संख्या 6/1/2024-1मंत्रिमंडल.- भारत के संविधान के अनुच्छेद 166 के खण्ड (2) तथा (3) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, मैं, बंडारू दत्तात्रेय, राज्यपाल, हरियाणा, इसके द्वारा, हरियाणा सरकार कार्य (आबंटन) नियम, 1974 को आगे संषोधित करने के लिए निम्नलिखित नियम बनाता हूँ, अर्थात्ः- 1. ये नियम हरियाणा सरकार कार्य (आंबटन) संषोधन नियम, 2024 कहे जा सकते हैं। 2. हरियाणा सरकार कार्य (आबंटन) नियम, 1974 में, अनुसूची में, -
(I) ''शिक्षा विभाग (सचिव, हरियाणा सरकार, शिक्षा विभाग के माध्यम से)'' शीर्ष तथा उसके नीचे प्रविष्टियों का लोप कर दिया जाएगा;
(II) ''उच्चतर शिक्षा विभाग (प्रषासकीय सचिव, हरियाणा सरकार, उच्चतर शिक्षा विभाग केे माध्यम से)'' शीर्ष के नीचे, क्रम संख्या 3 तथा उसके सामने प्रविष्टियों के बाद, अन्त में निम्नलिखित क्रम संख्या और उसके सामने प्रविष्टियाँ जोड़ी जाएंगी, अर्थात्ः- ''4. विस्तार सेवा परियोजनाएँ।''; (III) "सैनिक तथा अर्ध सैनिक कल्याण विभाग (प्रषासकीय सचिव, हरियाणा सरकार, सैनिक तथा अर्ध सैनिक कल्याण विभाग के माध्यम से)" शीर्ष तथा उसके नीचे प्रविष्टियों के बाद, निम्नलिखित शीर्ष तथा उसके नीचे प्रविष्टियाँ रखी जाएंगी, अर्थात्ः-
" विद्यालय शिक्षा विभाग (प्रषासकीय सचिव, हरियाणा सरकार, विद्यालय शिक्षा विभाग के माध्यम से)
1. पुस्तकें - उनकी डिजाइनिंग, विकास और मुद्रण। 2. विद्यालय शिक्षा विभाग की शिक्षण संस्थाओं में हिन्दी, संस्—त, पंजाबी, उर्दू एवं अन्य भाषाओं का विकास। 3. विद्यालय शिक्षा - सम्बन्धित और शामिल सभी मामले -
(क) विद्यालय शिक्षा विभाग के शैक्षणिक संस्थानों का प्रशासन, जिसमें अनुमति, मान्यता, मानक निर्धारण और प्रत्यापन, संबद्धता इत्यादि शामिल हैं ;
(ख) आधारभूत/बुनियादी शिक्षा, मौलिक शिक्षा, माध्यमिक और वरिष्ठ माध्यमिक शिक्षा. बहुउद्देशीय/विशेष श्रेणी के विद्यालय/संस्थान और उनसे संबंधित योजनाएं (हरियाणा विद्यालय शिक्षा अधिनियम, 1995 (1999 का 12) का प्रशासन और कार्यान्वयन सहित) ;
(ग) हरियाणा विद्यालय शिक्षा बोर्ड ;
(301)302 HARYANA GOVT. GAZ. (EXTRA.), FEB. 12, 2024 (MAGH. 23, 1945 SAKA) (घ) निधियाँ, जिनमें भवन निधि, खेलकूद निधि, बाल कल्याण निधि, समेकित बाल कल्याण निधि, रेड क्रॉस निधि इत्यादि शामिल हैं ;
(ङ) परिसर परियोजनाएं ; (च) विभागीय परीक्षाएं ; (छ) विदेश में शिक्षा और प्रशिक्षण ; (ज) शैक्षणिक, व्यावसायिक और कैरियर मार्गदर्शन ; (झ) शैक्षणिक सुविधाओं का विस्तार (विद्यालयों को खोलने और उन्नयन सहित) ; (ञ) निःशुल्क और अनिवार्य बाल शिक्षा का अधिकार अधिनियम, 2009 (2009 का केन्द्रीय अधिनियम 35) सहित निःशुल्क शिक्षा योजनाएं ;
(ट) राज्य के भीतर और बाहर स्थित गैर सरकारी शैक्षणिक संस्थानों और स्वैच्छिक संगठनों को अनुदान ; (ठ) शारीरिक शिक्षा, खेल, टूर्नामेंट, सह-पाठयचर्या और पाठयेतर गतिविधियां ; (ड) प्रांतीयकरण और विद्यालयों को अधिकार में लेना ; (ढ) शिक्षा आयोग की रिपोर्ट - उसमें की गई सिफारिशों का कार्यान्वयन ; (ण) अनुसूचित जातियों, विमुक्त जातियों, अनुसूचित क्षेत्रों (सामाजिक-आर्थिक रूप से वंचित समूह) और राजनीतिक पीड़ित और आर्थिक रूप से पिछड़े वर्ग से संबन्धित छात्रों सहित छात्रों को छात्रवृत्तियाँ, वजीफा और वित्तीय सहायता ; (त) विद्यालय परिसर/सामूहिक कार्यक्रम ; (थ) विद्यालय छात्र-निधि ; (द) मौलिक और माध्यमिक शिक्षा और बहुउद्देशीय विद्यालय और उससे संबंधित योजनाएं ; (ध) शिक्षक प्रशिक्षण संस्थान-सरकारी और निजी ; (न) लड़कियों की शिक्षा।
4. सामान्य प्रशासन विभाग को आबंटित मामलों को छोड़कर, विभाग के प्रशासनिक नियंत्रणाधीन अधिकारियों एवं कर्मचारियों से संबंधित स्थापना संबंधी मामले।
5. सांस्—तिक तथा विभिन्न कला कार्यशालायें एवं प्रतियोगिताएं, साहित्यिक विचार-विमर्श, तर्क-वितर्क, कार्यशाला, संगोष्ठी इत्यादि। 6. विद्यालयों के पुस्तकालय। 7. सहायक कैडेट कोर, भारत सेवक समाज और स्काउट एवं गाइड संगठन और राष्ट्रीय अनुशासन योजना। 8. शिक्षक कल्याण से संबंधित मामले। 9. शिक्षकों को अंतर्राष्ट्रीय, राष्ट्रीय और राज्य पुरस्कार। 10. जहां तक शैक्षणिक क्षेत्र का संबंध है, भाषाई अल्पसंख्यकों के लिए सुरक्षा उपायों सहित राष्ट्रीय एकता और शैक्षणिक और प्रशासनिक दोनों क्षेत्रों में इस विषय से संबंधित सभी कार्यों का समन्वय।
11. विद्यालय शिक्षा में डिप्लोमा/प्रमाण-पत्र की मान्यता। 12. छात्रों का कल्याण, अध्ययन यात्राएँ इत्यादि। 13. राज्य शैक्षणिक अनुसंधान और प्रशिक्षण परिषद्। 14. विद्यालयों के छात्रों के पोषण, विकास, स्वास्थ्य और सर्वांगीण विकास से संबंधित गतिविधियां/योजनाएं/ परियोजनाओं/कार्यक्रम।
15. सभी के लिए शिक्षा। 16. विद्यालय शिक्षा से सम्बन्धित विभिन्न अधिनियमों का प्रशासन। 17. प्रारंभिक और माध्यमिक स्तर पर व्यावसायिक शिक्षा का परिचय। 18. विशेष आवश्यकता वाले बालकों के लिए समावेशी शिक्षा।''।

No. 6/1/2024-1 Cabinet.— In exercise of the powers conferred under clauses (2) and (3) of article 166 of the Constitution of India, I, Bandaru Dattatraya, Governor of Haryana, hereby makes the following rules further to amend the Business of the Haryana Government (Allocation) Rules, 1974, namely:-
1. These rules may be called the Business of the Haryana Government (Allocation) Amendment Rules, 2024.
2. In the Business of the Haryana Government (Allocation) Rules, 1974, in the Schedule,-
(I) the heading "EDUCATION DEPARTMENT (Through the Secretary to Government, Haryana Education Department)" and the entries thereunder shall be omitted;
(II) under the heading "HIGHER EDUCATION DEPARTMENT (Through the Administrative Secretary to Government, Haryana, Higher Education Department) after serial number 3 and entries thereagainst, the following serial number and entry thereagainst shall be added at the end, namely:-
'4. Extension Service Projects.';
(III) after the heading "SAINIK AND ARDH SAINIK WELFARE DEPARTMENT (Through the Administrative Secretary to Government, Haryana, Sainik and Ardh Sainik Welfare Department)" and entries thereunder, the following heading and entries thereunder shall be inserted, namely:-
"SCHOOL EDUCATION DEPARTMENT
(Through the Administrative Secretary to Government, Haryana, School Education Department) 1. Books- Designing, Developing and Printing of.
2. Development of Hindi, Sanskrit, Punjabi, Urdu and other languages, in Educational Institutions of School Education Department.
3. School Education- All matters relating to and including
(a) Administration of Educational Institutions of School Education Department including permission, recognition, standard setting and accreditation, affiliation etc.
(b) Basic/foundational Education, Elementary Education, Secondary and Senior Secondary Education, Multipurpose/Special category Schools/Institutions and Schemes relating thereto [including administration and working of the Haryana School Education Act, 1995 (12 of 1999)].
(c) Board of School Educaion Haryana.
(d) Funds including building fund, sports fund, Child Welfare Fund, Consolidated Children Welfare Fund, Red Cross Fund etc.
(e) Campus Projects.
(f) Departmental Examinations.
(g) Education and Training Abroad.
(h) Educational, Vocational and Career Guidance.
(i) Extension of educational facilities (including opening and up-grading of Schools).
(j) Free Education Schemes including The Right of Children to Free and Compulsory Education Act, 2009 (Central Act 35 of 2009).
(k) Grants to Non-Government Educational Institutions and Voluntary Organisations situated within and outside the State.
(l) Physical Education, Sports, Tournaments, Co-Curricular and Extra- Curricular Activities.
(m) Provincialisation and taking over of Schools.
(n) Report of Education Commission -Implementation of recommendations made therein.
(o) Scholarships, stipends and financial assistance to students including those belonging to Scheduled Castes, Vimukat Jatis, Scheduled Areas (Socio-Economically Disadvantaged Groups) and Political Sufferers and Economically Backward Class.
(p) School Complex/clustering Programme.

(r) Elementary and Secondary Education and Multipurpose Schools and Schemes relating thereto.
(s) Teachers Training Institutions -Government and Private.
(t) Girls Education.
4. Establishment matters relating to officers and staff under the administrative control of the Department except matters allotted to the General Administration Department.
5. Cultural and various arts workshops and competitions, literacy discussions, debate, workshop, seminars etc.
6. Libraries of Schools.
7. Auxiliary Cadet Corps, Bharat Sewak Samaj and Scouts and Guides Organization and National Discipline Scheme.
8. Matters related to Teacher's Welfare.
9. International, National and State Awards to Teachers.
10. National Integration including safeguards for linguistic minorities so far as the educational sphere is concerned and co-ordination of all work relating to this subject both in the educational and administrative spheres.
11. Recognition of Diplomas/Certificate in School Education.
12. Welfare of Students, Study Tours etc.
13. State Council of Educational Research and Training.
14. Activities/Schemes/Projects/Programmes related to nutrition, growth, health and all round development of School Students.
15. Education for All.
16. Administration of various Acts related to School Education.
17. Introduction of Vocational Education at Elementary and Secondary Stage.
18. Inclusive Education for Children with Special Needs.
