संख्या सा०का०नि० 16/संवि०/अनु० 309/2025.— भारत के संविधान के अनुच्छेद 309 के परन्तुक के अधीन प्रदत्त षक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा षिक्षा महाविद्यालय संवर्ग (वर्ग ग) सेवा नियम, 1986 को आगे संशोधित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्‌ः- ये नियम हरियाणा षिक्षा महाविद्यालय संवर्ग (वर्ग ग) सेवा (संषोधन) नियम, 2025 कहे जा सकते हैं। हरियाणा षिक्षा महाविद्यालय संवर्ग (वर्ग ग) सेवा नियम, 1986 में, परिशिष्ट ख में,- I. क्रम संख्या 5 के सामने, खाना 3 के नीचे, मद (i) में, ''मैट्रिक स्तर'' षब्दों के स्थान पर, ''10+2 या इसके समकक्ष'' अंक, चिह्‌न तथा षब्द प्रतिस्थापित किए जाएंगे;

II. क्रम संख्या 6 के सामने, खाना 3 के नीचे, मद (i) में, ''मैट्रिक'' षब्द के स्थान पर, ''10+2 या इसके समकक्ष'' अंक, चिह्‌न तथा षब्द प्रतिस्थापित किए जाएंगे;

III. क्रम संख्या 10 के सामने, खाना 3 के नीचे, मद (i) में, ''मैट्रिक अथवा इसके समान'' षब्दों के स्थान पर, ''10+2 या इसके समकक्ष'' अंक, चिह्‌न तथा षब्द प्रतिस्थापित किए जाएंगे;

IV. क्रम संख्या 11 के सामने, खाना 3 के नीचे, मद (i) में, ''विज्ञान के साथ मैट्रिक'' षब्दों के स्थान पर, ''विज्ञान सहित 10+2 या इसके समकक्ष'' षब्द, अंक तथा चिह्‌न प्रतिस्थापित किए जाएंगे;

V. क्रम संख्या 12 के सामने, खाना 3 के नीचे, प्रविष्टियों के स्थान पर, निम्नलिखित मदें प्रतिस्थापित की जाएंगी, अर्थात्‌ः- "(i). 10+2 या इसके समकक्ष;

(ii). टैनिस का अच्छा खिलाड़ी हो; तथा (iii). मैट्रिक में एक विषय के रूप में हिन्दी या संस्—त अथवा उच्चतर शिक्षा में एक विषय के रूप में हिन्दी।"; VI. क्रम संख्या 13 के सामने, खाना 3 तथा 4 के नीचे, विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात्‌ः-

	"(i) विज्ञान सहित 10+2 या इसके समकक्ष; (ii) महाविद्यालय में द वर्ष का अनुभव; तथा (iii) मैट्रिक में एक विषय के रूप में हिन्दी या संस्—त अथवा उच्चतर शिक्षा में एक विषय के रूप में हिन्दी;	पदोन्नति द्वारा- (i) कनिष्ठ लैक्चर सहायक के रूप में द वर्ष का अनुभव; तथा (ii) विज्ञान सहित मैट्रिक;
		स्थानांतरण या प्रतिनियुक्ति द्वारा- (i) विज्ञान सहित 10+2 या इसके समकक्ष; (ii) वरिष्ठ लैक्चर सहायक के रूप में दो वर्ष का अनुभव; तथा (iii) मैट्रिक में एक विषय के रूप में हिन्दी या संस्—त अथवा उच्चतर शिक्षा में एक विषय के रूप में हिन्दी।";
	" (i) विज्ञान सहित 10+2 या इसके समकक्ष; तथा (ii) महाविद्यालय में पांच वर्ष का अनुभव; (iii) संगीत में कनिष्ठ लैक्चर सहायक की दषा में अहर्ता निम्नानुसार होगीः- निम्नलिखित से संगीत में स्नातकः-	पदोन्नति द्वारा- (i) विज्ञान सहित मैट्रिक अथवा इसके समकक्ष; (ii) प्रयोगषाला परिचर के रूप में पांच वर्ष का अनुभव; तथा
	(क) संगीत प्रयाग समिति, इलाहाबाद; (ख) भात खंड संगीत विष्वविद्यालय, लखनऊ अथवा माधव स ंगीत विष्वविद्यालय, ग्वालियर; (ग) गंधर्वं महाविद्यालय मंडल, मुम्बई; (घ) प ंजाब विष्वविद्यालय या क ुरूक्षेत्र विष्वविद्यालय अथवा कोई अन्य विष्वविद्यालय जिस स े हरियाणा म ें सरकारी महाविद्यालय सम्बद्ध है। (iv) संगीत में ट्‌यूनिंग का ज्ञान होना अनिवार्य है; तथा (v) मैट्रिक में एक विषय के रूप में हिन्दी या संस्—त अथवा उच्चतर शिक्षा में एक विषय के रूप में हिन्दी;	(iii) संगीत में कनिष्ठ लैक्चर सहायक की स्थिति में अहर्ता निम्नानुसार होगीः- निम्नलिखित से संगीत में स्नातकः- (क) संगीत प्रयाग समिति, इलाहाबाद; (ख) भात खंड संगीत विष्वविद्यालय, लखनऊ अथवा माधव संगीत विष्वविद्यालय, ग्वालियर; (ग) गंधर्वं महाविद्यालय मंडल, मुम्बईः (घ) पंजाब विष्वविद्यालय या कुरूक्षेत्र विष्वविद्यालय अथवा कोई अन्य विष्वविद्यालय जिस से हरियाणा में सरकारी महाविद्यालय सम्बद्ध है; तथा (iv) संगीत में ट्‌यूनिंग का ज्ञान होना अनिवार्य है।" ;

VII. क्रम संख्या 14 के सामने, खाना 3 तथा 4 के नीचे, विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात्‌ः- 3132 HARYANA GOVT. GAZ., DEC. 16, 2025 (AGHN. 25, 1947 SAKA)

VIII. क्रम संख्या 15 के सामने, खाना 3 के नीचे, मद (i) में, ''विज्ञान के साथ मैट्रिक अथवा इसके समान अथवा मिडल'' षब्दों के स्थान पर, ''विज्ञान सहित 10+2 या इसके समकक्ष'' षब्द, अंक तथा चिह्‌न प्रतिस्थापित किए जाएंगे;

IX. क्रम संख्या 17 के सामने, खाना 3 के नीचे, मद (i) में, ''मैट्रिक अथवा इसके समान'' षब्दों के स्थान पर, ''10+2 या इसके समकक्ष'' अंक, चिह्‌न तथा षब्द प्रतिस्थापित किए जाएंगे;

X. क्रम संख्या 17क के सामने, खाना 3 तथा 4 के नीचे, विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात्‌ः-

	"(i) भौतिक, रसायन षास्त्र, जीव विज्ञान अथवा सामान्य विज्ञान सहित 10+2 या इसके समकक्ष; तथा (ii) मैट्रिक में एक विषय के रूप में हिन्दी या संस्—त अथवा उच्चतर शिक्षा में एक विषय के रूप में हिन्दी;	पदोन्नति द्वारा- (i) मैट्रिक अथवा इसके समकक्ष; (ii) ग ्रुप घ कर्मचारी के रूप में पांच वर्ष का अनुभव; तथा (iii) मैट्रिक में एक विषय के रूप में हिन्दी या संस्—त अथवा उच्चतर शिक्षा में एक विषय के रूप में हिन्दी;
		स्थानांतरण या प्रतिनियुक्ति द्वारा- (i) भौतिक, रसायन षास्त्र, जीव विज्ञान अथवा सामान्य विज्ञान सहित 10+2 या इसके समकक्ष; (ii) प्रयोगषाला परिचर के रूप में दो वर्ष का अनुभव; तथा (iii) मैट्रिक में एक विषय के रूप में हिन्दी या संस्—त अथवा उच्चतर शिक्षा में एक विषय के रूप में हिन्दी।"

XI. क्रम संख्या 18 के सामने, खाना 3 के नीचे, मद (i) में, "मैट्रिक अथवा विज्ञान के साथ मिडल" षब्दों के स्थान पर, ''विज्ञान सहित 10+2 या इसके समकक्ष'' षब्द, अंक तथा चिह्‌न प्रतिस्थापित किए जाएंगे;

XII. "मैट्रिक स्तर तक हिन्दी का ज्ञान" या ''मिडल स्तर तक हिन्दी का ज्ञान'' षब्द जहां कहीं भी आएं, केस्थान पर, "मैट्रिक में एक विषय के रूप में हिन्दी या संस्—त अथवा उच्चतर शिक्षा में एक विषय के रूप में हिन्दी" शब्द प्रतिस्थापित किए जाएंगे। विनीत गर्ग, अपर मुख्य सचिव, हरियाणा सरकार, उच्चतर षिक्षा विभाग।HARYANA GOVT. The 12th December, 2025

No. G.S.R. 16/Const./Art. 309/2025 .— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Haryana hereby makes the following rules further to amend the Haryana Educational College Cadre (Group C) Service Rules, 1986, namely:-

1. These rules may be called the Haryana Educational College Cadre (Group C) Service (Amendment) Rules, 2025.

2. In the Haryana Educational College Cadre (Group C) Service Rules, 1986, in Appendix B;-

I. against serial number 5, under column 3, in item (i), for the words "Matric", the figures, sign and words, "10+2 or its equivalent" shall be substituted.

II. against serial number 6, under column 3, in item (i), for the words "Matric", the figures, sign and words, "10+2 or its equivalent" shall be substituted.

III. against serial number 10, under column 3, in item (i), for the words "Matric or its equivalent", the figures, sign and words, "10+2 or its equivalent" shall be substituted.

IV. against serial number 11, under column 3, in item (i), for the words "Matric with Science", the figures, sign and words, "10+2 with Science or its equivalent" shall be substituted.

V. against serial number 12, under column 3, for the existing entries, the following entries shall be substituted, namely:-

(i) 10+2 or its equivalent;

(ii) Should be a good player of Tennis; and

(iii) Hindi or Sanskrit as one of the subject in Matric or Hindi as one of the subject in HigherEducation. VI. against serial number 13, under columns 3 and 4, for the existing entries, the following entries shall be substituted, namely:-

	" (i) 10+2 with Science or its equivalent; (ii) two years of experience in college; and (iii) Hindi or Sanskrit as one of the subject in Matric or Hindi as one of the subject in Higher Education.	By Promotion, (i) two years experience as Junior Lecture Assistant; and (ii) Matric with Science.
		By Transfer or Deputation, (i) 10+2 with Science or its equivalent; (ii) two years experience as Senior Lecture Assistant; and (iii) Hindi or Sanskrit as one of the subject in Matric or Hindi as one of the subject in Higher Education.
	" (i) 10+2 with Science or its equivalent; (ii) five years of experience in college; (iii) in case of appointment of Junior Lecture Assistant in Music:- B.A. in Music from – (a) Sangeet Prayag Samiti, Allahabad; (b) Bhat Khand University of Music, Lucknow or Madhav Sangeet Vidyalay, Gwalior	By Promotion, (i) Matric with Science or its equivalent; (ii) five years experience as Laboratory Attendant; and (iii) in case of appointment of Junior Lecture Assistant in Music:- B.A. in Music from – (a) Sangeet Prayag Samiti, Allahabad;
	(c) Gandharava Mahavidyalaya Mandal, Mumbai, (d) Panjab University or Kurukshetra University or any other University to which the Government Colleges in Haryana are affiliated. (iv) Knowledge of tuning in Music is mandatory; and (v) Hindi or Sanskrit as one of the subject in Matric or Hindi as one of the subject in Higher Education	(b) Bhat Khand University of Music, Lucknow or Madhav Sangeet Vidyalay, Gwalior (c) Gandharava Mahavidyalaya Mandal, Mumbai; (d) Panjab University or Kurukshetra University or any other University to which the Government Colleges in Haryana are affiliated; and (iv) Knowledge of tuning in Music is mandatory.

VII. against serial number 14, under columns 3 and 4, for the existing entries, the following entries shall be 3134 HARYANA GOVT. GAZ., DEC. 16, 2025 (AGHN. 25, 1947 SAKA)

VIII. against serial number 15, under column 3, in item (i), for the words "Matric with Science or its equivalent or Middle", the figures, sign and words, "10+2 with Science or its equivalent" shall be substituted.

IX. against serial number 17, under column 3, in item (i), for the words "Matric or its equivalent" the figures, sign and words, "10+2 or its equivalent, shall be substituted.

X. against serial number. 17A, under columns 3 and 4, for the existing entries, the following entries shall be substituted, namely:-

	" (i) 10+2 with Physics, Chemistry, Biology or General Science or its equivalent; and (ii) Hindi or Sanskrit as one of the subject in Matric or Hindi as one of the subject in Higher Education.	By Promotion, (i) Matric or its equivalent. (ii) five years experience as a Group D employee; and (iii) Hindi or Sanskrit as one of the subject in Matric or Hindi as one of the subject in Higher Education.
		By Transfer or Deputation- (i) 10+2 with Physics, Chemistry, Biology or General Science or its equivalent; (ii) two years experience as a Laboratory Attendant; and (iii) Hindi or Sanskrit as one of the subject in Matric or Hindi as one of the subject in Higher Education.";

XI. against serial number 18, under column 3, in the item (i), for the words "Matriculation or Middle with Science", the words, sign and figures "10+2 with Science or its equivalent" shall be substituted;

XII. for the words "Knowledge of Hindi upto Matric" or "Knowledge of Hindi upto Middle" wherever occurring, the words "Hindi or Sanskrit as one of the subject in Matric or Hindi as one of the subject in Higher Education" shall be substituted.
