No. HFW-B(A)2-4/2007.—The Governor Himachal Pradesh is pleased to make the following addition to the Clause 5.2.2 of the Notification No. HFW-B (A) 2-4/2007 issued on 4-1-2012 for selection of Resident Doctors in Government Medical Colleges:

"Provided that only those GDO's, whether appointed on regular or on contract basis, shall be eligible for selection as Sr.Residents who have served in the peripheral health institutions of the State of Himachal Pradesh for a period of at least two years after completion of their Post Graduation."

No.HFW-B(A)2-4/2007.—The State Government issued policy for selection of Resident Doctors in the Government Medical Colleges of the State under the Medical Education Department, Himachal Pradesh vide Notification dated 18.12.2008. Thereafter several amendments have been made by way of notifications/circulars. For administrative clarity it has been decided to consolidate all such notifications/ circulars. Accordingly all notifications/circulars issued in respect to Resident Doctors on 18.12.2008 and thereafter are consolidated and modified as per Annexure-A which shall be applicable with immediate effect.

ANNEXURE-A POLICY FOR RESIDENT DOCTORS IN THE GOVERNMENT MEDICAL COLLEGES OF THE STATE

1. CATEGORIES OF RESIDENTS IN THE GOVERNMENT MEDICAL COLLEGES:

1.1 There will be following two categories of Residents in the Government Medical Colleges of the State.

1.2 Senior Residents: Doctors who have completed their post graduation in any clinical or non clinical speciality as recognized by MCI.

1.3 Junior Residents: Doctors who are M.B.B.S. Degree holders and not pursuing a post graduate course.

2. NUMBER OF POSTS: AS NOTIFIED BY THE STATE GOVT. FROM TIME TO TIME.

3. CLASSIFICATION: CLASS-1 (GAZETTED) TENURE POST. 4. AGE LIMIT: 45 YEARS AND BELOW.

4.1 Provided that the upper age limit will not be applicable to the candidate already in service of the government including those who have been appointed on adhoc or on contract basis by the Govt.

4.2 Provided further that upper age limit is relaxable for Scheduled Castes/Scheduled Tribes/Other categories of persons to the extent permissible under the general or special order(s) of the Himachal Pradesh Government.

4.3 Age limit for direct recruitment will be reckoned on the first day of the year in which the post(s) are advertised for inviting application.

5. SENIOR RESIDENTS5957 राजपत्र, हिमाचल प्रदेश, 21 फरवरी, 2012/2 फाल्गुन 1933 5.1 ESSENTIAL QUALIFICATION(S)/ELIGIBILITY:

Post Graduate Degree (MD/MS) or DNB recognized by the MCI in the concerned speciality.

5.2 METHOD OF RECRUITMENT:

5.2.1. 75% of the posts will be filled up by GDOs and the remaining by direct recruitment.

5.2.2. The GDO category shall include the doctors appointed on regular or contract basis by the Government of Himachal Pradesh.

5.2.3. In case of non-availability of candidate in one category the post in such faculty will be filled up from the other category.

5.2.4. A four point distribution roster will be applied on available vacant seat in each speciality.

5.3 SELECTION PROCEDURE:

5.3.1 The Senior Residents will be selected from amongst eligible candidates on the basis of a written test to be conducted by the Director Medical Education & Research, HP at least twice a year.

5.3.2. The distribution of marks for the examination will be as under:-

(1.0 Marks for each published work subject to maximum of 10 Marks).

Written Examination (in concerned Specialty) 85 Marks Gold Medal (in MBBS or PG) 05 Marks Publication of papers in Journals of reputation to be decided by the Director of Medical Education 10 Marks.

5.3.3. The minimum qualifying standard for the General and SC/ST/OBC shall be 50% and 45% of the total marks respectively.

5.3.4. The Post Graduate students who have appeared in the final examination of PG Course will also be eligible to apply for the post of Senior Resident but they will have to complete the PG degree in all respects on the date of the written examination.

5.4 TERMS AND CONDITION:

5.4.1. The appointment will be for a period of three years. Once selected the Senior Resident will serve for 3 years and the post occupied so will fall vacant only if he/she tenders resignation or his/her services are terminated by the Principal after following the procedure outlined in this policy.

5.4.2. GDOs appointed on regular basis, on their selection as Senior Resident will continue to draw pay and allowances/increments as admissible to them in their pay scale. GDOs appointed on contract by the Government and post graduate doctors appointed in the direct category will get Rs.35,000/-(Thirty five thousand Rupees) per month on their selection as Senior Residents.

5.5 REPEAT TENURE:

5.5.1. There will be no repeat tenure for In-Service GDO'S {including contractual appointees} as Senior Residents in any speciality.

5.5.2. The repeat tenure will be available to only Direct Candidates.

5.5.3. If a Direct Candidate selected as Senior Resident is unable to complete the term of 3 years, he/she will be eligible to appear in the examination for Senior Resident and get selected in the same or other specialty. He/she will also be entitled to be selected as Sr.Resident in a super specialty.

5.5.4. If an In-Service GDOs is unable to complete the term of 3 years he/she shall stand debarred from doing Senior Residency for a period of 3 years.

5.6 TEACHING EXPERIENCE :

Senior Residents will be issued teaching experience certificate, which will be valid for promotion and appointment as Assistant Professor in the respective faculty as per the R&P Rules notified by the Government. If any Senior Resident wants to complete his/ her tenure from other Medical College, then he/she will be allowed to complete the tenure subject to availability of vacancy in other Medical Colleges. In that event teaching experience will be issued by the respective Principals where he/she does his/her residency viz. a Senior Resident complete 2 years in one Medical College and 1 year in other Medical College then teaching experience of 2 and 1 years will be issued by the respective Principals.

6. JUNIOR RESIDENTS :

6.1 ELIGIBILITY :

Direct candidates and those regularly appointed GDOs who possess a M.B.B.S. degree as recognized by MCI. These positions will not be offered to any post graduate doctor.

6.2 METHOD OF SELECTION :

6.2.1. In the event of the posts of Senior Residents remaining unfilled, the Principal of Medical College will fill up the vacant posts through Walk-In-Interviews from amongst the eligible candidates at any time for smooth conduct of patient care services.

6.2.2. For this purpose the Principal of the concerned Medical College will cause to have the vacancies notified and invite applications for the same from interested candidates. Applications so received will be considered as per the following criteria:

6.2.3. First preference would be given to the Direct MBBS doctors who are not in the employment of the Government of H.P. The selection will be made purely on the basis of merit of candidate in MBBS examinations.

6.2.4. Second preference would be given {subject to maximum of 15 seats in Indira Gandhi Medical College, Shimla and 10 seats at Dr.R.P. Govt. Medical College,5959 राजपत्र, हिमाचल प्रदेश, 21 फरवरी, 2012/2 फाल्गुन 1933 Tanda at any point of time} to GDO's whose spouses are working, in order of preference, as Sr. Resident or Faculty in the respective Medical College or in the State/Central Govt {Including semigovernment/autonomous bodies fully or partially funded by the Govt.}. In case there is more than one applicant for a particular position, the applicant having higher score in MBBS examination will be selected.

6.3 TERMS AND CONDITIONS :

6.3.1. Junior Resident will be appointed for a term of 6 months at a time. Normally Jr.Residentship will not be extendable beyond 1 year.

6.3.2. GDOs appointed on regular basis, on their selection as Jr.Resident will continue to draw pay and allowances/increments as admissible to them in their pay scale. MBBS doctors appointed in the direct category will get Rs.26,000/-(Twenty six thousand Rupees) per month on their selection as Jr.Residents.

7. CASUALTY MEDICAL OFFICERS AND BLOOD BANK MEDICAL OFFICERS.

The posts of already created Casualty Medical Officers and Blood Bank Medical Officers in Medical Colleges will be filled up separately on tenure basis by the Government by way of transfer from the cadre of GDO's (Regular) of the HPHS. Tenure shall normally be for 3 years.

8. Removal /Resignation from posts of Senior/Junior Residents:

Once appointed, the incumbent can be removed from the post any time after joining in case of misconduct, misbehaviour, acts of commission/omission, unbecoming of a public servant. The HOD will make a formal request in writing to the Principal of the Medical College for removing the delinquent appointee. The Principal of the Medical College will take final decision in the matter after hearing both the parties. It will be necessary to give due opportunity to the concerned Senior Resident/ Jr.Resident to explain his/her position. Any Sr./Jr.Resident can give one months notice to resign and the concerned Principal will accept the same.

9. Reservation:

Reservation roster for direct candidates will be applied as per rules applicable in the State of H.P. However, if the candidates from reserved category fail to procure minimum qualifying marks or if candidates of reserved category are not available in any category, then the post will be filled up from General category.

10. Power to relax/change/amend the Policy:

Where the state Government is of the opinion that it is necessary or expedient to do so, it may, for reasons to be recorded in writing relax/change/amend any of the provision(s) of this Policy.

2. भूमि अर्जन अधिनियम, 1894 की धारा-6 के उपबन्धों के अधीन इससे सम्बन्धित सभी व्यक्तियों की सूचना हेतु धोषणा की जाती है और उक्त अधिनियम की धारा-7 के उपबन्धों के अधीन भू-अर्जन समाहर्ता एवं उप-मण्डलाधिकारी (ना0) निचार, जिला किन्नौर, हिमाचल प्रदेश को उक्त भूमि के अर्जन के लिए आदेश लेने का एतद्‌द्वारा निर्देश दिया जाता है।

3. भूमि के रेखांक का निरीक्षण कार्यालय भू-अर्जन समाहर्ता एवं उप-मण्डलाधिकारी (ना0) निचार, जिला किन्नौर, हिमाचल प्रदेश में किया जा सकता है।
