No. SEC.16-1/2001—3268-69.—In exercise of the powers vested in it under Article 243-K of Constitution of India, Section 160 of the Himachal Pradesh Panchayati Raj Act, 1994 and Rule 32 of the H.P.Panchayati Raj (Election) Rules, 1994, and in pursuance to order passed by the Hon'ble High Court of Himachal Pradesh for conducting election to eight vacant seats of Panchayat Samiti in Kaza block, State Election Commission Himachal Pradesh hereby notifies the election programme for the conduct of bye-elections to fill up all vacant seats in Panchayati Raj Institutions in Lahaul & Spiti district only of Himachal Pradesh, as under: -

1. Nomination papers shall be filed: On 29.9.11, 30.9.11 and 1.10.2011 (between 11.00 a.m.to 3.00 p.m.) Nomination papers for the office bearer of Gram Panchayat, Panchayat Samiti shall be filed at the places and before the Officers appointed by the District Election Officers (Panchayat) Keylong & ADC Kaza.

2. Scrutiny of nomination papers: On 3.10.2011 (from 10.00 a.m. onwards) 3. Withdrawal of candidature : On 5.10.2011(Before 3.00 pm)

4. List of contesting candidates : On 5.10.2011 immediately after the time of withdrawal is over. The list of contesting candidates will show the name of symbol allotted to them.

5. Polling stations : The list of polling stations shall be published and

pasted on or before 29.09.2011.

6. Date of poll, if necessary : On 16.10.2011 (between 8.00 am to 4.00 pm) 7. Counting of votes, in the : Counting of votes for Members, Up-Pradhan and event of Poll. Pradhan of Gram Panchayats shall be taken up on date of poll immediately after the close of the poll at the Gram Panchayat Headquarters. Counting of votes for members of Panchayat Samiti shall be taken up on 18.10.2011 at respective block Head Quarters. Counting once started shall Continue (for a Constituency) until it is completed.

8. Declaration of election result : The result of election of Members, Up Pradhan and Pradhan of Gram Panchayat shall be declared on the date of the poll immediately after the counting is over.

The result of election to Panchayat Samiti shall be declared on the day of counting at the block Head Quarters immediately after the counting process is over.

Note: The process of election shall be completed by 20th October, 2011.
