संख्या 01/56/2026-2Fभविष्य.- भारत के संविधान के अनुच्छेद 166 के खंड (2) तथा (3) के अंतर्गत प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल हरियाणा राज्य नवाचार मिशन की स्थापना एवं संचालन के संबंध में निम्नलिखित प्रावधान करते हैं, अर्थात्ः
1. संक्षिप्त शीर्षक ये प्रावधान हरियाणा राज्य नवाचार मिशन स्थापना आदेश, 2026 कहलाएंगे। 2. हरियाणा राज्य नवाचार मिशन की स्थापना
राज्य सरकार हरियाणा राज्य नवाचार मिशन (SIM) नामक एक मिशन की स्थापना करती है जो "हरियाणा राज्य नवाचार सोसाइटी" नामक पंजी—त सोसाइटी के माध्यम से कार्य करेगा जो हरियाणा सरकार के भविष्य विभाग के प्रशासनिक नियंत्रण के अधीन होगी।
3. मिशन प्रशासन एवं नेतृत्व
(क) हरियाणा राज्य नवाचार मिशन का नेतृत्व हरियाणा के मुख्यमंत्री द्वारा किया जाएगा जो अध्यक्ष के रूप में समग्र रणनीतिक दिशा-निर्देश एवं मार्गदर्शन प्रदान करेंगे।
(ख) मिशन भविष्य विभाग के प्रशासनिक नियंत्रण के अधीन हरियाणा राज्य नवाचार सोसाइटी के माध्यम से संचालित होगा।
(ग) भविष्य विभाग के प्रशासनिक सचिव सोसाइटी के मुख्य समन्वयक एवं पदेन सदस्य-सचिव के रूप में कार्य करेंगे तथा समग्र समन्वय एवं प्रशासनिक पर्यवेक्षण के लिए उत्तरदायी होंगे।
(घ) भविष्य विभाग के निदेशक राज्य नवाचार मिशन के मिशन निदेशक (पदेन) के रूप में कार्य करेंगे तथा मिशन गतिविधियों के दैनिक क्रियान्वयन के लिए उत्तरदायी होंगे।
4. मिशन सदस्यता
(क) हरियाणा राज्य नवाचार मिशन निम्नलिखित से मिलकर बनेगाः (ख) माननीय मुख्यमंत्री, हरियाणा-अध्यक्ष। (ग) प्रख्यात उद्योग नेता, अध्यक्ष द्वारा नामित, जो निम्नलिखित क्षेत्रों के अग्रणी संगठनों का प्रतिनिधित्व करेंगेः अ. प्रौद्योगिकी एवं आईटी क्षेत्र ब. विनिर्माण एवं इंजीनियरिंग क्षेत्र स. —षि एवं —षि-प्रौद्योगिकी क्षेत्र द. अन्य उदीयमान क्षेत्र

अ. प्रौद्योगिकी एवं डिजिटल नवाचार ब. विनिर्माण एवं औद्योगिक विकास स. —षि एवं सतत विकास द. उद्यमिता एवं उद्यम विकास
(ङ) संस्थागत प्रतिनिधि, अध्यक्ष द्वारा नामित, निम्नलिखित सेः
अ. आईआईटी, एनआईटी एवं प्रतिष्ठित विश्वविद्यालय जैसे उत्—ष्ट संस्थान ब. नवाचार संस्थान एवं अनुसंधान केंद्र स. व्यावसायिक इनक्यूबेटर एवं एक्सीलरेटर द. हरियाणा में एवं राष्ट्रीय स्तर पर उत्—ष्टता केंद्र (CoEs)
(च) भविष्य विभाग के प्रशासनिक सचिव - मुख्य समन्वयक एवं पदेन सदस्य-सचिव। (छ) भविष्य विभाग के निदेशक - राज्य नवाचार मिशन के मिशन निदेशक (पदेन)।
5. मिशन का दायरा एवं उद्देश्य हरियाणा राज्य नवाचार मिशन निम्नलिखित दायरा एवं उद्देश्य अपनाएगाः
1. अटल इनोवेशन मिशन (AIM), नीति आयोग के साथ AIM 2.0 कार्यक्रम के अंतर्गत साझेदारी में, उद्योग नेताओं एवं प्रतिष्ठित संस्थानों की विशेषज्ञता का उपयोग करते हुए हरियाणा के लिए अनुकूलित राज्य नवाचार मिशन मॉडल का सह-निर्माण करना।
2. उद्योग –ष्टिकोण एवं उदीयमान क्षेत्रीय आवश्यकताओं से प्रेरित नवाचार एवं उद्यमिता के लिए उच्च-स्तरीय रणनीति का विकास करना तथा हरियाणा की नवाचार पारिस्थितिकी के अनुरूप नीतिगत हस्तक्षेपों को समर्थन देना।
3. सरकारी एजेंसियों, उद्योग, अकादमिक जगत, फाउंडेशन, इनक्यूबेटर, बहुपक्षीय एवं अंतरराष्ट्रीय भागीदारों सहित हितधारकों का एकीकरण करना अंतर्विभागीय सहयोग हेतु।
4. अन्य राज्यों के साथ सहकर्मी-से-सहकर्मी सीख, नवाचारों के संयुक्त पायलटिंग एवं विस्तार को उद्योग एवं संस्थागत भागीदारों की सक्रिय भागीदारी से सुगम करना।
5. सरकार में क्षमता निर्माण करना, नए उद्यम सृजन हेतु कार्यक्रम संचालित करना तथा मिशन नेतृत्व के रणनीतिक मार्गदर्शन में प्रभाव मापन एवं मूल्यांकन करना।
6. चिन्हित क्षेत्रों में नवाचार को बढ़ावा देने हेतु हैकाथॉन, इनक्यूबेशन, मेंटरशिप, अवसंरचना विकास एवं प्रौद्योगिकी अंगीकरण सहित कार्यक्रमों की संरचना एवं विस्तार करना।
7. नवाचार पहलों को मिशन हरियाणा-2047 सहित राज्य के व्यापक उद्देश्यों एवं क्षेत्र-विशिष्ट वृद्धि और रोजगार लक्ष्यों के साथ संरेखित करना।
यह अधिसूचना हरियाणा सरकार राजपत्र में प्रकाशन की तिथि से प्रभावी होगी। हरियाणा के राज्यपाल के आदेशानुसार एवं उनके नाम से।

No. 01/56/2026-2Future.— In exercise of the powers conferred under clauses (2) and (3) of article 166 of the Constitution of India, the Governor of Haryana hereby makes the following provisions regarding establishment and governance of the Haryana State Innovation Mission, namely: 1. Short title These provisions may be called the Haryana State Innovation Mission Establishment Order, 2026. 2. Establishment of Haryana State Innovation Mission
The State Government hereby establishes a Mission to be known as the Haryana State Innovation Mission (SIM) which shall function through a registered society titled "Haryana State Innovation Society" under the administrative control of the Future Department, Government of Haryana.

a) The Haryana State Innovation Mission shall be headed by the Chief Minister, Haryana, who shall act as Chairperson and provide overall strategic direction and guidance.
b) The Mission shall operate through the Haryana State Innovation Society under the administrative control of the Future Department.
c) The Administrative Secretary, Future Department, shall serve as Chief Coordinator and ex-officio Member Secretary of the Society and shall be responsible for overall coordination and administrative supervision.
d) The Director, Future Department, shall serve as Mission Director, State Innovation Mission (ex-officio) and shall be responsible for day-to-day operational implementation of Mission activities 4. Mission membership
a) The Haryana State Innovation Mission shall consist of the following: b) Hon'ble Chief Minister, Haryana – Chairperson. c) Eminent Industry Leaders, to be nominated by the Chairperson, representing leading organizations from: a. Technology and IT sector b. Manufacturing and engineering c. Agriculture and agri-tech d. Other emerging sectors
d) Domain Experts, to be nominated by the Chairperson, who are subject-matter specialists in:
a. Technology and digital innovation b. Manufacturing and industrial development c. Agriculture and sustainable development d. Entrepreneurship and venture development
e) Institutional Representatives, to be nominated by the Chairperson, from among:
a. Institutions of eminence such as IITs, NITs and reputed universities b. Innovation institutions and research centres c. Business incubators and accelerators d. Centres of Excellence (CoEs) within Haryana and at the national level
f) Administrative Secretary, Future Department – Chief Coordinator and ex-officio Member Secretary. g) Director, Future Department – Mission Director, State Innovation Mission (ex-officio).
5. Scope and objectives of the Mission The Haryana State Innovation Mission shall pursue the following scope and objectives:
1. To co-create a customized State Innovation Mission model for Haryana in collaboration with Atal Innovation Mission (AIM), NITI Aayog, under the AIM 2.0 programme, leveraging expertise from industry leaders and eminent institutions.
2. To develop a high-level strategy for innovation and entrepreneurship, informed by industry perspectives and emerging sectoral requirements, and to support policy interventions tailored to Haryana's innovation ecosystem.
3. To integrate stakeholders including government agencies, industry, academia, foundations, incubators, multilateral and international partners for cross-sectoral collaboration.
4. To facilitate peer-to-peer learning with other States, collaborative piloting and scaling of innovative solutions with active involvement of industry and institutional partners.
5. To undertake capacity building in government, run programmes for new venture creation, and drive measurement and evaluation of impact under the strategic guidance of Mission leadership.
6. To structure and scale programmes promoting innovation across identified sectors, including hackathons, incubation, mentorship, infrastructure development and technology adoption.
7. To ensure alignment of innovation initiatives with broader State objectives including Mission Haryana-2047 and sector-specific growth and employment targets.
This Notification shall come into force from the date of its publication in the Haryana Government Gazette. By order and in the name of the Governor of Haryana.
