Order
The 13th November, 2025
No. SEC/3ME/2025/6192.— Whereas general election of the Municipal Committee, Kundli district Sonipat was held on 19.06.2022 and result of the election was declared on 22.06.2022.
2. Section 13E of the Haryana Municipal Act, 1973 provides that every candidate at an election shall, either himself or by his election agent, keep a separate and correct account of all expenditure incurred in connection with the election or authorized by him or by his election agent from the date of filing of nomination papers to the date of declaration of the result thereof, both dates inclusive. The account shall contain such particulars, as may be notified by the State Election Commission, Haryana in this behalf. Total of the said expenditure shall not exceed such amount as may be notified by the State Election Commission, Haryana from time to time.
3. Section 13F of the Haryana Municipal Act, 1973 further provides that if the State Election Commission, Haryana is satisfied that a person who contested the election but failed to lodge an account of election expenses within the time and manner as prescribed by the State Election Commission, Haryana and has no reason or justification thereoff, the State Election Commission, Haryana shall by order published in the Official Gazettee, declare him/her to be disqualified for contesting a municipal election for a period of five years from the date of the order passed under this Act.

Now, in pursuance of the above orders passed by the State Election Commissioner, Haryana, the Deputy Commissioner, Sonipat vide order dated 31.01.2025 and issued corrigendum dated 12.06.2025 alongwith copy endorsed to the State Election Commission Haryana has disqualified the following candidates who had contested general elections of the Municipal Committee, Kundli, district Sonipat held on 19.06.2022 had not submitted their election expenses account within the stipulated time:-

6. Therefore, in exercise of the powers envisaged in Section 13F of Haryana Municipal Act, 1973, I, Devinder Singh Kalyan, State Election Commissioner, Haryana hereby order to notify the order declaring the above mentioned candidates disqualified by the Deputy Commissioner, Sonipat, vide order 31.01.2025 and issued corrigendum dated 12.06.2025 in the Haryana Government Gazette. The disqualification shall run from the date of order passed by the Deputy Commissioner, Sonipat in this respect i.e 31.01.2025.
