हरियाणा परिवार पहचान प्राधिकरण
अधिसूचना

सं० एच.पी.पी.ए.-1/10/21-05.— हरियाणा परिवार पहचान अधिनियम, 2021 (2021 का अधिनियम संख्या 20) की धारा 4 की उपधारा (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा परिवार पहचान प्राधिकरण इसके द्वारा अधिसूचित करता है कि परिवार सूचना डाटा कोष में एक परिवार के प्रत्येक सदस्य के लिए जाति प्रवर्ग क्षेत्र को निम्नलिखित प्रक्रिया के तहत सत्यापित किया जाएगा :
1. पटवारी द्वारा सत्यापन :
(क) प्राधिकरण परिवार सूचना डाटा कोष (एफ.आई.डी.आर.) में से परिवारों और परिवार के सदस्यों के प्रासंगिक विवरण को, परिवार और उसके सदस्यों द्वारा दर्षाई गई जाति प्रवर्ग की जानकारी दिए बिना उस पटवारी को भेज देगा, जिसके अधिकार क्षेत्र में परिवार रहता है।
(ख) यदि परिवार पहचान नम्बर (पीपीएन) धारक की जाति प्रवर्ग पटवारी द्वारा दर्षाई गई और परिवार के सदस्य द्वारा स्व-घोषित जाति प्रवर्ग के अनुसार है, तो उस सदस्य की जाति प्रवर्ग को सत्यापित माना जाएगा। (ग) पटवारी, जाति श्रेणी दर्षाते समय जाति प्रवर्ग में से अधिसूचित मास्टर जातियों की सूची में से जाति को सही ढंग से निर्दिष्ट करेगा।
2. कानूनगो द्वारा सत्यापन :
(क) जहां पटवारी द्वारा दर्षाई गई जाति प्रवर्ग एफ.आई.डी.आर. में परिवार पहचान नम्बर धारक द्वारा स्वयं घोषित जाति प्रवर्ग से भिन्न है, वहां सदस्यों का प्रासंगिक विवरण, सदस्य द्वारा स्वयं घोषित जाति प्रवर्ग या पटवारी द्वारा दर्षाई गई जाति प्रवर्ग की जानकारी दिये बिना, अधिकार क्षेत्र वाले कानूनगो को भेज दिया जाएगा।
(168)PART III] HARYANA GOVT. GAZ., JAN. 28, 2025 (MAGH. 8, 1946 SAKA) 169 (ख) यदि कानूनगो द्वारा दर्षाई गई जाति प्रवर्ग परिवार के सदस्य द्वारा स्व-घोषित जाति प्रवर्ग के अनुसार है, तो उस सदस्य की जाति प्रवर्ग को एफ.आई.डी.आर. में सत्यापित माना जाएगा।
(ग) यदि कानूनगो द्वारा दर्षाई गई जाति प्रवर्ग पटवारी द्वारा परिवार के सदस्य के लिए दर्षाई गई जाति प्रवर्ग के अनुसार है, तो उस सदस्य की जाति प्रवर्ग को कानूनगो द्वारा बताए अनुसार एफ.आई.डी.आर. में सत्यापित माना जाएगा।
(घ) कानूनगो, जाति प्रवर्ग दर्षाते समय जाति प्रवर्ग में से अधिसूचित मास्टर जातियों की सूची में से जाति को निर्दिष्ट करेगा।
3. मंडल राजस्व अधिकारी द्वारा अंतिम सत्यापनः
(क) जहां कानूनगो द्वारा दर्षाई गई जाति प्रवर्ग, परिवार के सदस्य द्वारा स्वयं-घोषित जाति प्रवर्ग और पटवारी द्वारा दर्षाई गई जाति प्रवर्ग, दोनों से ही भिन्न है, तो संबंधित विवरण निर्धारण के लिए क्षेत्राधिकार प्राप्त मंडल राजस्व अधिकारी को भेज दिया जाएगा।
(ख) ऐसे मामलों में, मंडल राजस्व अधिकारी द्वारा सत्यापित जाति प्रवर्ग अंतिम होगी और एफ.आई.डी.आर. में सत्यापित रूप में दर्ज की जाएगी।
(ग) मंडल राजस्व अधिकारी जाति प्रवर्ग को दर्षाते समय जाति प्रवर्ग में से अधिसूचित मास्टर जातियों की सूची से जाति को निर्दिष्ट करेगा।
बशर्ते कि, मंडल राजस्व अधिकारी, निर्दिष्ट पोर्टल पर अपलोड किए गए सकारण आदेष के माध्यम से, जाति प्रवर्ग या जाति को एक बार फिर से संशोधित कर सकता है।

Notification
The 22nd January, 2025
No. HPPA-1/10-21-05.— In exercise of the powers conferred by subsection (1) of Section 4 of the Haryana Parivar Pehchan Act, 2021 (Act No. 20 of 2021), the Haryana Parivar Pehchan Authority hereby notifies that the field of Caste Category for each member in a family in the Family Information Data Repository (FIDR) will be verified under the following process:
1. Verification by Patwari:
(a) The Authority shall push the relevant details of families and members in the Family Information Data Repository (FIDR) to the Patwari having jurisdiction over the area in which the family resides without revealing the Caste Category indicated by the family and its members.
(b) If the Caste Category of the Parivar Pehchan Number (PPN) holder indicated by the Patwari is the same as the Caste Category self-declared by the member of the family, then the Caste Category of that member shall be considered as verified in the FIDR.
(c) The Patwari shall invariably indicate the caste from a notified list of master castes within the Caste Category while specifying the Caste Category.
2. Verification by Kanungo:
(a) Where the Caste Category as indicated by the Patwari is different from the self-declared Caste Category indicated by the PPN holder in the FIDR, the relevant details of the members shall be pushed to the Kanungo having jurisdiction, without revealing the Caste Category self-declared by the member or that indicated by the Patwari.
(b) If the Caste Category as indicated by the Kanungo is the same as the Caste Category self-declared by the member of the family, then the Caste Category of that member shall be considered as verified in the FIDR.

GAZ., JAN. 28, 2025 (MAGH. 8, 1946 SAKA) [PART III(c) If the Caste Category as indicated by the Kanungo is the same as the Caste Category indicated by the Patwari for the member of the family, then the Caste Category of that member shall be considered as verified in the FIDR as indicated by the Kanungo.
(d) The Kanungo shall invariably indicate the caste from a notified list of master castes within the Caste Category while indicating the Caste Category.
3. Final Verification by Circle Revenue Officer:
(a) Where the Caste Category indicated by the Kanungo is different from both the self-declared Caste Category of the member of the family and Caste Category indicated by the Patwari, the relevant details shall be pushed to the Circle Revenue Officer having jurisdiction for determination.
(b) In such cases, the Caste Category as verified by the Circle Revenue Officer shall be final and recorded as verified in the FIDR.
(c) The Circle Revenue Officer shall invariably indicate the caste from a notified list of master castes within the Caste Category while indicating the Caste Category.
Provided that the Circle Revenue Officer may, by way of a speaking order uploaded on the designated portal, modify the Caste Category or Caste one more time.
