Notification
The 16th January, 2026
No. Leg. 3/2026.— The following Act of the Legislature of the State of Haryana received the assent of the Governor of Haryana on the 12th January, 2026 and is hereby published for general information:-
HARYANA ACT NO. 3 OF 2026
THE HARYANA PANCHAYATI RAJ (SECOND AMENDMENT) ACT, 2025
AN
ACT
further to amend the Haryana Panchayati Raj Act, 1994.
Be it enacted by the Legislature of the State of Haryana in the Seventy-sixth Year of the
Republic of India as follows:-
1. (1) This Act may be called the Haryana Panchayati Raj (Second Amendment) Act, 2025. Short title and commencement.
(2) It shall be deemed to have come into force with effect from the 30th October, 2025.
2. In section 11 of the Haryana Panchayati Raj Act, 1994,-
(i) in sub-section (5), after the word "extraordinary", the word "general" shall be
omitted;

(ii) in sub-section (7A),-
(a) for the sign "." existing at the end, the sign ":" shall be substituted;
(b) the following proviso shall be added, namely:-
"Provided that to consider and approve the identified eligible beneficiaries of any Government Scheme or to prepare a Gram Panchayat Development Plan, forty percent of the members of Gram Sabha shall form the quorum. If at the time fixed for the meeting, there is no quorum, the Sarpanch shall wait for one hour and if within such period of one hour there is no quorum, the Sarpanch shall adjourn the meeting to such time on the following day or such day as he may decide. The business only, which was to be brought before the scheduled meeting, shall be brought and transacted in the adjourned meeting and thirty percent of the members of Gram Sabha shall form the quorum of such meeting. In case there is no quorum of thirty percent of the members of Gram Sabha in the adjourned meeting then in the next meeting the quorum shall be twenty percent of the members of Gram Sabha.".
Repeal and savings.
3. (1) The Haryana Panchayati Raj (Amendment) Ordinance, 2025 (Haryana Ordinance No. 3 of 2025), is hereby repealed.
(2) Notwithstanding such repeal, anything done or any action taken under the said Ordinance shall be deemed to have been done or taken under this Act.
