255-राजपत्र/2010-18-3-2010 (7207) 7208 राजपत्र, हिमाचल प्रदेश, 18 मार्च, 2010/27 फाल्गुन, 1931 प्रस्तावित संशोधन के सम्बन्ध में यदि कोई हितबद्ध व्यक्ति अपने आक्षेप/सुझाव देना चाहते है तो उन्हें इस अधिसूचना के राजपत्र हिमाचल प्रदेश में प्रकाशन की तारीख से तीस दिनों की अवधि के भीतर सचिव (कृषि) हिमाचल प्रदेश सरकार शिमला-171002 को भेज सकेंगे । तीस दिन की नियत अवधि के भीतर प्राप्त आक्षेपों/सुझावों पर सरकार द्वारा प्रारूप संशोधन को अन्तिम रूप देने से पूर्व विचार किया जाएगा, अर्थातः--

Shimla-2, 11th March, 2010

No. Agr. F (15)-26/2004.—In exercise of the powers vested in him under section 71 (1)r/w sec. 2 (a) of the H.P. Agricultural and Horticultural Produce Marketing (Development & Regulation) Act, 2005, the Governor of Himachal Pradesh proposes to amend the schedule ( here- in-after called as, "Said Schedule") appended to the Act, ibid and the same is hereby being notified for information of general public.

Any interested person, who has any objection (s)/suggestion (s) in relation to the proposed amendment may send the same to the Secretary (Agriculture) to the Government of Himachal Pradesh, Shimla-171002, within a period of 30 days from the date of publication of this notification in Rajpatra, H.P. The objections/suggestions, if received within the stipulated period of 30 days shall be duly considered by the Government before finalizing the draft amendment namely :— In the said Schedule,—

(i) For the existing item No.10, the following shall be substituted, namely:—

Agricultural and Horticultural Produce Marketing (Development & Regulation) Act, 2005, the Governor of Himachal Pradesh is pleased to declare his intention of exercising control over purchase, storage, processing and sale of various varieties of some Medicinal & Aromatic plants species in the market area, as specified below for the purpose of charging market fee as prescribed in Rules framed under the Act as notified vide notification No. Agr. A(4)-1/2006 dated 18-8-2006:—

No. Fin-2-C(5)-9/2008.—Government of Himachal Pradesh hereby notifies the sale of Himachal Pradesh Government Stock (securities) of 10-year tenure for an aggregate amount of Rs. 620.00 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this notification (called specific Notification) as also the terms and conditions specified in the revised General Notification No.Fin-2-C(12)-11/2003 dated 20th July, 2007 of Government of Himachal Pradesh.

Object of the loan :

1. (i) The proceeds of the State Government Securities will be utilized for the development programme of the Government of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as required by Article 293 (3) of the Constitution of India.

Method of Issue :

2. Government Stock will be sold through the Reserve Bank of India, Mumbai Office (PDO) Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph 6.1 of the General Notification No.Fin-2-C(12)-11/2003, dated 20-7-2007 at a coupon rate to be determined by the Reserve Bank of India at the yield based auction under multiple price format.

Allotment to Non-Competitive Bidders :

3. The Government Stock up to 10% of the notified amount of the sale will be allotted to eligible individuals and institutions subject to a maximum limit of 1% of the notified amount for a single bid as per the Revised Scheme for Non-Competitive Bidding Facility in the Auctions of State Government Securities of the General Notification (Annexure-II).

4. The auction will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai-400 001 on March 23, 2010. Bids for the auction should be submitted in electronic format, on the Negotiated Dealing System (NDS) as stated below on March 23, 2010.

(a) The competitive bids shall be submitted electronically on the Negotiated Dealing System(NDS) between 10.30 A.M. and 12.30 P.M.

(b) The non-competitive bids shall be submitted electronically on the Negotiated Dealing System (NDS) between 10.30 A.M. and 11.30 A.M.

Result of the Auction :

5. The result of the auction shall be displayed by the Reserve Bank of India on its website on the same day. The payment by successful bidders will be on March 25, 2010.

Method of Payment :

6. Successful bidders will make payments on March 25, 2010 before close of banking hours by means of cash, bankers' cheque/pay order, demand draft payable at Reserve Bank of India, Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai (Fort)/New Delhi.

Tenure :

7. The Stock will be of ten-year tenure. The tenure of the Stock will commence on March 25, 2010.

Date of Repayment :

8. The loan will be repaid at par on March 25, 2020.

Rate of Interest

9. The cut-off yield determined at the auction will be the coupon rate percent per annum on the stock sold at the auction. The interest will be paid on September 25 and March 25.

10. The investment in Government Stock will be reckoned as an eligible investment in Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under Section 24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.

No. GAD (CC)-5-2/71.—In exercise of the powers conferred by clause (3) of article 166 of the Constitution of India, the Governor, Himachal Pradesh, hereby makes the following rules further to amend the Business of the Government of Himachal Pradesh (Allocation) Rules, 1971, namely:—

1. Short title.—These rules may be called the Business of the Government of Himachal Pradesh (Allocation) (139th Amendment) Rules, 2010.

2. Deletion of item No. 12 under heading "SAINIK WELFARE DEPARTMENT".—In the Business of the Government of Himachal Pradesh (Allocation) Rules, 1971 (hereinafter referred to as the said rules), under the heading "SAINIK WELFARE DEPARTMENT" item No. "12" shall be deleted.

3. Addition of new item under sub-heading "(b) EMPLOYMENT" of heading "LABOUR AND EMPLOYMENT DEPARTMENT".—In the said rules under sub-heading "(b) EMPLOYMENT" of heading "LABOUR AND EMPLOYMENT DEPARTMENT" after item No. 2 (e), the following item shall be added, namely:—

" (f) Monitoring of employment generation and 70% employment to Himachalies"

श्री मनीष डोगरा पुत्र श्री हरनाम सिंह डोगरा, निवासी सरस्वती नगर दाड़ी, तहसील धर्मशाला, जिला कांगड़ा ने इस अदालत में शपथ-पत्र सहित मुकद्दमा दायर किया है कि उसकी पुत्री इकनुर कौर डोगरा का जन्म दिनांक 4-1-2007 को हुआ है परन्तु ग्राम पंचायत मन्त में जन्म पंजीकृत न है। अतः इसे पंजीकृत किये जाने के आदेश दिये जाये। इस नोटिस के द्वारा समस्त जनता को तथा सम्बन्धित सम्बन्धियों को सूचित किया जाता है कि यदि किसी को उपरोक्त इकनुर कौर डोगरा का जन्म पंजीकृत किये जाने बारे कोई एतराज हो तो वह अपना एतराज हमारी अदालत में दिनांक 23-3-2010 को असालतन या वकालतन हाजिर आकर पेश कर सकता है अन्यथा मुताबिक शपथ-पत्र जन्म तिथि पंजीकृत किये जाने बारे आदेश पारित कर दिये जायेगे।

No. 3-10/91-MNI-TD-2327.—Whereas Krishna Guest House, Jari, District Kullu was registered vide registration No. 3-10/91-MNI-TD-1429 dated 29-7-2007 under the H.P. Tourism Development and Registration Act, 2002.

Whereas the proprietor of the above tourism unit vide his/her application dated 28-10-2009 has requested to cancel its registration since he has ceased to operate the above said Tourism Unit.

अतः सर्वसाधारण जनता को राजपत्र इश्तहार के माध्यम से सूचित किया जाता है कि यदि किसी व्यक्ति को उपरोक्त प्रार्थी के सुपुत्र अंश की जन्म तिथि ग्राम पंचायत रिकार्ड अंटी के अभिलेख में दर्ज करने बारे कोई आपत्ति हो तो वह दिनांक 31-3-2010 या इससे पूर्व अदालत में असालतन या वकालतन हाजिर होकर अपने उजर व एतराज पेश करें अन्यथा गैर हाजरी की सूरत में एकतरफा कार्यवाही अमल में लाई जाएगी।
