख्या 57) की आयत संख्या 139 का उत्तर-पूर्व कोना है।

(EXTRA.), OCT. 31, 2023 (KRTK. 9, 1945 SAKA) दक्षिणः तत्पष्चात्‌ बिन्दु 'ई' से पष्चिम की ओर बढ़ते हुए बिन्दु 'एफ' तक जोकि गांव आर्य नगर (हदबस्त संख्या 57) की आयत संख्या 125 का दक्षिण-पष्चिम कोना है, तत्पष्चात्‌ उत्तर की ओर बढ़ते हुए बिन्दुश्'जी' तक जोकि गांव आर्य नगर (हदबस्त संख्या 57) की आयत संख्या 91 का उत्तर-पूर्व कोना है, तत्पष्चात्‌ पष्चिम की ओर गांव आर्य नगर (हदबस्त संख्या 57) की आयत संख्या 80, 81, 82, 83, 84 तथा 85 की दक्षिणी सीमा के साथ साथ बिन्दु 'एच' तक जो कि गांव आर्य नगर (हदबस्त संख्या 57) की आयत संख्या 85 का दक्षिण-पष्चिम कोना है, तथा गांव आर्य नगर (हदबस्त संख्या 57) और गांव हिन्दवान (हदबस्त संख्या 56) की संयुक्त राजस्व सीमा पर अवस्थित है । तत्पष्चात्‌ बिन्दु 'एच' से उत्तर की तरफ उपरोक्त संयुक्त राजस्व सीमा के साथ-साथ बढ़ते हुए बिन्दु 'आई' तक जोकि गांव शाहपुर (हदबस्त संख्या 168), गांव हिन्दवान (हदबस्त संख्या 56) तथा गांव आर्य नगर (हदबस्त संख्या 57) की राजस्व सीमाओं का त्रि-मिलन बिन्दु है, तत्पष्चात्‌ पष्चिम की ओर बढ़ते हुए गांव शाहपुर (हदबस्त संख्या 168) तथा गांव हिन्दवान (हदबस्त संख्या 56) की संयुक्त राजस्व सीमा के साथ-साथ बिन्दु 'जे' तक, जोकि गांव शाहपुर (हदबस्त संख्या 168) की आयत संख्या 152 का दक्षिण-पूर्व कोना है ।

पष्चिमः तत्पष्चात्‌ बिन्दु 'जे' से उत्तर की ओर बढते हुए गांव शाहपुर (हदबस्त संख्या 168) की आयत संख्या 151, 143, 126, 117, 102, 94, 80, 73, 58, 49, 37, 28, 17, 13 तथा 3 और गांव न्योली कलां (हदबस्त संख्या 169) की आयत संख्या 126, 119, 102 तथा 95 की पष्चिमी सीमा के साथ-साथ बिन्दु 'के' तक, जो कि गांव न्योली कलां (हदबस्त संख्या 169) की आयत सख्ंया 95 का उत्तर-पष्चिमी कोना है । तत्पष्चात्‌ पूर्व की ओर बढते हुए गांव न्योली कलां (हदबस्त संख्या 169) की आयत संख्या 95, 94, 93, 92 तथा 91 के उत्तरी सीमा के साथ-साथ बिन्दु 'एल' तक जोकि गांव न्योली कलां (हदबस्त संख्या 169) कीे आयत संख्या 91 का उत्तर-पूर्व कोना है, तत्पष्चात्‌ उत्तर की ओर बढते हुए गांव न्योली कलां (हदबस्त संख्या 169) की आयत संख्या 83, 72, 65, 48, 43, 22, 18, 5 तथा 2 और गांव बीड़ हिसार (हदबस्त संख्या 145) की आयत संख्या 1009, 1005, 940, 935, 871, 868, 805 तथा 802 की पष्चिमी सीमा के साथ-साथ बिन्दु 'ए' तक जो कि प्रारम्भ का बिन्दु है ।

No. CCP(NCR)/HISAR/ACA-IIIA/2023/1870.— Whereas, in the opinion of the Governor of Haryana, the area specified in the Schedule given below and shown in the plan appended hereto has the potential for building activities, industrial, commercial, institutional, recreational estates/activities and uses subservient to the above.

Now, therefore, in exercise of the powers conferred under sub-section (1) of section 4 of the Haryana Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963 (Punjab Act 41 of 1963), the Governor of Haryana hereby declares the said area to be Controlled Area-III (Pocket-A) for the purposes of the said Act, namely:-

SCHEDULE

Schedule of boundaries of the Controlled Area-III (Pocket-A), Hisar, District Hisar to be read with the Drawing No. DTP(H)3746/2022, dated the 7th September, 2022/ 7th February, 2023.

North: Starting from point 'A' i.e. north-west corner of rectangle number 802 of village Bir Hisar (Hadbast number 145), which is also located on the boundary of controlled area already declared vide notification number CCP(NCR)HSR/TLWD-R(CA)2007/4242, dated the 5th December, 2007; thence, moving towards east along boundary of above said controlled area up to point 'B', where it meets the boundary of the additional controlled area-II, Hisar already declared vide notification number CCP(NCR)HCA-1/Vol-III/2002/1300, dated the 1st July, 2002.

East: Thence moving from point 'B' towards south along the boundary of additional controlled area-II, Hisar already declared vide notification number CCP(NCR)HCA-1/Vol-III/2002/1300, dated the 1st July, 2002 up to point 'C', where it meets the boundary of controlled area already declared vide notification number 9859- VDP-71/3654, dated the 25th August, 1971.Thence moving towards south along the boundary of theHARYANA GOVT. GAZ. (EXTRA.), OCT. 31, 2023 (KRTK. 9, 1945 SAKA) 3673 aforesaid controlled area already declared vide notification dated 25th August 1971 upto point 'D', where it meets the boundary of the controlled area already declared vide notification number 834-10DP-82, dated the 19th January, 1982; thence moving towards south along the boundary of the controlled area already declared vide notification dated 19th January 1982 upto point 'E', i.e. the north-east corner of the rectangle number 139 of village Arya Nagar (Hadbast number 57).

South: Thence moving from point 'E' towards west up to point 'F' i.e. the south-west corner of rectangle number 125 of village Arya Nagar (Hadbast number 57), thence moving towards north up to point 'G' i.e. the north- east corner of rectangle number 91 of village Arya Nagar (Hadbast number 57), thence moving towards west along the southern boundary of rectangle numbers 80, 81, 82, 83, 84 and 85 of village Arya Nagar (Hadbast number 57) upto point 'H' i.e. the south-west corner of rectangle number 85 of village Arya Nagar (Hadbast number 57), located on the common revenue boundary of the village Arya Nagar (Hadbast number 57) and village Hindwan (Hadbast number 56). Thence moving from point 'H' towards north along abovesaid common revenue boundary upto point 'I' i.e. the tri-junction of the revenue boundaries of the village Arya Nagar (Hadbast number 57), Hindwan (Hadbast number 56) and Shahpur (Hadbast number 168), thence moving towards west along the common revenue boundary of village Hindwan (Hadbast number 56) and Shahpur (Hadbast number 168) upto point 'J' i.e. the south-east corner of rectangle number 152 of village Shahpur (Hadbast number 168).

West: Thence moving from point 'J' towards north along the western boundary of the rectangle numbers 151, 143, 126, 117, 102, 94, 80, 73, 58, 49, 37 28, 17, 13 and 3 of village Shahpur (Hadbast number 168) and rectangle numbers 126, 119, 102 and 95 of village Neoli Kalan (Hadbast number 169) upto point 'K' i.e. north-west corner of the rectangle number 95 of village Neoli Kalan (Hadbast number 169).Thence moving towards east along the northern boundary of the rectangle numbers 95, 94, 93, 92 and 91 of village Neoli Kalan (Hadbast number 169) upto point 'L' i.e. the north-east corner of the rectangle number 91 of village Neoli Kalan (Hadbast number 169), thence moving towards north along the western boundary of the rectangle numbers 83, 72, 65, 48, 43, 22, 18, 5 and 2 of village Neoli Kalan (Hadbast number 169) and rectangle numbers 1009, 1005, 940, 935, 871, 868, 805 and 802 of village Bir Hisar (Hadbast number 145) upto point 'A' i.e. the point of start.
