संख्या-टी/ए.पी.पी./ए.एस./राज्य शिक्षुता परिषद/पार्ट-5/6179.— शिक्षुता अधिनियम, 1961 की धारा 24 की उप-धारा (1) और (4) के तहत प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल इस अधिसूचना के प्रकाशन की तिथि से तीन वर्ष की अवधि के लिए राज्य शिक्षुता परिषद, हरियाणा का गठन करते हैं. जिसमें निम्नलिखित सदस्य शामिल होंगेः-
1 प्रभारी मंत्री, युवा सशक्तिकरण एवं उद्यमिता, हरियाणा सरकार। -अध्यक्ष 2 अतिरिक्त मुख्य सचिव/प्रधान सचिव, हरियाणा सरकार, युवा सशक्तिकरण एवं उद्यमिता। - सह अध्यक्ष 3 अतिरिक्त मुख्य सचिव/ प्रधान सचिव, हरियाणा सरकार, वित्त विभाग या उनके प्रतिनिधि। -सदस्य 4 राज्य परिवहन आयुक्त, हरियाणा। 5 श्रम आयुक्त, हरियाणा।
-सदस्य -सदस्य 6 महानिदेशक प्रशिक्षण, कौशल विकास एवं उद्यमिता मंत्रालय, भारत सरकार, नई दिल्ली या -सदस्य उनके प्रतिनिधि।
7 महानिदेशक, कौशल विकास एवं औद्योगिक प्रशिक्षण विभाग, हरियाणा। -सदस्य 8 महानिदेशक, तकनीकी शिक्षा विभाग, हरियाणा या उनके प्रतिनिधि संयुक्त निदेशक के -सदस्य स्तर से नीचे नहीं।
9 महानिदेशक, उच्चतर शिक्षा विभाग हरियाणा या उनके प्रतिनिधि संयुक्त निदेशक के -सदस्य स्तर से नीचे नहीं।
10 मिशन निदेशक, हरियाणा कौशल विकास मिशन, हरियाणा। -सदस्य 11 प्रबंध निदेशक, उत्तर हरियाणा बिजली वितरण निगम, हरियाणा या उनके प्रतिनिधि -सदस्य मुख्य अभियंता के स्तर से नीचे नहीं।

-सदस्य राज्य षिक्षुुता परिषद्, हरियाणा के दायित्वः-
1 राज्य में उद्योगों में प्रशिक्षित व्यक्तियों की आवश्यकता के आवधिक मूल्याकन की व्यवस्था करना। 2 ऐसे अतिरिक्त ट्रेडों जिन्हें निर्दिष्ट ट्रेडों के रूप में स्पष्ट किया जाना चाहिए तथा ऐसे क्षेत्र और उद्योग जो अधिनियम के अंतर्गत आने चाहिए के संबंध में केन्द्रीय शिक्षुता परिषद को (राज्य सरकार के माध्यम से) सिफारिषें करना।
3 अपने क्षेत्रों में शिक्षुता प्रशिक्षण कार्यक्रमों के कार्यान्वयन की समय-समय पर समीक्षा करना तथा पहले से निर्धारित प्रषिक्षण के मानक में आवश्यक समझे जाने वाले संभावित सुधार और/या संशोधन के लिए केन्द्रीय शिक्षुता परिषद को (राज्य सरकार के माध्यम से) सिफारिशें करना।
4 वहां प्रतिष्ठानों का आवधिक निरीक्षण करना, जहां प्रशिक्षुता प्रशिक्षण कार्यक्रम संचालित है, ताकि यह पता लगाया जा सके कि अधिनियम और उसके तहत बनाए गए नियमों में निर्धारित प्रषिक्षुता प्रषिक्षण की आवश्यकताओं का पालन किया जा रहा है या नहीं।
5 शिक्षुओं के प्रशिक्षण से संबंधित किसी भी उपयोगी जानकारी के संग्रह, प्रसार और प्रदर्शन की व्यवस्था करना। 6 केंद्रीय शिक्षुता परिषद को उसके दायित्वों के निर्वहन में सहायता प्रदान करना। 7 षिक्षुता अधिनियम, 1961 की धारा 20 (2) (3) के अंतर्गत शिक्षुता अनुबंध से उत्पन्न नियोक्ता और शिक्षु के बीच विवादों का निपटारा करना।
मुख्यालयः राज्य षिक्षुता परिषद, हरियाणा का मुख्यालय पंचकूला मेंं होगा।
राज्य शिक्षुता परिषद, हरियाणा की अवधि अधिसूचना की तिथि से तीन वर्ष की अवधि के लिए होगी। बैठकों में भाग लेने के लिए टी.ए./डी.ए. का भुगतान संबंधित सदस्यों द्वारा अपने विभाग/संगठन द्वारा वहन किया जाएगा।

No. T/APP/AS/State Apprenticeship Council/Part-5/6179.— In exercise of the powers conferred under sub-section (1) and (4) of Section 24 of The Apprentices Act, 1961, the Governor of Haryana is pleased to constitute the State Apprenticeship Council, Haryana for a period of three years from the date of publication of this notification consisting of the following members:-
1 Minister-in-Charge, Youth Empowerment and Entrepreneurship, Govt. of Haryana -Chairman 2 Additional Chief Secretary/ Principal Secretary to Govt. Haryana, Youth -Co-Chairman Empowerment and Entrepreneurship.
3 Additional Chief Secretary/ Principal Secretary to Govt. Haryana, Finance Department -Member or his/her representative.
4 State Transport Commissioner, Haryana.
-Member 5 Labour Commissioner, Haryana.
-Member 6 Director General Training, Ministry of Skill Development & Entrepreneurship, -Member Govt. of India, New Delhi or his/her representative.

-Member Responsibilities of State Apprenticeship Council, Haryana:-
1 To arrange for periodical assessment of the requirement for trained persons in the Industries in the State
2 To make recommendations to the Centre Apprenticeship Council (Through State Government) regarding additional trades which should be specified as designated trades and the areas and industrial which should be covered by the Act.
3 To review from time to time the implementation of the programmes of Apprenticeship training in their areas and make recommendation to the Central Apprenticeship Council (Through State Government) for possible improvement and/or modification considered necessary in the standard of training already laid down.
4 To conduct periodical Inspection of the establishments where the Apprenticeship training programmes are in operation with a view to finding out if the requirements for the Apprenticeship Training laid down in the Act and Rules made there under are being observed.
5 To arrange for the collection, dissemination and display of any useful information pertaining to the training of apprentices.
6 To assist the Central Apprenticeship Council for the discharge of its responsibilities.
7 To settle the disputes between an employer and an apprentice arising out of the Contract of Αpprenticeship under Section 20(2) (3) of the Apprenticeship Act, 1961.
Headquarter: The Headquarter of State Apprenticeship Council, Haryana will be at Panchkula.
The period of the State Apprenticeship Council, Haryana will be for a period of three years from the date of the notification, The TA/DA for attending the meetings will be borne by the respective members itself from their own Department/Organization.
