संख्या 23/04/2025-4उ0षा0-1.- अपर्णा संस्था (प्रबंधन तथा नियंत्रण ग्रहण) अधिनियम, 2025 (2025 का 24) की धारा 15 के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, निम्नलिखित नियम बनाते हैं, अर्थात्ः.
संक्षिप्त नाम तथा प्रारंभ।
1. (1) ये नियम अपर्णा संस्था (प्रबंधन तथा नियंत्रण ग्रहण) नियम, 2026 कहे जा सकते हैं। (2) ये राजपत्र में इनके प्रकाशन की तिथि से लागू होंगे।
परिभाषाएं। 2. (1) इन नियमों में, जब तक संदर्भ से अन्यथा अपेक्षित न हो,-
(क) ''अधिनियम'' से अभिप्राय है, अपर्णा संस्था (प्रबंधन तथा नियंत्रण ग्रहण)
अधिनियम, 2025 (2025 का 24);
(ख) ''सदस्य'' से अभिप्राय है, अधिनियम की धारा 6 के अधीन गठित समिति का सदस्य
तथा इसमें इसका अध्यक्ष भी शामिल है।
(2) इसमें प्रयुक्त किन्तु अपरिभाषित शब्दों और अभिव्यक्तियों का वही अर्थ होगा, जो उन्हें अधिनियम में दिया गया है।
3. सरकार, हरियाणा संवर्ग के भारतीय प्रशासनिक सेवा (आई.ए.एस.) कम से कम दो वर्ष का अनुभव रखने वाले या हरियाणा सिविल सेवा (एच.सी.एस.) कम से कम पांच वर्ष का अनुभव रखने वाले अधिकारियों को प्रषासक के रूप में नियुक्त करेगी।
प्रशासक की नियुक्ति की रीति। धारा 5 (1) HARYANA GOVT. GAZ. (EXTRA.), MAR. 13, 2026 (PHGN. 22, 1947 SAKA) 343 राशि का उपयोग। धारा 8(xiv) 5. (1) संस्था इस अधिनियम के प्रयोजनों के लिए किसी राष्ट्रीयकृत बैंक में एक बैंक खाता खोलेगी। (2) अनुदान, उपहार, दान के माध्यम से संस्था को प्राप्त सभी राशियां राष्ट्रीयकृत बैंक में जमा की जाएंगी। (3) राशि का उपयोग संस्था के व्ययों की पूर्ति के लिए किया जाएगा, जिसमें इसकी शक्तियों के प्रयोग तथा इसके कत्र्तव्यों के निर्वहन में हुए व्यय भी शामिल होंगे। (4) संस्था, राशि यदि कोई हो, को राष्ट्रीयकृत बैंक में सावधि जमा के रूप में निवेश कर सकती है।

Notification
The 13th March, 2026
No. 23/04/2025-4IB-1.— In exercise of the powers conferred under section 15 of the Aparna Institution (Taking Over of Management and Control) Act, 2025 (24 of 2025), the Governor of Haryana hereby makes the following rules, namely:-
Short title and commencement.
1. (1) These rules may be called the Aparna Institution (Taking Over of Management and Control) Rules, 2026. (2) They shall come into force with effect from the date of their publication in Official Gazette.
Definitions.
2. (1) In these rules, unless the context otherwise requires,-
(a) "Act" means Aparna Institution (Taking Over of Management and Control)
Act, 2025 (24 of 2025);
(b) "member" means member of the committee constituted under section 6 of
the Act and includes its Chairperson.
(2) Words and expressions used herein but not defined shall have the same meaning as assigned to them in the Act.
3. The Government shall appoint an administrator from amongst the officers from Indian Administrative Service (IAS) of Haryana cadre having at least two years experience or amongst the Haryana Civil Service (HCS) having at least five years experience.
Manner of Appointment of Administrator. Section 5 (1) Constitution of Committee. Section 6 4. The committee shall consist of four members. The members of the committee shall be appointed from amongst Group-A service having at least one year experience or from Group-B having at least two years experience.
Utilization of amount. Section 8(xiv) 5. (1) An institution shall open a Bank Account for the purposes of this Act with a Nationalized Bank. (2) All amounts received by the Institution by way of grant, gifts, donations shall be deposited in a Nationalized Bank. (3) The amount shall be utilized towards meeting the expenses of the Institution including expenses incurred in the exercise of its powers and discharge of its functions. (4) An Institution may invest the amount, if any, in form of fixed deposit with the Nationalized Bank.
