Order
The 12th March, 2024
No. SEC/3ME/2024/417.— Whereas general election of the Municipal Council, Narnaul were held on 19.06.2022 and the result of the election was declared on 22.06.2022.
2. As per provision contained in Section 13E of the Haryana Municipal Act, 1973, every candidate at an election shall, either himself or by his election agent, keep a separate and correct account of all expenditure in connection with the election incurred or authorized by him or by his election agent from the date of filing of nomination papers to the date of declaration of the result thereof, both dates inclusive. The account shall contain such particulars, as may be notified by the State Election Commission in this behalf. The total of the said expenditure shall not exceed such amount as may be notified by the State Election Commission from time to time.
3. Section 13F of the Haryana Municipal Act, 1973 further provides that if the State Election Commission is satisfied that a person who was contested election and has failed to lodge an account of election expenses within the time and manner as prescribed by the State Election Commission and has no reason or justification thereof, the State Election Commission shall by order published in the Official Gazettee, declare him/her to be disqualified for contesting an election for a period of five years from the date of the order under this Act.
4. The State Election Commissioner, Haryana in exercise of powers vested in him under Section 3B of the Haryana Municipal Act, 1973 has authorized the Deputy Commissioner concerned vide order bearing endorsement No.SEC/3ME/2023/304-446 dated 07.03.2023 to decide the cases of disqualification of the contesting candidates, who have failed to lodge their account of election expenses within the time and manner as prescribed by the State Election Commission, Haryana.
5. Now, in pursuance of the above orders passed by the State Election Commissioner, Haryana, the Deputy Commissioner, Mahendergarh vide order dated 20.02.2024 and a copy also endorsed to the State Election Commission, Haryana, has disqualified the following 41 candidates who had contested the general election of the Municipal Council, Narnaul held on 19.06.2022 but had not submitted their election expenses account within the stipulated time:-

6. Therefore, in complinace of the provisions contained in Section 13F of Haryana Municipal Act, 1973, I, Dhanpat Singh, State Election Commissioner, Haryana hereby order to notify the order passed by the Deputy Commissioner, Mahendergarh at Narnaul vide Endst. No. 2254/LFA, dated 20.02.2024 in the Haryana Government Gazette. These orders shall be applicable from the date of order passed by the Deputy Commissioner, Mahendergarh in this respect i.e dated 20.02.2024.
