संख्यासंख्यासंख्यासंख्या 5-8/2011-ईएलएन5-8/2011-ईएलएन5-8/2011-ईएलएन5-8/2011-ईएलएन....----हिमाचल प्रदेश की राज्यपाल विभागीय पदोन्नति समिति की सिफारिशों के आधार पर श्री प्रशोत्तम दास, निर्वाचन कानूनगो, उप-मण्डलीय निर्वाचन कार्यालय, सरकाघाट, जिला मण्डी की नायब-तहसीलदार (निर्वाचन) श्रेणी-II (राजपत्रित) के पद पर वेतनमान 10300-34800/- रूपए जमा 4200/- रूपए ग्रेड पे में कार्यभार ग्रहण करने की तिथि से पदोन्नति के सहर्ष आदेश देती हैं।
हिमाचल प्रदेश की राज्यपाल उक्त अधिकारी को नायब-तहसीलदार (निर्वाचन) के पद पर पदोन्नति के फलस्वरूप जिला निर्वाचन कार्यालय, मण्डी में नायब-तहसीलदार (निर्वाचन) के रिक्त पद के विपरीत पदस्थापना के भी सहर्ष आदेश देती है।
163-राजपत्र/2011-15-11-2011 (4077) 4078 राजपत्र, हिमाचल प्रदेश, 15 नवम्बर, 2011/24 कार्तिक, 1933 पदोन्नति के फलस्वरूप उक्त अधिकारी दो वर्ष की अवधि के लिए परिवीक्षा पर रहेंगे, जिसका एक वर्ष से अनधिक और ऐसी अवधि के लिए विस्तार किया जा सकेगा, जैसा कि सक्षम प्राधिकारी विशेष परिस्थितियों में और लिखित कारणों से आदेश दें।
यदि उक्त पदोन्नत अधिकारी मूल नियमों के नियम-22(I)(a)(1) के अपवाद खण्ड, जो हिमाचल प्रदेश सिविल सेवाएं (संशोधित वेतन) नियम, 2009 के नियम-11 के साथ पठित है, के अधीन पूर्व पद पर वेतन वृद्धि अर्जित करने के उपरान्त् वेतन निर्धारण के इच्छुक हों तो उस दशा में नायब तहसीलदार (निर्वाचन) के पद का कार्यभार ग्रहण करने की तिथि से एक मास के भीतर उन्हें विभाग को अपना विकल्प प्रस्तुत करना होगा अन्यथा उन्हें उक्त नियम के अधीन वेतन निर्धारण का लाभ देय नहीं होगा।

File No. PBW(B)H(3)1/2009-II.—With the day-by-day increase in vehicular traffic on the roads of the State, the number of vehicular accidents are also increasing in the same proportion leading to both fatal and non fatal casualties. It has been observed that there is no such mechanism at the district level to monitor this phenomenon and take/suggest remedial/correctional measures to mitigate the sufferings of road-users. It is a fact that the roads are becoming congested with the passing of each day and situation becomes grave during tourist season, fairs & festivals and also during religious congregations. In such circumstances it is considered absolutely essential that the subject road safety and all requirements pertaining to handling of road accidents is regularly monitored at District level.
1. Now, therefore, the Governor, Himachal Pradesh is pleased to constitute the following review committee in each District which shall take stock of the road safety aspects as also of the measures necessary to deal with cases of road accidents:
1. Deputy Commissioner of the concerned District Chairperson 2. Superintendent of Police of the concerned District Member 3. Superintending Engineer, HP.PWD of circle concerned Member 4. XEN (E.O) to the SE concerned Member Secretary The Committee will be at liberty to co-opt or invite officers of any other department at the district level like CMO, RTO, representatives of the transport sector etc. The areas to be reviewed by this Committee would be as under:
(a) Identification of black spots; (b) State of preparedness of health facilities to deal with road accident cases; (c) State of blood banks and identification of blood donors, especially with rare blood groups;
(d) Evacuation plans of injured to the appropriate health facility;

(g) Initiate correctional measures at local level; (h) Development of proper management information system to deal with road-related accidents.
Any other issue could be included for discussion as per the special and peculiar geographical/topographical or other requirements of the district by this Committee.
