3. The Governor, Himachal Pradesh also pleased to create 3 posts of Ayurvedic Medical Officer by abolishing the 3 equivalent posts (i.e. Two Assistant Manager of Ayurvedic Pharmacies Majra and Jogindernagar and Ayurvedic Medical Officer at Pharmacy Jogindernagar) with immediate effect.

4. The remaining staff will be internalized by the Department.

5. The expenditure is debatable to Head: 2210-Medical & Public Health, 101-Ayuveda, 02-Ayurvedic Dispensaries NTA (SOON) (Plan) during Current Financial Years 2011-12.

(i) खण्ड (क) में 'अधिनियम की धारा 36' शब्दों और अंकों के स्थान पर 'विद्युत अधिनियम, 2003 की धारा 162' शब्द, चिन्ह और अंक रखे जाएंगे; और

(ii) खण्ड (ख) के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ :-

"(ख) 650 वोल्ट तक के किसी विद्युत आपूर्ति वोल्टेज़ उपभोक्ता अधिष्ठापन या उपकरण के निरीक्षण, परीक्षण या जांच के संदर्भ में 'प्रारम्भिक' से हिमाचल प्रदेश राज्य विद्युत बोर्ड राजपत्र, हिमाचल प्रदेश, 12 जुलाई, 2011/21 आषाढ़, 1933 1437 सीमित या इस प्रयोजन के लिए नियुक्त किसी अधिकारी द्वारा, इसके प्रयोग में लाए जाने से पूर्व या छः मास या इससे अधिक के लिए पुनः कनेक्शन दिए जाने के पश्चात्‌ प्रदाय के न होने पर किया गया प्रथम निरीक्षण अभिप्रेत है और इसके अन्तर्गत मुख्य विद्युत निरीक्षक या उसके प्राधिकृत प्रतिनिधि के निर्देशों पर उक्त निरीक्षण या उसके द्वारा प्राधिकृत प्रतिनिधि द्वारा पहले से ही निरीक्षित किसी दोषपूर्ण अधिष्ठापन (प्रतिष्ठापन) को ठीक करने के एकमात्र प्रयोजन से किए गए परीक्षण या जांच के सिवाए किए गए अधिष्ठापन (प्रतिष्ठापन) में किसी विस्तार या परिवर्तन के परिणामस्वरूप आवश्यक हुआ प्रथम निरीक्षण, परीक्षण या जांच भी है। हिमाचल प्रदेश राज्य विद्युत बोर्ड़ सीमित, विद्युत नियम, 2005 के साथ पठित भारतीय विद्युत नियम, 1956 के नियम 10 और 51 (3) के उपबन्धों का पालन करेगा और मुख्य विद्युत निरीक्षक तथा उसका प्राधिकृत प्रतिनिधि, इन नियमों में यथा परिकल्पित सुरक्षा मानकों की अनुपालना सुनिश्चित करने के लिए इस प्रकार निरीक्षित मध्यम वोल्टेज़ अधिष्ठापनों की यदा कदा जांच कर सकेगा' ।

4444.... पैरा 3 कापैरा 3 कापैरा 3 कापैरा 3 का प्रतिस्थापन ः-- प्रतिस्थापन ः-- प्रतिस्थापन ः-- प्रतिस्थापन ः--उक्त आदेश के पैरा 3 के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्‌ :-

परन्तु उक्त अवधि के दौरान यह सुनिश्चित करने के लिए निरीक्षण के परिणामस्वरूप स्वामी को दिए निदेश या आदेश का पालन किया गया है या नहीं, पुनः निरीक्षण किया जा सकेगा' ।

6666.... पैरा 5 कापैरा 5 कापैरा 5 कापैरा 5 का संशोधन :-- संशोधन :-- संशोधन :-- संशोधन :--उक्त आदेश के पैरा 5 में, खण्ड (1) के पश्चात्‌, निम्नलिखित उपबन्ध जोड़ा जाएगा, अर्थात :- ''परन्तु हिमाचल प्रदेश राज्य विद्युत बोर्ड़ सीमित द्वारा मध्यम प्रदाय वोल्टेज़ उपभोक्ता अधिष्ठापनों की प्रारम्भिक के साथ साथ कालिक निरीक्षणों की बाबत फीस, इसके द्वारा वसूल की जाएगी और प्रतिधारित की जाएगी'' ।

Shimla-2, the 16 May, 2011

No. MPP-F(2)-5/2010.—In exercise of the power conferred upon her under sub-rule (2) of rule 7 read with rule 46 of Indian Electricity Rules, 1956, the Governor, Himachal Pradesh is1438 राजपत्र, हिमाचल प्रदेश, 12 जुलाई, 2011/21 आषाढ़, 1933 pleased to make the following order to amend the Himachal Pradesh Levy of Fees for Testing and Inspection Order, 1992 issued vide this Department Notification No. MPP-A(4)-5/91, dated 15th October, 1992 and published in the Rajpatra, Himachal Pradesh, dated 12 December, 1992, namely:—

1. Short title.— This order may be called the Himachal Pradesh, Levy of Fees for Testing and Inspection (Amendment) Order, 2011.

2. Amendment of notification.—In notification number MPP-A(4)-5/91, dated 15th October, 1992, which was published in the Rajpatra, Himachal Pradesh, dated 12th December, 1992 after the words, "Government of Himachal Pradesh", the words " and the Himachal Pradesh State Electricity Board Limited" shall be inserted.

3. Amendment of Para 2.—In Para 2 of the Himachal Pradesh Levy of Fees for Testing and Inspection Order, 1992 (hereinafter referred to as this "said order".—

(i) in clause (a), for the words and figure "section 36 of the Act" the words, sign and figures "section 162 of the Electricity Act, 2003" shall be substituted; and (ii) for clause (b), the following shall be substituted, namely :—

"(b) 'initial' with reference to the inspection, examination or testing of any electrical medium supply voltage consumer installation or apparatus upto 650 volts shall mean the first inspection carried out by the Himachal Pradesh State Electricity Board Limited or any officer appointed for the purpose, before its being brought into use, or its reconnection after having been without supply for a period of 6 months or more and shall include the first inspection examination or test necessitated as a result of any extension or alteration in the existing installation, except those carried out under the instructions of the Chief Electrical Inspector, or his authorized representative with the sole purpose of rectifying a defective installation already inspected by the said inspector or his authorized representative. The Himachal Pradesh State Electricity Board Limited shall comply with the provisions of rules 10 and 51(3) of the Indian Electricity Rules, 1956 read with Electricity Rules, 2005 and Chief Electrical Inspector and his authorized representative may randomly check the medium voltage installations so inspected in order to ensure the compliance of safety norms as envisaged under the rules".

4. Substitution of Para 3.—For Para 3 of the said order, the following shall be substituted namely:—

"3. Periodical Inspection.— Every Installation already connected to the supply system of the supplier shall be inspected and tested once in every five years by,- (a) the Chief Electrical Inspector or any other officer appointed to assist him in the case of high and extra-high supply voltage consumer installation; and

(b) the Himachal Pradesh State Electricity Board Limited, in case of medium supply voltage consumer installations upto 650 volts :

Provided that a re-inspection may be carried out during the said period to ensure that any direction or order given to the owner as a result of inspection has been carried out or not".

5. Amendment of Para 4.—In Para 4 of the said order, after the words "to assist him" the words " and of the Himachal Pradesh State Electricity Board Limited" shall be inserted and for the words, sign and figure "Indian Electricity Act, 1910" the words sign and figure "Electricity Act, 2003" shall be substituted.

6. Amendment of Para 5.—In Para 5 of the said order, after clause (1), the following provision shall be added, namely:—

"Provided that the fee in respect of the initial as well as periodical inspections of medium supply voltage consumer installations conducted by the Himachal Pradesh State Electricity Board Limited, shall be realized and retained by it".

(क) एल0 टी0 उपभोक्ता (क) एल0 टी0 उपभोक्ता....--------सहायक अभियन्ता/सहायक अधिशासी अभियन्ता/अधिशासी अभियन्ता (क) एल0 टी0 उपभोक्ता (क) एल0 टी0 उपभोक्ता उनकी अपनी-अपनी अधिकारिता के भीतर/मुख्य कार्यालय, उड़न दस्ता इकाई का वरिष्ठ अधिशासी अभियन्ता/अतिरिक्त अधीक्षण अभियन्ता, उसके द्वारा किए गए निरीक्षणों की बावत ।

MPP-A(3)-3/2003-II.—In supersession of the earlier Notification of even number dated 19th May, 2005 and further in exercise of the power conferred under Clause (a) of explanation to Sub-Section (6) of Section 126 of the Electricity Act, 2003, the Governor, Himachal Pradesh is1440 राजपत्र, हिमाचल प्रदेश, 12 जुलाई, 2011/21 आषाढ़, 1933 pleased to designate the following officers of the Himachal Pradesh State Electricity Board Ltd., as "assessing officers" for the implementation of the provisions under Section 126 of the aforesaid Act in the State of Himachal Pradesh for various categories of the consumers as under:—

(a) L.T. Consumer.—Assistant Engineer/Assistant Executive Engineer/Executive Engineer within their respective jurisdiction/ Sr. Executive Engineer/Addl. Superintending Engineer of Head Office Flying Squad Unit in respect of the inspections carried out by him.

Shimla-2, the 26th April, 2011 MPP-C(7)-1/2008-I.—In exercise of powers conferred by Clause (d) of Section 15 of the Energy Conservation Act, 2001 read with Rule 4 of the Himachal Pradesh Energy Conservation Fund Rules-2011, the Governor of Himachal Pradesh, is pleased to designate the Director, theराजपत्र, हिमाचल प्रदेश, 12 जुलाई, 2011/21 आषाढ़, 1933 1441 Directorate of Energy as State Designated Agency (SDA) to administer the Fund in accordance with the provisions of Section 57 read with Section 16 of the Energy Conservation Act, 2001 (Central Act, 52 of 2001) and the Himachal Pradesh Energy Conservation Fund Rules, 2011.
