Notification
The 7th November, 2024
No. 22/03/2024-4IB-1.— In order to setup Institutional mechanism for District level Planning and Appraisal, the Governor of Haryana is pleased to notify District Coordination Committee (DCC) to act as District level Institutional mechanism for operational zing and adoption of PM Gati Shakti NMP at District level in Haryana.
The composition of District Coordination Committee (DCC) will be as follows:

| 9 | District Level Officers from Town & Country Planning, Health, Education, Mines & Geology | Member |
| 10 | Representative of Project Implementation Agency(ies) | Member |
| 11 | District Informatics Officer (DIO), National Informatics Centre (NIC) | Member |
| 12 | Any other nominated officers for PM – Gati Shakti from Government of India & Government of Haryana | Member |
| 13 | Two to Four representatives from Industry & Logistics service provider/ Associations, to be nominated by Chairperson | Member |
| 14 | Joint Director/ Deputy Director – District Industries Centre | Member Secretary |
The District Coordination Committee may invite any other member as they seem necessary to discuss and finalize any specific proposal or issue, as a special invitee.
Terms of Reference and Scope of Work of District Coordination Committee (DCC) will be as follows:
1. Adoption of PM Gati Shakti National Master Plan (NMP) for project planning and implementation at District / Local level.
a. At the district level, District Informatics Centers (DIC) of NIC & other similar agency, may be designated as District Resource Agency.
b. Support in Planning (information sharing, mapping data on NMP/SMP portals, onboarding remote sensing agencies, District Informatics centres, etc.).
c. Inter-agency coordination.
2. Identification of infrastructure gaps and deficits, social sector assets, logistics facilities, etc., to be developed:-
a. Project prioritization
b. Project implementation and monitoring
c. Facilitate resolution of issues including land acquisition, clearances, utility shifting coordination, administrative support etc.
3. The officers of the concerned Department will be responsible to ensure that the data inputs requiredfor project planning have been correctly mapped/ Updatedon PM Gati Shakti SMP portal.
4. Develop and monitor the PM Gati Shakti NMP in co-ordination with their respective officers.
5. Any other initiatives/ support aligning for better adoption of PM Gati Shakti at district level.
