संख्या सीसीपी(एनसीआर)/हिसार/एसीए-III-बी/2023/1871.-चूंकि, हरियाणा के राज्यपाल की राय में नीचे दी गई अनुसूची में विनिर्दिष्ट तथा इससे संलग्न नक्षे में दर्षाए गए क्षेत्र, निर्माण क्रियाकलापों, औद्योगिक, वाणिज्यिक, संस्थागत या आमोद-प्रमोद सम्बन्धी सम्पदाओं/ क्रियाकलापों तथा उपरोक्त के सहायक उपयोगों हेतु संभाव्य है;

इसलिए अब, हरियाणा अनुसूचित सड़क तथा नियंत्रित क्षेत्र अनियमित विकास निर्बन्धन अधिनियम, 1963 (1963 का पंजाब अधिनियम 41) की धारा 4 की उप-धारा (1) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा उक्त क्षेत्र को उक्त अधिनियम के प्रयोजनों के लिए नियन्त्रित क्षेत्र-III (पॉकेट 'बी') के रूप मे घोषित करते हैं, अर्थात्‌-

अनुसूची

नियन्त्रित क्षेत्र-III(पॉकेट-'बी') हिसार, जिला हिसार की सीमाओं की अनुसूची को ड्रांईग संख्या डी0टी0पी0 (एच0) 3745/2022, दिनांक 7 सितम्बर, 2022/7 फरवरी 2023 के साथ पढ़ा जाये।

उत्तर : बिन्दु 'ए' जोकि गांव बीड़ हिसार, (हदबस्त संख्या 145) की आयत संख्या 484 का उत्तर पष्चिमी कोना है तथा अधिसूचना संख्या सी0सी0पी0(एन0सी0आर0)एच0एस0आर0/टी0एल0डब्लू0डी0आर0(सी0ए0)/2007/ 4242, दिनांक 05 दिसम्बर, 2007 द्वारा पूर्व घोषित नियंत्रित क्षेत्र की सीमा पर भी स्थित है, से प्रारम्भ होकर पूर्व की ओर गांव बीड हिसाऱ (हदबस्त संख्या 145) की आयत संख्या 484, 485, 486, 487, 488, 489, 490, 491, 492, 493, 494, 495, 496, 497, 498, 499, 500, 501, 502, 503 व 504 व गांव जुगलान, (हदबस्त संख्या 66) की आयत संख्या 128, 127 तथा 126 की उत्तरी सीमा के साथ-साथ बिन्दु 'बी' तक, जहाँ यह अधिसूचना संख्या सी0सी0पी0 (एन0 सी0 आर0)एच0एस0आर0/टी0एल0डब्लू0डी0आर0(सी0ए0)2007/3769 दिनांक 07 नवम्बर, 2007 द्वारा पहले से घोषित नियंत्रित क्षेत्र तलवण्ड़ी राणा व बहबल पुर की सीमा पर स्थित है।

पूर्वः तत्पष्चात्‌ बिन्दु 'बी' से दक्षिण की तरफ दिनांक 07 नवम्बर, 2007 को पूर्वोक्त घोषित नियंत्रित क्षेत्र की सीमा के साथ-साथ उस बिन्दु तक, जहां यह अधिसूचना संख्या सी0सी0पी0(एन0सी0आर0)एच0एस0आर0- टी0डी0एल0/ ए0सी0ए0/2010/83 दिनांक 12जनवरी, 2010 को पहले से घोषित अतिरिक्त नियंत्रित क्षेत्र गांव तलवण्ड़ी राणा तथा बहबलपुर की सीमा से मिलता है, से दक्षिण की ओर दिनांक 12 जनवरी, 2010 को घोषित उक्त अतिरिक्त नियंत्रित क्षेत्र की सीमा के साथ-साथ बिन्दु 'सी' तक, जहाँ यह अधिसूचना संख्या सी0सी0पी0 (एन0सी0आर0) एच0सी0ए0-I/वोल्यूम-III/2002/1300 दिनांक 01 जुलाई, 2002 द्वारा घोषित अतिरिक्त नियन्त्रित क्षेत्र-II हिसार की सीमा से मिलता है।

(EXTRA.), OCT. 31, 2023 (KRTK. 9, 1945 SAKA) दक्षिणः तत्पष्चात्‌ बिन्दु 'सी' से पष्चिम की ओर दिनांक 01 जुलाई, 2002 को घोषित उपरोक्त अतिरिक्त नियंत्रित क्षेत्र-II, हिसार की सीमा के साथ-साथ बिन्दु 'डी' तक, जहाँ यह अधिसूचना संख्या सी0सी0पी0(एन0सी0आर0) एच0एस0आर0/टी0एल0डब्लू0डी0आर0(सी0ए0)/2007/4242 दिनांक 05 दिसम्बर, 2007 को घोषित नियन्त्रित क्षेत्र की सीमा से मिलता है।

पष्चिमः तत्पष्चात्‌ बिन्दु 'डी' से उत्तर की ओर दिनांक 05 दिसम्बर, 2007 को पहले से घोषित नियन्त्रित क्षेत्र की सीमा के साथ-साथ प्रारंभिक बिन्दु 'ए' तक, जोकि प्रारम्भ का बिन्दु है।

No. CCP(NCR)/HISAR/ACA-IIIB/2023/1871.— Whereas, in the opinion of the Governor of Haryana, the area specified in the Schedule given below and shown in the plan appended hereto has the potential for building activities, industrial, commercial, institutional, recreational estates/activities and uses subservient to the above.

Now, therefore, in exercise of the powers conferred under sub-section (1) of section 4 of the Haryana Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963 (Punjab Act 41 of 1963), the Governor of Haryana hereby declares the said area to be Controlled Area-III (Pocket-B) for the purposes of the said Act, namely:-

SCHEDULE

Schedule of boundaries of the Controlled Area-III (Pocket-B), Hisar, District Hisar to be read with the Drawing No. DTP(H)3745/2022, dated the 7th September, 2022/7th February, 2023.

North: Starting from point 'A' i.e. North-West corner of rectangle number 484 of village Bir Hisar (Hadbast number 145) and is also located on the boundary of controlled area already declared vide notification number CCP(NCR)HSR/TLWD-R(CA)2007/4242, dated the 5th December, 2007, towards east along northern boundary of rectangle number 484, 485, 486, 487, 488, 489, 490, 491, 492, 493, 494, 495, 496, 497, 498, 499, 500, 501, 502, 503 and 504 of village Bir Hisar (Hadbast number 145) and rectangle number 128, 127 and 126of village Juglan (Hadbast number 66), upto point 'B', where it meets the boundary of controlled area Talwandi Rana and Bahbalpur already declared vide notification number CCP(NCR)HSR/TLWD-R/(CA)2007/3769, dated the 7th November, 2007.

East: Thence moving from point 'B' towards south along boundary of above said controlled area already declared on 7th November, 2007 upto the point, where it meets the boundary of additional controlled area Talwandi Rana and Bahbalpur already notified vide notification number CCP(NCR)/HSR- TDL/ACA/2010/83, dated the 12th January, 2010. Thence towards south along the boundary of above said additional controlled area declared on 12th January, 2010 upto point 'C', where it meets the boundary of additional controlled area II, Hisar already declared vide notification number CCP(NCR)HCA-1/Vol- III/2002/1300, dated the 1st July, 2002.

South: Thence moving from point 'C' towards west along boundary of above said additional controlled area II, Hisar already declared on 1st July, 2002 upto the point 'D', where it meets the boundary of controlled area already declared vide notification number CCP(NCR)HSR/TLWD-R(CA)/2007/4242, dated the 5th December, 2007.

West: Thence moving from point 'D' towards north along boundary of above said controlled area already declared on 5th December, 2007 upto the point 'A' i.e. the point of start.
