क्रमांक 33/10/2025-4D-II.- हरियाणा के राज्यपाल, हरियाणा राज्य के सशस्त्र बलों और सीएपीएफ कार्मिकों के युद्ध/संचालन हताहतों के बच्चों को नीति में उल्लिखित नियमों और शर्तों पर छात्रवृत्ति प्रदान करने के लिए एक नीति अधिसूचित करते हैं, अर्थात: -

1. शीर्षक और प्रारंभ तिथि:

(क) युद्ध/संचालन हताहतों के बच्चों के लिए हरियाणा छात्रवृत्ति नीति, 2025।

(ख) यह नीति आधिकारिक राजपत्र में अधिसूचना की तिथि से लागू होगी।

2. परिभाषाएँ:

(क) 'हरियाणा राज्य से संबंधित' का तात्पर्य सशस्त्र बलों और अर्ध-सैनिक बलों के ऐसे कार्मिकों से है जो रक्षा बलों में सेवा में शामिल होने/प्रवेश के समय हरियाणा राज्य के मूल निवासी हैं, चाहे उनका वर्तमान आवासीय पता कुछ भी हो। नोट: यदि स्थानांतरणीय केन्द्रीय सरकारी कर्मचारियों की तैनाती के स्थान के कारण सेवा में शामिल होने के समय व्यक्ति का पता अस्थायी था, तो निवास की स्थिति का निर्धारण उसके पिता के सेवा में शामिल होने के समय स्थायी घर के पते के आधार पर किया जाएगा।

(ख) 'युद्ध हताहतों/परिचालन हताहतों' से अभिप्रायः विभिन्न प्रकार की कार्रवाइयों से है जिन्हें केंद्रीय सशस्त्र बल प्राधिकारियों द्वारा 'युद्ध हताहत' घोषित किया जाता है, चाहे वह कोई भी ऑपरेशन या ऑपरेशन का कोई निर्दिष्ट क्षेत्र हो जिसमें सशस्त्र बलों और अर्ध-सैनिक बलों के किसी सदस्य की मृत्यु हो जाती है, परिचालन क्षेत्रों/युद्ध/आईईडी विस्फोट/आतंकवादी या उग्रवादी हमलों/सीमा झड़पों और संयुक्त राष्ट्र शांति सेना में सेवा करते समय वास्तविक आधिकारिक कर्तव्यों के निष्पादन में, सैन्य दुर्घटना, हृदय गति रुकना, हवाई दुर्घटना, समुद्र में दुर्घटना, आंतरिक सुरक्षा ड्यूटी के दौरान मृत्यु, प्रा—तिक आपदाएं और बचाव अभियान जिनमें कर्तव्यों के निष्पादन के लिए असाधारण साहस और निर्णय की आवश्यकता होती है।

(ग) 'युद्ध/संचालन हताहतों के बच्चे' से तात्पर्य ऐसे बच्चों से है जो युद्ध/संचालन हताहतों के आश्रित हैं और किसी मान्यता प्राप्त शैक्षणिक संस्थान में अध्ययन कर रहे हैं (कक्षा 6वीं से स्नातकोत्तर तक)।

(घ) 'छात्रवृत्ति' का अर्थ है पात्र बच्चों को छठी कक्षा से स्नातकोत्तर तक प्रदान की जाने वाली वित्तीय सहायता। (ङ) 'सरकार' का अर्थ है सैनिक एवं अर्ध सैनिक कल्याण विभाग।

GAZ., JAN. 27, 2026 (MAGH. 7, 1947 SAKA) [PART I (च) 'केंद्रीय सशस्त्र पुलिस बल' का अर्थ है गृह मंत्रालय के प्रशासनिक नियंत्रण के अंतर्गत सशस्त्र पुलिस बल, अर्थात असम राइफल्स, सीमा सुरक्षा बल (बीएसएफ), केंद्रीय रिजर्व पुलिस बल (सीआरपीएफ), केंद्रीय औद्योगिक सुरक्षा बल (सीआईएसएफ), भारत-तिब्बत सीमा पुलिस (आईटीबीपी), राष्ट्रीय सुरक्षा गार्ड (एनएसजी) और शस्त्र सीमा बल (एसएसबी)।

(छ) 'सशस्त्र बल' का अर्थ है रक्षा मंत्रालय के प्रशासनिक नियंत्रण के अंतर्गत संसद के अधिनियम के माध्यम से भारत सरकार द्वारा स्थापित सशस्त्र बल, अर्थात सेना, नौसेना, वायु सेना, भारतीय तटरक्षक।

3. नीति का उद्देश्य:

इस नीति का उद्देश्य युद्ध में हताहत हुए सशस्त्र बलों और अर्ध-सैनिक बलों (जो हरियाणा के मूल निवासी थे) के बच्चों को छात्रवृत्ति प्रदान करके षिक्षा में सहायता प्रदान करना है।

नोट: यह छात्रवत्ति तब भी स्वीकार्य होगी, जब शहीद/युद्ध हताहत/ऑपरेशन हताहत के परिवार के एक या अधिक सदस्य सेवा में हों।

4. युद्ध/संचालन हताहतों के बच्चों के लिए छात्रवृत्ति की राशि: छात्रवृत्ति की राशि निम्नानुसार होगी: -

5. आवेदन जमा करने की प्रक्रिया और उस पर कार्रवाई:

(क) जिला सैनिक एवं अर्ध सैनिक कल्याण कार्यालय, युद्ध में हताहत हुए व्यक्ति के परिवार से मिलने और आवेदन पत्र भरने, आवश्यक दस्तावेजों के लिए केंद्रीय सशस्त्र बलों के अधिकारियों से समन्वय करने आदि सहित सभी लाभ प्राप्त करने में परिवार की सहायता करने के लिए उत्तरदायी होगा।

(ख) सशस्त्र बलों/केन्द्रीय सशस्त्र पुलिस बलों की पत्नी द्वारा अनुलग्नक 'ए' में निर्धारित अनुसार छात्रवृत्ति प्रदान करने के लिए आवेदन पत्र भरा जाना चाहिए तथा अप्रैल से जून माह के दौरान संबंधित जिला सैनिक एवं अर्ध सैनिक कल्याण अधिकारी के पास प्रस्तुत किया जाना चाहिए।

नोट: पात्र परिवार के सदस्य द्वारा अनुलग्नक 'बी' (या अनुलग्नक 'सी') के रूप में एक वचनबद्धता भी प्रस्तुत की जाएगी।

(ग) युद्ध/संचालन हताहतों के परिवार के सदस्यों से आवेदन प्राप्त होने पर, संबंधित जिला सैनिक एवं अर्ध सैनिक कल्याण अधिकारी द्वारा उसका सत्यापन एवं जांच की जाएगी। तत्पश्चात, कल्याण अधिकारी द्वारा आवेदन पत्र को चेक लिस्ट (अनुलग्नक 'ए' में दिए गए अनुसार) के अनुसार सभी दस्तावेजों की प्रतियों एवं उनकी टिप्पणियों के साथ अनुमोदन हेतु सैनिक एवं अर्ध सैनिक कल्याण विभाग, हरियाणा के निदेशक/महानिदेशक को भेजा जाएगा।

(घ) निदेशालय सैनिक एवं अर्ध सैनिक कल्याण, हरियाणा में आवेदन पत्र प्राप्त होने पर, उसकी जांच की जाएगी और अनुमोदन हेतु प्रशासनिक सचिव को प्रस्तुत किया जाएगा।

(ड़) छात्रवृत्ति की स्वी—ति के लिए सक्षम प्राधिकारी प्रशासनिक सचिव, सैनिक एवं अर्ध सैनिक कल्याण विभाग होंगे और यदि प्रशासनिक सचिव द्वारा अनुमोदित किया जाता है तो इसकी एक प्रति संबंधित अधिकारियों/ प्राधिकारियों/लाभार्थियों आदि को भेजी जाएगी। इसके बाद शहीद के परिजनों को छात्रवृत्ति के भुगतान के लिए जिला सैनिक एवं अर्ध सैनिक कल्याण अधिकारी को ऑनलाइन बजट जारी किया जाएगा। जिसका भुगतान संबंधित कल्याण अधिकारी, जिला सैनिक एवं अर्ध सैनिक कल्याण कार्यालय द्वारा लाभार्थियों के आधार लिंक्ड बैंक खातों में आरटीजीएस के माध्यम से किया जाएगा।

(च) संपूर्ण रिकॉर्ड (शहादत से संबंधित दस्तावेज) और छात्रवृत्ति राशि के भुगतान को जिला सैनिक एवं अर्ध सैनिक कल्याण कार्यालय के संबंधित कार्यालय में सुरक्षित रखा जाएगा। वे सुरक्षा और रिकॉर्ड के लिए इन दस्तावेजों की सॉफ्ट कॉपी भी अपलोड करेंगे।

6. व्यय का वर्गीकरण:

सशस्त्र बलों/केंद्रीय सशस्त्र पुलिस बलों के शहीदों के परिवार के सदस्यों को छात्रवृत्ति का व्यय मुख्य शीर्ष "2235-सामाजिक सुरक्षा एवं कल्याण (गैर-योजनागत)-59-हरियाणा के युद्ध हताहत सशस्त्र बलों और अर्धसैनिक बलों के बच्चों को छात्रवृत्ति-102-बाल कल्याण (59)-12-छात्रवृत्ति एवं वजीफाPART I] HARYANA GOVT. GAZ., JAN. 27, 2026 (MAGH. 7, 1947 SAKA) 105 (पी-01-16-2235-02-102-59-51-एनए)" के अंतर्गत पूरा किया जाएगा। मांग संख्या 16-12 (छात्रवृत्ति एवं वजीफा)।

7. कठिनाइयों में छूट देने या उन्हें दूर करने की शक्ति:

यदि इस नीति के अनुप्रयोग, व्याख्या और छूट के संबंध में कोई संदेह उत्पन्न होता है, तो उसे हरियाणा सरकार के सैनिक एवं अर्धसैनिक कल्याण विभाग (रक्षा-II शाखा), पंचकूला को भेजा जाएगा। हरियाणा सरकार, सैनिक एवं अर्धसैनिक कल्याण विभाग के प्रशासनिक सचिव व्याख्या करने, परिवर्तन करने, संशोधन करने, छूट देने और संदेह (संदेहों) को दूर करने की शक्ति, और उनका निर्णय अंतिम होगा।

Notification

The 12th January, 2026

No. SASWD 33/10/2025-4D-II.— The Governor of Haryana is pleased to notify a policy for grant of scholarship to the children of Battle/Operational Casualty of Armed Forces and CAPF personnel belonging to Haryana State, on the terms and conditions mentioned in the policy namely: -

1. Title and date of commencement:

(a) Haryana Scholarship for Children of Battle/Operational Casualty Policy, 2025.

(b) This policy shall come in force from the date of notification in the official gazette.

2. Definitions:

(a) 'Belonging to Haryana State' means such members of Armed Forces and Paramilitary Forces personnel who are domicile of Haryana State at the time of joining/entry into the service in Defence Forces irrespective of their present residential address.

Note: In case individual's address at the time of joining service was a temporary one, due to the place of posting of transferable Central Government employees, the domicile status would be decided on the basis of his father's permanent home address at the time of his joining service.

(b) 'Battle Casualty/Operational Casualty' means declaration of death of defence/paramilitary personnel of any operation or any specified area of operation in which a member of Armed Forces and Paramilitary Forces personnel is killed in harness, in the performance of Bonafide official duties while serving in operational areas/ in war/ IED Blast/ terrorist or Militant attacks/ border skirmishes and in United Nation Peace Keeping Force, M.T. accident, Cardiac arrest, air crash, accident at sea, death during internal security duty, natural calamities and Rescue Operations which demand exceptional courage and decisions towards performance of duties.

(c) 'Children of Battle/Operational Casualty' means who are dependents of battle/operational casualty and studying in a recognised educational institute (from class 6th class to PG).

(d) 'Scholarship' means financial aid awarded to the eligible children from 6th class to post-graduation.

(e) 'Government' means the Sainik and Ardh Sainik Welfare Department.

(f) 'Central Armed Police Force' means armed police forces under the administrative control of Ministry of Home Affairs, i.e. Assam Rifles, Border Security Forces (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), National Security Guard (NSG) and Shastra Seema Bal (SSB).

(g) 'Armed Forces' means armed forces established by Govt. of India through an Act of Parliament under Administrative control of Ministry of Defence, i.e. Army, Navy, Air Force, Indian Coast Guard.

3. Object of the policy:

The object of the Policy is to assist in the education of the children of battle casualty of Armed Forces and Paramilitary Forces (who were the domicile of Haryana) by providing annual scholarship.

Note: The scholarship shall be admissible even if one or more members of the family of martyr/battle

casualty/operational casualty are in service.

4. Amount of scholarship for children of battle/operational casualty:

5. Procedure of submission of application and action thereon:

(a) District Sainik and Ardh Sainik Welfare Office shall be responsible to visit the family of battle casualty and assist the family in acquiring the scholarship including by way of completion of application forms, coordinating with authorities of Union Armed Forces for authorities for required documents etc.

(b) Application for grant of scholarship as prescribed at Annexure 'A' to be filled by the spouse of Armed Forces/Central Armed Police Forces and submitted with the concerned district Sainik and Ardh Sainik Welfare officer in the month April to June.

Note: An undertaking as an Annexure 'B' (or as an Annexure 'C') shall also be submitted by

the eligible family member.

(c) On receipt of application from the family members of battle/operational casualty, it will be verified and scrutinized by the concerned District Sainik and Ardh Sainik Welfare Officer. Thereafter, Welfare Officer will send application form to the Director/Director General Sainik and Ardh Sainik Welfare Department, Haryana along with certified copy of all the documents as per Check list (as at Annexure 'A') along with their comments for approval.

(d) On receipt of application form in the directorate Sainik and Ardh Sainik Welfare, Haryana, it will be examined and submitted to the Administrative Secretary for approval.

(e) The competent authority for sanction of scholarship is the Administrative Secretary, Sainik and Ardh Sainik Welfare Department and if approved by Administrative Secretary then a copy will be sent to the concerned officers/authorities/beneficiaries etc. After that online budget will be released to the District Sainik and Ardh Sainik Welfare Officer for payment of scholarship to the family members of battle casualty, the payment of which shall be made by the concerned Welfare Officer, District Sainik and Ardh Sainik Welfare Office through RTGS in Aadhar linked bank accounts of the beneficiaries.

(f) The entire record (documents related to martyrdom) and payment of scholarship amount will be kept in safe in the concerned office of District Sainik and Ardh Sainik Welfare Office. They will also upload the soft copy of these documents for safety and record.

6. Classification of expenditure:

The expenditure for scholarship to family member(s) of battle casualty of Armed Forces/Central Armed Police Forces will be met under the Major Head "2235-Social Security and Welfare (Non-plan)-59- Scholarship to the children of Battle Casualty of Armed forces and Paramilitary forces from Haryana-102- Child Welfare (59)- 12-Scholarship and Stipends (P-01-16-2235-02-102-59-51-NA). Demand No. 16-12 (Scholarship and Stipends).

7. Power of relaxation or removal of the difficulties: -

If any doubt(s) arises relating to the application, interpretation or relaxation in this Policy, it shall be referred to the Government of Haryana in Sainik & Ardh Sainik Welfare Department (Defence-II Branch), Panchkula. The Administrative Secretary to Govt. of Haryana, Sainik & Ardh Sainik Welfare Department shall have the power to interpret, change, amend, relax and remove doubt(s), and whose decision shall be final.
