संख्या 9/1/2025-4क ाा .-चूंकि, हरियाणा नगरपालिका अधिनियम, 1973 (1973 का 24) की धारा 10 की उप-धारा (5) और (7) तथा हरियाणा नगरपालिका निर्वाचन नियम, 1978 के नियम 70क के निबन्धनों के अनुसार निदेषक, षहरी स्थानीय निकाय, हरियाणा तथा सम्बन्धित उपायुक्तों अथवा उनके नामनिर्देषिती से मिलकर बनी समिति ने दिनांक 26 दिसम्बर, 2024 को निदेषक, षहरी स्थानीय निकाय, हरियाणा, पंचकूला के कार्यालय में हुई बैठक में जनसंख्या की अधिकतम प्रतिषत्ता के आधार पर और ड्रा ऑफ लॉटस के माध्यम से निर्धारित किया है कि नगरपालिकाओं के अध्यक्ष पद के लिए नीचे दी गई अनुसूची ा, ाा, ााा तथा IV में यथा वर्णित क्रमषः अनारक्षित प्रवर्ग, अनुसूचित जाति, पिछड़े वर्ग 'क', पिछड़े वर्ग 'ख' तथा महिलाओं से सम्बन्धित सदस्यों में से भरे जाएंगे।
इसलिए, अब, हरियाणा नगरपालिका अधिनियम, 1973 (1973 का 24) की धारा 10 की उप-धारा (8) द्वारा प्रदत्त षक्तियों का प्रयोग करते हुए तथा हरियाणा सरकार, शहरी स्थानीय निकाय विभाग, अधिसूचना संख्या 18/30/2012-3क1, दिनांक 11 फरवरी, 2016, हरियाणा सरकार, शहरी स्थानीय निकाय विभाग, अधिसूचना संख्या 18/136/2017-3क1, दिनांक 25 अक्तूबर, 2017, हरियाणा सरकार, शहरी स्थानीय निकाय विभाग, अधिसूचना संख्या 18/102/2018-3क1, दिनांक 16 मई, 2018 तथा हरियाणा सरकार, शहरी स्थानीय निकाय विभाग, अधिसूचना संख्या 52/48/2021-2क1, दिनांक 20 मई, 2022 का आंषिक रूप से उपांतरण करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, विनिर्दिष्ट करते हैं कि नगरपालिकाओं में अध्यक्ष के पद नीचे दी गई अनुसूची ा, ाा, ााा तथा IV में यथावर्णित विभिन्न प्रवर्गों से सम्बन्धित सदस्यों में से भरे जाएंगे, अर्थात्ः-

05 नगरपालिकाओं के नाम, जहां अध्यक्ष के पद अनुसूचित जाति से सम्बन्धित सदस्यों में से भरे जाएंगे :-
1. अम्बाला सदर 2. सिरसा 3. थानेसर 4. पटौदी जाटौली मण्डी 5. खरखौदा
इन नगरपालिकाओं में से निम्नलिखित नगरपालिकाओं के अध्यक्ष के पद अनुसूचित जाति से सम्बन्धित महिलाओं में से भरे जाएंगे :-
1. अम्बाला सदर 2. थानेसर

02 नगरपालिकाओं के नाम, जहां अध्यक्ष के पद पिछड़े वर्ग 'क' से सम्बन्धित सदस्यों में से भरे जाएंगे :-

इन नगरपालिकाओं में से निम्नलिखित नगरपालिका के अध्यक्ष का पद पिछड़े वर्ग 'क' से सम्बन्धित महिला से भरा जाएगा :-

01 नगरपालिका का नाम, जहां अध्यक्ष का पद पिछड़े वर्ग 'ख' से सम्बन्धित महिला सदस्य से भरा जाएगा :-

17 नगरपालिकाओं के नाम, जहां अध्यक्ष के पद अनारक्षित प्रवर्ग से सम्बन्धित सदस्यों में से भरे जाएंगे :-
1. फर्रूखनगर 2. कनीना 3. सीवन
4. बवानी खेड़ा 5. हथीन 6. लोहारू
7. नारनौंद 8. रादौर 9. कलानौर
10. अटेली मण्डी 11. कलायत 12. बेरी
13. नीलोखेड़ी 14. सिवानी 15. बराड़ा
16. जुलाना 17. जाखल मण्डी
इन नगरपालिकाओं में से निम्नलिखित नगरपालिकाओं के अध्यक्ष के पद महिलाओंं से भरे जाएंगे :-
1. सीवन 2. सिवानी 3. कनीना
4. हथीन 5. कलानौर

Notification

No. 9/1/2025-4C II.— Whereas, in terms of sub-sections (5) and (7) of section 10 of the Haryana Municipal Act, 1973 (24 of 1973) and rule 70A of the Haryana Municipal Elections Rules, 1978, the committee consisting of the Director, Urban Local Bodies, Haryana and Deputy Commissioners concerned or their nominees in the meeting held on the 26th December, 2024 in the office of Director, Urban Local Bodies, Haryana, Panchkula determined on the basis of maximum percentage of population and through draw of lots that the office of the President of the municipalities, shall be filled up from amongst the members belonging to unreserved category, Scheduled Castes, Backward Classes 'A', Backward Classes 'B' and women as mentioned below in the Schedule I, II, III and IV respectively.
Now, therefore, in exercise of the powers conferred by sub-section (8) of section 10 of the Haryana Municipal Act, 1973 (24 of 1973) and in partial modification of the Haryana Government, Urban Local Bodies Department, notification No. 18/30/2012-3CI, dated the 11th February, 2016, the Haryana Government, Urban Local Bodies Department, notification No. 18/136/2017-3CI, dated the 25th October, 2017, the Haryana Government, Urban Local Bodies Department, notification No. 18/102/2018-3CI, dated the 16th May, 2018 and the Haryana Government,52 HARYANA GOVT. GAZ. (EXTRA.), JAN. 1, 2025 (PAUS. 11, 1946 SAKA) Urban Local Bodies Department, notification No. 52/48/2021-2CI, dated the 20th May, 2022, the Governor of Haryana hereby specifies that the office of the President in the municipalities shall be filled up from amongst the members belonging to various categories as mentioned below in the Schedule I, II, III and IV, namely:-
Schedule I
Name of 05 municipalities where office of President shall be filled up from amongst the members belonging to Scheduled Castes :-
1. Ambala Sadar 2. Sirsa 3. Thanesar 4. Pataudi Jatauli Mandi 5. Kharkhoda
Out of these municipalities, the office of President of the following municipalities shall be filled up from the Scheduled Castes women :-
1. Ambala Sadar 2. Thanesar
Schedule II
Name of 02 Municipality where office of President shall be filled up from amongst the members belonging to Backward Classes 'A' :-
1. Indri 2. Taoru
Out of these municipalities, the office of President of the following municipalities shall be filled up from the Backward Classes 'A' women :-

Name of 01 municipality where office of President shall be filled up from amongst the members belonging to Backward Classes 'B' women :-
