संख्या 4/59/2026-4CI.- हरियाणा नगर निगम अधिनियम, 1994 (1994 का 16) की धारा 67 की उप-धारा (2) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा, हरियाणा नगर निगम कर्मचारी (भर्ती और शर्तें) सेवा नियम, 1998 को आगे संषोधित करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्ः-
1. (1) ये नियम हरियाणा नगर निगम कर्मचारी (भर्ती और शर्तें) सेवा (संशोधन) नियम, 2026 कहे जा सकते हैं। (2) ये राजपत्र में इनके प्रकाषन की तिथि से लागू होंगे।
2. हरियाणा नगर निगम कर्मचारी (भर्ती और शर्तें) सेवा नियम, 1998 (जिन्हें, इसमें, इसके बाद, उक्त नियम कहा गया है) में, नियम 9 के उप-नियम 1 में, खण्ड (1खं) में, उप-खण्ड (LXXXIV) में, मद (i) के स्थान पर, निम्नलिखित मद प्रतिस्थापित की जाएगी, अर्थात् :-
"(i) 20 प्रतिषत सेवादारों, चौकीदारों, बिल वितरकों, खलासियाें, फैरो खलासियाें, पुस्तकालय अनुचरों, शिकायत अनुचरों, वार्ड कुलियों, सफाई कर्मचारियों, सीवरमैनों में से पदोन्नति द्वारा; तथा"।
(2472)HARYANA GOVT. GAZ. (EXTRA.), SEPT. 14, 2026 (BHDR. 23, 1948 SAKA) 2473 3. उक्त नियमों में, परिषिष्ट ख में, खाना 1, 2, 3 तथा 4 के नीचे, क्रम संख्या 84 तथा उसके सामने विद्यमान प्रविष्टियों के स्थान पर, निम्नलिखित क्रम संख्या तथा उसके सामने प्रविष्टियां प्रतिस्थापित की जाएंगी, अर्थात् :-

| "84 | लिपिक | (i) 102 या इसके समकक्ष; (ii) मैट्रिक में एक विषय के रूप में हिन्दी या संस्कृत अथवा उच्चतर षिक्षा में एक विषय के रूप में हिन्दी। | पदोन्नति द्वारा - (i) 102 या इसके समकक्ष; (ii) पद पर नियमित नियुक्ति के बाद सेवादार, चौकीदार, बिल वितरक, खलासी, फैरो खलासी, पुस्तकालय अनुचर, शिकायत अनुचर, वार्ड कुली, सफाई कर्मचारी, सीवरमैन के रूप में पाँच वर्ष का अनुभव; (iii) मैट्रिक में एक विषय के रूप में हिन्दी या संस्कृत अथवा उच्चतर षिक्षा में एक विषय के रूप में हिन्दी। स्थानान्तरण अथवा प्रतिनियुक्ति द्वारा - (i) 102 या इसके समकक्ष; (ii) लिपिक के रूप में दो वर्ष का अनुभव; (iii) मैट्रिक में एक विषय के रूप में हिन्दी या संस्कृत अथवा उच्चतर षिक्षा में एक विषय के रूप में हिन्दी।"। |

No. 4/59/2026-4CI.— In exercise of the powers conferred under sub-section (2) of section 67 of the Haryana Municipal Corporation Act, 1994 (16 of 1994) the Governor of Haryana hereby makes the following rules further to amend the Haryana Municipal Corporation Employees (Recruitment and Conditions) Service Rules, 1998, namely :-
1. (1) These rules may be called the Haryana Municipal Corporation Employees (Recruitment and Conditions) Service (Amendment) Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Haryana Municipal Corporation Employees (Recruitment and Conditions) Service Rules, 1998 (hereinafter called the said rules), of rule 9, in sub-rule (1), in clause (1B), in sub-clause (LXXXIV), for item (i), the following item shall be substituted, namely:-
"(i) 20% by promotion from amongst the Peons, Chowkidars, Bill Distributors, Khalasis, Fero Khalasis, Library Attendants, Complaint Attendants, Ward Coolies, Safai Karamcharis, Sewermen; and".
3. In the said rules, in Appendix B, under columns 1, 2, 3 and 4, for serial number 84 and entries existing thereagainst, the following serial number and entries thereagainst shall be substituted, namely :-

| "84 | Clerk | (i) 10+2 or its equivalent; (ii) Hindi or Sanskrit as one of the subject in Matric or Hindi as one of the subject in Higher Education. | For promotion - (i) 10+2 or its equivalent; (ii) Five years' experience as Peon, Chowkidar, Bill Distributor, Khalasi, Fero Khalasi, Library Attendant, Complaint Attendant, Ward Coolie, Safai Karamchari, Sewerman after regular appointment on the post; (iii) Hindi or Sanskrit as one of the subject in Matric or Hindi as one of the subject in Higher Education. For transfer or deputation - (i) 10+2 or its equivalent; (ii) Two years' experience as Clerk; (iii) Hindi or Sanskrit as one of the subject in Matric or Hindi as one of the subject in Higher Education.". |
