अधिसूचना दिनांक 27 जुलाई, 2026 संख्या 2393-एसटीआर-1-2026/4485.- चूँकि, पहचान स्थापित करने के लिए आधार संख्या का उपयोग व्यक्तियों को सुविधाएँ, सुविधाजनक और निर्बाध तरीके से सब्सिडी, लाभ और सेवाएँ प्राप्त करने में सक्षम बनाता है, पहचान स्थापित करने के लिए दस्तावेजों की बहुलता की आवश्यकता को समाप्त करता है, प्रक्रियाओं को सरल बनाता है, पारदर्शिता और दक्षता को बढ़ावा देता है;
और चूँकि, इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी मंत्रालय, भारत सरकार ने भारतीय विशिष्ट पहचान प्राधिकरण से परामर्श करने के पश्चात्, अपने पत्र संख्या 13(4)/2020-ईजी-II (वॉल्यूम-7), दिनांक 7 अक्टूबर, 2025 द्वारा सुशासन के लिए आधार अधिप्रमाणन (समाज कल्याण, नवाचार, ज्ञान) नियमावली, 2020 (जिन्हें, इसमें, इसके बाद उक्त नियम के रूप में निर्दिष्ट किया गया है), के नियम 3 के उप-नियम (1) के अधीन विहित प्रयोजनों हेतु राजस्व एवं आपदा प्रबंधन विभाग, हरियाणा सरकार (जिसे, इसमें, इसके बाद उक्त विभाग के रूप में निर्दिष्ट किया गया है) को आधार संख्या धारक की पहचान स्थापित करने के लिए अधिप्रमाणन के दौरन अधिप्रमाणन करने और आधार संख्या का उपयोग करने और आधार (वित्तीय और अन्य सहायतिकियों, प्रसुविधाओं और सेवाओं का लक्षित परिदान) अधिनियम, 2016 (2016 का केन्द्रीय अधिनियम 18) (जिसे, इसमें, इसके बाद उक्त अधिनियम के रूप में निर्दिष्ट किया गया है), की धारा 4 की उप-धारा (4) के खण्ड (ख) के उप-खण्ड (ii) के साथ पठित उक्त नियमों के नियम 5 के अधीन इसे अधिसूचित करने के लिए अधि—त अनुमत किया है;
और चूँकि, उक्त नियमों के नियम 3 के उप-नियम (1) में यथा विहित अनुसार सुशासन सुनिश्चित करने के लिए डिजिटल प्लेटफॉर्म (जिसे, इसमें, इसके बाद उक्त प्रयोजन के रूप में निर्दिष्ट किया गया है) के उपयोग हेतु आधार अधिप्रमाणन किया जाएगा और उक्त प्रयोजन के लिए आधार अधिप्रमाणन स्वैच्छिक आधार पर होगा और उक्त विभाग, राज्य में किसी भी भू-तल (Land Parcel) की बिक्री और खरीद के लिए केवल क्रेता/विक्रेता और गवाह की पहचान स्थापित करने के लिए ही आधार अधिप्रमाणन करेगा, जिसमें हाँ/नहीं प्रमाणीकरण सुविधा या/और ई०के०वाई०सी० प्रमाणीकरण सुविधाओं का प्रयोग किया जाएगा।
इसलिए, अब, उक्त अधिनियम की धारा 4 की उपधारा (4) के खण्ड (ख) के उपखण्ड (ii) के साथ पठित उक्त नियमावली के नियम 5 के अनुसरण में हरियाणा के राज्यपाल, इसके द्वारा, निम्नलिखित अधिसूचित करते हैं, अर्थात् :-
1. (i) राजस्व तथा आपदा प्रबन्धन विभाग अधिनियम में यथा उपबन्धित अनुसार अधिप्रमाणन के प्रयोजनार्थ आधार संख्या धारक की सहमति प्राप्त करेगा।
(ii) उक्त नियमावली के नियम 3 के उप-नियम (2) के अनुसार आधार अधिप्रमाणन स्वैच्छिक आधार पर होगा और आधार अधिप्रमाणन से इन्कार करने या इसमें असमर्थता के कारण किसी आवेदक को कोई सेवा देने से वंचित 1776 HARYANA GOVT. GAZ., AUG. 13, 2026 (SRVN. 22, 1948 SAKA) [PART I नहीं किया जाएगा और उक्त विभाग आधार संख्या धारक को पहचान के वैकल्पिक और व्यवहार्य साधनों की जानकारी देगा, अर्थात् :-
(क) भारतीय पासपोर्ट/प्रवासी भारतीय नागरिक (ओ०सी०आई०) कार्ड;
(ख) परिवार पहचान पत्र (पी०पी०पी०)।
2. यह अधिसूचना राजपत्र में इसके प्रकाशन की तिथि से लागू होगी।

Notification
The 27th July, 2026
No. 2393-STR-1-2026/4485.— Whereas, the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency;
And whereas, the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its letter no. eF. No. 13(4)/2020- EG-II(Vol-7), dated the 7th of October, 2025 to the Revenue and Disaster Management Department, Government of Haryana (hereinafter referred to as the said Department) for the purposes prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules) that the said Department may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (Central Act 18 of 2016) (hereinafter referred to as the Act);
And whereas, the Aadhaar authentication shall be performed for usages of digital platform to ensure good governance (hereinafter referred to as the said purpose) as prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and that the said Department shall perform the Aadhaar authentication only to establish the identities of buyer, seller and witness for sale and purchase of any land parcel in the State, using Yes/No Authentication facility or/and e-kyc authentication facilities.
Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Act, the Government of Haryana hereby notifies the following, namely:—
1. (i) The Revenue and Disaster Management Department, as provided in the Act, shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein.
(ii) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis; the said Department shall inform the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely:—
(a) Indian Passport / Overseas Citizen of India (OCI) Card
(b) Parivar Pehchan Patra (PPP)
2. This notification shall come into effect from the date of its publication in the Official Gazette.
