No. SEC/2E-II/2026/128.— Whereas general election of the Member of Zila Parishad, Rewari was held on 09.11.2022 and the result of the election were declared on 27.11.2022. 2. As per provisions contained in the Haryana Panchayati Raj Election Expenditure (Maintenance and Submission of Accounts) Order, 1996 every candidate contesting election for the Panchayati Raj Institutions shall have to maintain day to day elections expenditure account in accordance with the procedure laid down in paras 4,5 and 6 of these orders and shall have to lodge his account of elections expenses within 30 days from the date of declaration of result of the election in the prescribed format with the Deputy Commissioner-cum-District Election Officer(P) or any other officer as specified by the State Election Commission. The total of the expenditure shall not exceed such amount as may be notified by the State Election Commission from time to time. 3. The State Election Commisssioner, Haryana in exercise of powers vested with him under article 243K of the Constitution of India and Section 212 of the Haryana Panchayati Raj Act, 1994(Haryana Act no. 11 of 1994) and all other powers enabling it in this behalf has authorized Deputy Commissioner cum District Election Officer(P) concerned bearing endorsement No. SEC/3E-III/2024/435-64 dated 31.05.2024 to decide the cases of disqualification of the contesting candidates of concerned Zila Parishad who have failed to lodge their account of election expenses within the time limit and manners as per prescribed by the State Election Commission. As per para 11(b) of this order competent authority having powers of disqualification shall pass an order of disqualification if he/she is satisfied that person:- (I) has failed to lodge an account of election expenses within the time and in the manner require under this order and (II) has no valid reason or justification for the failure to submit the account of election within prescribed time Sub-Divisional Officer(C) and the Deputy Commissioner cum District Eelction Officer(P) concerned, as the case may be shall by order published in the official Gazzette, declare him/her to be disqualified and may such person shall be disqualified for a period of five years from the date of the order.

5. In exercise of the powers conferred under Article 243K of the Constitution of India and Section 212 of The Panchayati Raj act, 1994 and all other powers enabling it in this behalf, I Devender Singh Kalyan, State Election Commissioner, Haryana hereby order to notify the order declaring the above said candidates disqualified by the Deputy Commissioner-cum-District Election Officer(P), Rewari vide Endst.No. 164-209/Panchayat, dated 07-01-2026 in the Haryana Government Gazette. The disqualification shall run from the date of order passed by the Deputy Commissioner cum District Election Officer(P), Rewari in this respect i.e dated 07.01.2026.

राज्य निर्वाचन आयोग, हरियाणा, पंचकला द्वारा जारी हिदायतानुसार चुनाव खर्च लेखा रजिस्टर चुनाव परिणाम जारी होने के एक माह के अन्दर-अन्दर जमा करवाना होता है। जिला परिषद् के चुनाव लडने वाले कुल 133 उम्मीदवारों में से 48 उम्मीदवारों द्वारा पंचायतीराज संस्थाओं के आम चुनाव 2022 के दौरान जिला परिषद् का चुनाव लडा था लेकिन उनके द्वारा चुनाव खर्च लेखा रजिस्टर अभी तक इस कार्यालय में जमा नहीं करवाया है।
अद्योहस्ताक्षरी कार्यालय के पत्र क्रमांक 9734-88/पचायत दिनांक 01.10.2025 के द्वारा जिला परिषद् के 48 उम्मीदवार जिन्होंने चुनाव खर्च लेखा जमा नहीं करवाया उनको दिनांक 06.10.2025 को निजि सुनवाई का अवसर प्रदान किया गया। निजि सुनवाई के दौरान 10 जिला परिषद् उम्मीदवार उपस्थित हुए। निजि सुनवाई के दौरान उपायुक्त महोदय के द्वारा 15 दिन के अन्दर-अन्दर चुनाव खर्च लेखा जमा करवाने के निर्देष दिये गये तथा इस कार्यालय द्वारा दूरभाष पर भी 48 जिला परिषद् उम्मीदवारों को चुनाव खर्च लेखा जमा करवाने बारे सूचना दी गई। जिसके फलस्वरूप 14 जिला परिषद् उम्मीदवारों द्वारा अपना चुनाव खर्च लेखा इस कार्यालय में जमा करवाया। इसके उपरान्त अद्योहस्ताक्षरी कार्यालय के पत्र क्रमांक 12983-13016/पंचायत दिनांक 24.11.2025 के द्वारा दिनांक 28.11.2025 को पुनः निजि सुनवाई का अवसर प्रदान किया गया। निजि सुनवाई के दौरान 4 जिला परिषद् उम्मीदवार उपस्थित हुए। निजि सुनवाई के दौरान उपायुक्त महोदय द्वारा पुनः 15 दिन के अन्दर-अन्दर चुनाव खर्च लेखा जमा करवाने के लिए अन्तिम अवसर प्रदान किया गया तथा इस कार्यालय द्वारा दूरभाष सन्देष द्वारा 34 जिला परिषद् के उम्मीदवारों को चुनाव खर्च लेखा जमा करवाने बारे पुनः सुचना दी गई। जिसके फलस्वरूप 5 जिला परिषद् उम्मीदवारों द्वारा अपना चुनाव खर्च लेखा इस कार्यालय में जमा करवाया तथा निम्नलिखित 29 जिला परिषद् उम्मीदवारों द्वारा अपना चुनाव खर्च रजिस्ट्रर अद्योहस्ताक्षरी कार्यालय में जमा नहीं करवाया तथा ना ही निजि सुनवाई के दौरान उपस्थित हुए तथा ना ही इस सम्बन्ध में कोई दस्तावूेज इस कार्यालय मे भिजवाएः-

अतः मै अभिषेक मीणा, आई०ए०एस० उपायुक्त एंव जिला निर्वाचन अधिकारी (पं०), रेवाडी राज्य निर्वाचन आयोग, हरियाणा, पंचकूला की हिदायत क्रमांक SEC/3E III/2024/435-464 दिनांक 31.05.2024 द्वारा प्रदत शक्तियों का प्रयोग करते हुए उपरोक्त वर्णित 29 जिला परिषद् उम्मीदवारो को चुनाव खर्च रजिस्टर जमा ना करवाने के कारण आगामी 05 वर्ष के लिए अयोग्य घोषित किया जाता है।
