Notification
The 8th December, 2023
No. 09/112/2023-4C-II.— The Governor of Haryana is pleased to notify:
1. That henceforth, maintenance of infrastructure of all Industrial Estates of Haryana Shehri Vikas Pradhikaran (HSVP), Industries Department and Haryana State Industrial and Infrastructure Development Corporation Ltd. (HSIIDC) falling within municipal limits, will be looked after by HSIIDC. HSIIDC will take up all required O&M and maintenance of Infrastructure as per requirement with the concurrence of local Industrial Association. However, where the cost of any single upgradation/maintenance work is more than Rs. One Crore, prior concurrence of respective MC will be taken.
2. That the expenditure incurred on maintenance of Infrastructure services will be reimbursed by respective MC on yearly basis to HSIIDC. HSIIDC will submit the details of actual expenditure incurred on provision and maintenance of civic services during the financial year, to respective MC by 31st May of the next financial year and the respective MC shall reimburse the same by 31st of July to HSIIDC and If it is not paid within the given time frame, the amount will be paid with Interest @9% p.a. and the Finance Department Haryana will release funds to HSIIDC out of budget of respective MC. Finance Department, Haryana has given their concurrence for the same vide their U.O. No. 11/57/2021-3FD- III/2021/27012 dated 09.12.2021. The salary payment and other manpower cost (other than out sourced manpower) shall not be reimbursed by the concerned Urban Local Bodies (ULB)/MC.
3. That the works of Water supply, Sewerage services, Storm Water Drainage, Internal Roads, Footpath, Street Lighting, Horticulture & Green Belts, Sanitation, Parking within industrial estates falling in Municipal limits will be maintained by Haryana State Industrial and Infrastructure Development Corporation Ltd. (HSIIDC).
4. That the maintenance of CETP/STP will continue to be done by HSIIDC with its own budget.
5. The works of provision/ up-gradation of infrastructure wherever stand sanctioned and assigned to HSIIDC/HSVP/MC under SIIDs, will continue and will be got executed completed by them as such.
6. That a memorandum of understanding will be signed by HSIIDC and respective MC to this effect.
