संख्या 33466.— चूंकि, हरियाणा के राज्यपाल की राय में नीचे दी गई अनुसूची में विनिर्दिष्ट तथा इससे संलग्न नक्शे में दर्शाया गया क्षेत्र निर्माण क्रियाकलापों के लिए संभाव्य है;

इसलिए, अब हरियाणा नगरीय क्षेत्र विकास तथा विनियमन अधिनियम, 1975 (1975 का 8) की धारा 2 के खण्ड (ण) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए, हरियाणा के राज्यपाल, इसके द्वारा उक्त धारा के प्रयोजनों के लिए उक्त क्षेत्र को नगरीय क्षेत्र के रूप में घोषित करते हैं, अर्थात्‌ः-

अनुसूची

सीमाओं की अनुसूचि को ड्राईंग संख्या डी0टी0पी0(एस)/1730/26, दिनांक 03 जून, 2026 के साथ पढ़ा जाएगा। पॉकेट-I

उतरः- बिंदु 'ए' से, आरम्भ करते हुए जोकि जिला सोनीपत के ग्राम सिसाना (एच.बी. सं. 26R), ग्राम सिलाना (एच.बी. सं. 5R) तथा जिला रोहतक के ग्राम बखेता (एच.बी. सं. 51) की राजस्व सीमाओं का मिलान बिंदु है, तत्पश्चात पूर्व की ओर ग्राम सिसाना (एच.बी. सं. 26R), ग्राम सेहरी (एच.बी. सं. 7R) तथा ग्राम खांडा (एच.बी. सं. 9R) की उत्तरी राजस्व सीमा के साथ-साथ चलते हुए बिंदु 'बी' तक, जो ग्राम खांडा (एच.बी. सं. 9R), ग्राम झरौटी (एच.बी. सं. 217) तथा ग्राम भदाना (एच.बी. सं. 190) की राजस्व सीमाओं का मिलान बिंदु है।

पूर्वः- तत्पश्चात्‌ बिन्दु 'बी' से दक्षिण दिशा की ओर ग्राम खांडा (एच.बी. सं. 9R) की पूर्वी राजस्व सीमा के साथ-साथ चलते हुए बिंदु 'एच' तक, जहाँ यह उस शहरी क्षेत्र की सीमा से मिलती है, जिसे नगर पलिका समिति, खरखौदा की सीमा के चारों ओर 5 किलोमीटर तक स्थित क्षेत्र के आधार पर हरियाणा विकास एवं शहरी क्षेत्र विनियमन अधिनियम, 1975 (अधिनियम सं. 8) की धारा 2(ण) के प्रावधानों के अंतर्गत घोषित माना गया है।

दक्षिणः- तत्पश्चात्‌ बिन्दु 'एच' से पश्चिम दिशा की ओर नगर पालिका समिति, खरखौदा की सीमा से चारों ओर 5 किलोमीटर तक स्थित क्षेत्र के आधार पर हरियाणा विकास एवं शहरी क्षेत्र विनियमन अधिनियम, 1975 (अधिनियम सं. 8) की धारा 2(ण) के प्रावधानों के अंतर्गत घोषित किए जाने वाले शहरी क्षेत्र की सीमा के साथ-साथ बिंदु 'आई' तक, जहाँ यह जिला रोहतक की सीमा से मिलती है।

पश्चिमीः- तत्पश्चात्‌ बिन्दु 'आई' से उत्तर की ओर जिला रोहतक की सीमा के साथ-साथ चलते हुए बिंदु 'ए' तक जोकि प्रारम्भिक बिंदु है।

उत्तर बिंदु 'बी' से, आरम्भ करते हुए जोकि ग्राम खांडा (एच.बी. सं. 9R), ग्राम झरौटी (एच.बी. सं. 217) तथा ग्राम भदाना (एच.बी. सं. 190) की राजस्व सीमाओं का मिलन बिंदु है, तत्पश्चात्‌ पूर्व की ओर ग्राम झरौटी (एच.बी. सं. 217) की उत्तरी राजस्व सीमा के साथ-साथ हुए बिंदु 'सी' तक, जहाँ यह नगर निगम, सोनीपत की सीमा से चारों ओर 5 किलोमीटर तक स्थित क्षेत्र के आधार पर हरियाणा विकास एवं शहरी क्षेत्र विनियमन अधिनियम, 1975 (अधिनियम सं. 8) की धारा 2(ण) के प्रावधानों के अंतर्गत घोषित किए जाने वाले शहरी क्षेत्र की सीमा से मिलती है। पूर्वः- तत्पश्चात्‌ बिंदु 'सी' से दक्षिण की ओर नगर निगम, सोनीपत की सीमा से चारों ओर 5 किलोमीटर तक स्थित क्षेत्र के आधार पर हरियाणा विकास एवं शहरी क्षेत्र विनियमन अधिनियम, 1975 (अधिनियम सं. 8) की धारा 2(ण) के प्रावधानों के अंतर्गत घोषित माने गए शहरी क्षेत्र की सीमा के साथ-साथ बिंदु 'डी' तक, जहाँ यह नगर पालिका समिति, कुंडली की सीमा से चारों ओर 5 किलोमीटर तक स्थित क्षेत्र के आधार पर हरियाणा विकास एवं शहरी क्षेत्र विनियमन अधिनियम, 1975 (अधिनियम सं. 8) की धारा 2(ण) के प्रावधानों के अंतर्गत घोषित माने गए शहरी क्षेत्र की सीमा से मिलती है। तत्पश्चात्‌ बिंदु 'डी' से दक्षिण की ओर उक्त शहरी क्षेत्र सीमा के साथ-साथ बिंदु 'ई' तक, जहाँ यह दिल्ली राज्य की सीमा से मिलती है।

दक्षिणः- तत्पश्चात्‌ बिंदु 'ई' से पश्चिम की ओर राजधानी दिल्ली की सीमा के साथ-साथ चलते हुए बिंदु 'एफ' तक, जहाँ यह जिला झज्जर की सीमा से मिलती है। तत्पश्चात्‌ बिंदु 'एफ' से पश्चिम की ओर जिला झज्जर एवं जिला रोहतक की सीमा के साथ-साथ बिंदु 'जी' तक, जहाँ यह नगर पालिका समिति, खरखौदा की सीमा से चारों ओर 5 किलोमीटर तक स्थित क्षेत्र के आधार पर हरियाणा विकास एवं शहरी क्षेत्र विनियमन अधिनियम, 1975 (अधिनियम सं. 8) की धारा 2(ण) के प्रावधानों के अंतर्गत घोषित किए जाने वाले शहरी क्षेत्र की सीमा से मिलती है। पश्चिमीः- तत्पश्चात्‌ बिंदु 'जी' से उत्तर की ओर नगर पालिका समिति, खरखौदा की सीमा से चारों ओर 5 किलोमीटर स्थित क्षेत्र के आधार पर हरियाणा विकास एवं शहरी क्षेत्र विनियमन अधिनियम, 1975 (अधिनियम सं. 8) की धारा 2(ण) के प्रावधानों के अंतर्गत घोषित माने गए शहरी क्षेत्र की सीमा के साथ-साथ चलते हुए बिंदु 'एच' तक, जहाँ यह ग्राम झरौटी (एच.बी. सं. 217) की पश्चिमी राजस्व सीमा से मिलती है। तत्पश्चात, बिंदु 'एच' से उत्तर दिशा की ओर ग्राम झरौटी (एच.बी. सं. 217) की पश्चिमी राजस्व सीमा के साथ-साथ चलते हुए बिंदु 'बी' तक जोकि प्रारंभ्कि बिंदु है।

No. 33466.— Whereas, in the opinion of the Governor of Haryana, the area specified in the Schedule given below and shown in the plan appended hereto has the potential for building activities.

Now, therefore, in exercise of the powers conferred under clause (o) of section 2 of the Haryana Development and Regulation of Urban Areas Act, 1975 (8 of 1975), the Governor of Haryana hereby declares the said area to be an Urban Area for the purposes of the said section, namely:-

Schedule

The Schedule of boundaries shall be read with Drawing No. DTP (S) 1730/26, dated the 3rd June, 2026.

Pocket-I

North: Starting from point 'A' i.e. the meeting point of revenue boundaries of village Sisana (H.B. No. 26R), village Silana (H.B No. 5R) of District Sonipat and village Bakheta (H.B. No. 51) of District Rohtak, towards east along the northern revenue boundary of village Sisana (H.B. No. 26R), village Sehri (H.B. No. 7R) & village Khanda (H.B. No. 9R) upto point 'B', which is the meeting point of revenue boundaries of village Khanda (H.B. No. 9R), village Jharauti (H.B. No. 217) & village Bhadana (H.B. No. 190).

East: Thence, moving from point 'B' towards south along the eastern revenue boundary of village Khanda (H.B. No. 9R) upto point 'H', where it meets the boundary of urban area intended to be declared under the provisions of Section 2(o) of Act 8 of 1975 by virtue of its existence upto 5 Km around limits of Municipal Committee, Kharkhauda.

South: Thence, moving from point 'H' towards west along the boundary of urban area intended to be declared under the provisions of Section 2(o) of Act 8 of 1975 by virtue of its existence upto 5 Km around limits of Municipal Committee, Kharkhauda upto point 'I', where it meets the boundary of District Rohtak.

West: Thence, moving from point 'I' towards north along the boundary of District Rohtak upto point 'A' i.e. point of start.

Pocket-II

North: Starting from point 'B', which is the meeting point of revenue boundaries of village Khanda (H.B. No. 9R), village Jharauti (H.B. No. 217) & village Bhadana (H.B. No. 190), towards east along the northern revenue boundary of village Jharauti (H.B. No. 217) upto point 'C', where it meets the boundary of urban area intended to be declared under the provisions of Section 2(o) of Act 8 of 1975 by virtue of its existence upto 5 Km around limits of Municipal Corporation, Sonipat.

East: Thence, moving from point 'C' towards south along the boundary of urban area intended to be declared under the provisions of Section 2(o) of Act 8 of 1975 by virtue of its existence upto 5 Km around limits of Municipal Corporation, Sonipat upto point 'D', where it meets the boundary of urban area intended to be declared under the provisions of Section 2(o) of Act 8 of 1975 by virtue of its existence upto 5 Km around limits of Municipal Committee, Kundli. Thence moving from point 'D' towards south along the boundary of urban area intended to be declared under the provisions of Section 2(o) of Act 8 of 1975 by virtue of its existence upto 5 Km around limits of Municipal Committee, Kundli upto point 'E', where it meets the Delhi State boundary.

South: Thence, moving from point 'E' towards west along the Delhi State boundary upto point 'F', where it meets the boundary of District Jhajjar. Thence moving from point 'F' towards west along boundary of District Jhajjar & District Rohtak upto point 'G', where it meets the boundary of urban area intended to be declared under the provisions of Section 2(o) of Act 8 of 1975 by virtue of its existence upto 5 Km around limits of Municipal Committee, Kharkhauda.

West: Thence, moving from point 'G' towards north along the boundary of urban area intended to be declared under the provisions of Section 2(o) of Act 8 of 1975 by virtue of its existence upto 5 Km around limits of Municipal Committee, Kharkhauda upto point 'H', where it meets the western revenue boundary of village Jharauti (H.B. No. 217). Thence moving from point 'H' towards north along western revenue boundary of village Jharauti (H.B. No. 217) upto point 'B' i.e. point of start.
