No. TPT-E(2)37/2005-V.—Pursuant to Rule 50 of the Central Motor Vehicles Rules, 1989 as notified by the Government of India, Ministry of Road Transport and Highways vide gazette notification No.221 (E) dated 28.03.2001 and SO No.814 (E) dated 22.08.2001 & SO No.1041 (E) dated 16.10.2001 to introduce High Security Registration Plate System in India and also in pursuance of the Order of Hon'ble Supreme Court of India in Writ Petition No.510/2005, the Governor, Himachal Pradesh is pleased to make and notify the following Scheme for the implementation of the New High Security Registration Plates in the State of Himachal Pradesh namely:-

110-राजपत्र/2011-29-8-2011 (2555)2556 राजपत्र, हिमाचल प्रदेश, 29 अगस्त, 2011/7 भाद्रपद, 1933 1. This Scheme shall be called "The Implementation of High Security Registration Plates in the State of Himachal Pradesh Scheme, 2011."

2. The Scheme shall come into force on the 1st October, 2011, in case of new vehicles.

3. As far as already registered vehicles are concerned, the task of implementing this scheme shall be completed by 30 September 2013.

4. Under this scheme, after the Registering & Licensing Authority has issued registration number for a vehicle on High Security Registration Plate (HSRP) authorization slip, the vehicle owner shall procure High Security Registration Plates for the vehicle from any of the manufacturer or supplier eligible under the Motor Vehicles (New High Security Registration Plates) Order, 2001, having "Type Approval Certificate" issued by any of the testing agencies authorized by the Central Government under the Central Motor Vehicles Rules, 1989.

5. The manufacturers or the Vendors shall adhere strictly to the provisions of amended Rule 50 of Central Motor Vehicles Rules, 1989 and The Motor Vehicles (New High Security Registration Plates) Order, 2001.

6. In addition in the case of three and four wheel vehicles, a Third Registration Plate in the form of a self-destructive type sticker containing Laser branded ID No., Engine No., Chassis No. and hologram, shall be affixed on the windshield of the vehicle. This shall also be procured by the vehicle owner from the authorized vendor as mentioned in the preceding Para No.4.

7. The High Security Registration Plates (including the Third Registration Plate required as per Para No.6) shall be fastened / affixed on the vehicle within the premises of the Registering & Licensing Authority in the presence of Registering & Licensing Authority or his authorized representative.

8. Only after the High Security Registration Plates are fastened/affixed to the vehicle and the vehicle is found fit to ply on the road, Registration Certificate shall be issued to the vehicle owner.

9. A proper record of High Security Registration Plates issued by each vendor shall be maintained by the vendor on a daily basis and got tallied periodically with the records of the R & LA as per specification No. (xiii) of The Motor Vehicles (New High Security Registration Plates) Order, 2001.

10. Each Registering & Licensing Authority of Himachal Pradesh Transport Department will maintain e- record of the data regarding the High Security Registration Plates installed on the vehicles registered by the Authority.

11. To achieve the objectives of Motor Vehicles (New High Security Registration Plates) Order, 2001 and Rule 50 of the Central Motor Vehicles Rules, 1989, the Government of Himachal Pradesh may from time to time issue instructions to regulate the installation of High Security Registration Plates for the vehicles registered with Registering & Licensing Authorities in Himachal Pradesh.

उपरोक्त प्रार्थी ने इस कार्यालय में एक प्रार्थना-पत्र प्रस्तुत किया है जिसमें प्रार्थी ने अपने पुत्रों सन्दीप व निखिल की जन्म तिथियां क्रमशः 26-9-2002 व 11-6-2004 है को ग्राम पंचायत बढाल, डाकघर दोची, तहसील जुब्बल के अभिलेख में दर्ज करने बारे आवेदन किया है। प्रार्थी समय पर जन्म तिथियों का इन्द्राज पंचायत के रिकार्ड में दर्ज नहीं करवा सका जिस बारे प्रार्थी ने अपना शपथ-पत्र भी प्रस्तुत किया है।2565 राजपत्र, हिमाचल प्रदेश, 29 अगस्त, 2011/7 भाद्रपद, 1933 अतः सर्वसाधारण को इस इश्तहार के माध्यम से सूचित किया जाता है कि यदि किसी भी व्यक्ति को उपरोक्त प्रार्थी के पुत्राें की जन्म तिथियां पंचायत रिकार्ड में दर्ज करने सम्बन्धी कोई भी आपत्ति हो तो वह दिनांक 26-9-2011 को प्रातः 10.00 बजे या इससे पूर्व असालतन या वकालतन इस कार्यालय में हाजिर होकर अपना एतराज पेश करें अन्यथा गैर हाजिर होने की सूरत में एकतरफा कार्यवाही अमल में लाई जावेगी। आज दिनांक 20-4-2011 को मेरे हस्ताक्षर व मोहर अदालत द्वारा जारी किया गया।
