हरियाणा परिवार पहचान प्राधिकरण

सं० एचपीपीए/आरइजी-5.— हरियाणा परिवार पहचान अधिनियम, 2021 (2021 का अधिनियम संख्या 20) की धारा-23 की उपधारा (10) के तहत खंड (च) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा परिवार पहचान प्राधिकरण, परिवार पहचान नंबर को निष्क्रिय करने के संबंध में निम्नलिखित विनियम बनाता है :
1. संक्षिप्त शीर्षक और प्रारंभः
(1) इन विनियमों को हरियाणा परिवार पहचान प्राधिकरण (परिवार पहचान नम्बर निष्क्रियकरण) विनियम, 2024 कहा जाएगा।
(2) ये हरियाणा परिवार पहचान प्राधिकरण द्वारा इनकी अधिसूचना की तिथि से लागू होंगे।
2. परिभाषाएँः
(1) इन विनियमों में, जब तक कि संदर्भ से अन्यथा अपेक्षित न होः
(क) 'अधिनियम' का तात्पर्य हरियाणा परिवार पहचान अधिनियम, 2021 (2021 का 20) से है। (ख) 'प्राधिकरण' का तात्पर्य हरियाणा परिवार पहचान प्राधिकरण से है।
(ग) 'मुख्य कार्यकारी अधिकारी' का तात्पर्य प्राधिकरण के मुख्य कार्यकारी अधिकारी से है।
(घ) 'परिवार पहचान नम्बर' का तात्पर्य परिवार सूचना डेटा रिपॉजिटरी में परिवार को दी गई विशिष्ट पहचान से है।
(2) इन विनियमों में प्रयुक्त, लेकिन परिभाषित नहीं किए गए शब्दों और अभिव्यक्तियों के क्रमशः वही अर्थ होंगे जो इन्हें अधिनियम में दिए गए हैं।
3. निष्क्रियकरण की परिस्थितियाँः
परिवार पहचान संख्या और संबंधित पारिवारिक जानकारी निम्नलिखित में से किसी भी कारण से निष्क्रिय की जा सकती है, अर्थात्;

(ग) परिवार का कोई भी सदस्य जीवित नहीं है;
(घ) परिवार का मुखिया मुख्य कार्यकारी अधिकारी को लिखित रूप से निष्क्रियकरण करने का अनुरोध करता है।

No. HPPA/Reg.-05.— In exercise of the powers conferred by clause (f) under subsection (10) of Section 23 of the Haryana Parivar Pehchan Act, 2021 (Act No. 20 of 2021), the Haryana Parivar Pehchan Authority hereby enacts the following regulations concerning the deactivation of Parivar Pehchan Numbers:
1. Short Title and Commencement:
(1) These regulations may be called the Haryana Parivar Pehchan Authority (Deactivation of Parivar Pehchan Numbers) Regulations, 2024.
(2) They shall come into force on the date of their notification by the Haryana Parivar Pehchan Authority.
2. Definitions:
(1) In these regulations, unless the context otherwise requires:
(a) "Act" means the Haryana Parivar Pehchan Act, 2021 (20 of 2021).
(b) Authority" means to the Haryana Parivar Pehchan Authority.
(c) "Chief Executive Officer" refers to the Chief Executive Officer of the Authority.
(d) "Parivar Pehchan Number" means to the unique identifier assigned to a family in the Family Information Data Repository.
(2) Words and expressions used but not defined in these regulations shall have the same meanings respectively assigned to them in the Act.
3. Circumstances for Deactivation:
A Parivar Pehchan Number and associated family information may be deactivated for any of the following reasons, namely;
(a) all members of a family migrate out of Haryana;
(b) no member of a family having Parivar Pehchan Number remains in the family;
(c) no member of the family is alive;
(d) the head of family makes a request in writing to the Chief Executive Officer for deactivation.
