No: FDS-KNR/93-2209-2248.—In super session of all previous notifications and in exercise of the powers conferred upon me under clause 2(d) (1) of the Kerosene (Restriction on use and Fixation of ceiling Price) Order, 1993, I, Rajeev Shankar, IAS, District Collector, Distt. Kinnaur at Reckong Peo ( H P ), do hereby fix Wholesale and Retail Sale rate of Kerosene Oil in Kinnaur District, which may be charged by the Wholesaler and Retailers as under :—

Conditions for Wholesale/Retail Dealers and Consumers:—

01. The Wholesaler of Kinnaur District shall report to the Distt. Controller, Food, Civil Supplies & Consumer Affairs, Kinnaur and the authorized Inspector regarding3771 राजपत्र, हिमाचल प्रदेश, 18 सितम्बर, 2012/27 भाद्रपद, 1934 receipt of K. Oil Tanker before proceeding on route and supply only to those authorized Retailers, who have been specifically mentioned in the Route Chart.

02. The Wholesale Dealer will issue PDS K. Oil only to the authorized retailer/Fair Price Shop/Persons and will get signatures on the Cash Memo and shall keep the record for inspection purpose.

03. The Wholesale Dealer would make all arrangement to purchase/lift monthly allotted quota within the fixed period.

04. No Retailer shall sell or offer for sale a quantity of Kerosene oil more than the quantity so fixed by the Govt. as given below on any consumer Card at one time. The Retailer shall obtain the signature of the recipient of the quantity in sale register/cash Memo and issue Kerosene Oil Strictly as per the norms given below:—

05. Both the Wholesaler and Retailer shall not supply/sell K. Oil after the sun set till 8:00 AM and the Retailer shall not sell the K. Oil to the consumer without cash memo.

06. Both the Wholesaler/Retailer shall have to display the stock as well as rates at their place of business in Dev Nagri script.

07. No Consumer Card holder shall further sell K. Oil purchased from the Fair Price Shop against their Consumer Card.

08. The Wholesaler of K. Oil would submit monthly report of K. Oil (as per prescribed proforma given below) received and supplied to the authorized Fair Price Shops/Depot during the month along with the Cash Memo issued to the Depot Holder.

No: FDS-KNR-96-97/V-2169-2208.—In super-session of all previous Orders and Notifications and in exercise of the powers conferred upon me under clause 9 (d) (e) of the L.P.G. (Regulation of Supply and Distribution) Order, 2000 and under Clause 3 (1) (e) of the H. P. Hoarding and Profiteering Prevention Order, 1977, I, Rajeev Shankar, IAS, District Magistrate, Kinnaur at Reckong Peo, do hereby fix the maximum retail sale rates of domestic L.P.G. (14.2 Kg.) cylinders for the year 2012-13 in respect of the H.P.S.C.S. Corporation Ltd., L.P.G. Agency Reckong Peo, Pooh, Sangla & Bhawanagar Distt. Kinnaur Himachal Pradesh.

I further notify the "Route Chart" with regard to the supply of L.P.G. domestic cylinder (14.2 & 5 Kg.), under the Public Distribution System, in respect of the L.P.G. Agencies of the H.P. State Civil Supply Corporation, Ltd. Reckong Peo, Pooh, Sangla & Bhawanagar District Kinnaur (HP) as under :—

H.P. State Civil Supplies Corporation, Ltd., Gas Agency, Reckong Peo Distt. Kinnaur

01. The L. P. G. Agency owner/Distributor shall issue cash memo's to every consumer showing complete name and address with consumer number and keep a duplicate copy of the same for the purpose of inspection.

02. The L. P. G .Agency owner/Distributor shall not pressurize or require the purchaser of any article [L.P.G. Connection], to purchase at the same time any other article [Gas Stove/Hot Plate etc.] as condition for the purpose of that article [L.P.G. Connection], while/at the time of issuing new Gas connection and shall issue Gas connection as per the seniority of booking as maintained by the agency. A proper record shall be maintained and kept available at the agency office for inspection.

03. The L. P. G. Agency Owner/Distributor shall display the daily stock position and prices of the L. P. G. Cylinders [Refills] at a conspicuous place at the premises of the Gas Agency.

04. The L. P. G. Agency Owner/Distributor shall make the booking of the refills on telephone also as per the request of the consumers.

05. The L.P.G. Agency Owner/Distributor shall not charge more than the price [Transportation & Cooliage] fixed by the Distt. Magistrate Distt. Kinnaur (HP).

06. The L.P.G. Agency Owner/Distributor will allow cash and carry rebate of Rs: 8/- per refill when the refill is issued from the Godown.

07. The L.P.G. Agency Owner/Distributor shall keep at least thirty Five (35) Refills in reserve at all times to meet out the demand of essential services, which will be released as per the directions of the Distt. Administration & the Distt. Controller/F&SO/Inspector Food, Civil Supplies & Consumer Affairs of the area concerned.

08. The L.P.G. Agency Owner/Distributor will issue T.V. in and Out, as the case may be on the same day when asked by the customers to do so.

09. The L.P.G. Agency Owner/Distributor shall not deliver domestic cylinder to the Hoteliers/Dhaba-walas/Halwaies etc or to other commercial establishments etc. 10. The L.P.G. Agency Owner/Distributor shall sell the commercial cylinders to the consumers after including the transportation/ cooliage charges as have been fixed for domestic 14.2 Kgs. Domestic cylinder in respect of each areas.

11. The L.P.G. Agency Owner/Distributor shall also ensure to supply LPG Refills to the consumers on the terms and conditions/Jurisdiction laid down by the concerned Oil Company and also ensure that the refill supplied to the consumer is having standard weight, sealed and equipped with safety cap. For this purpose a weighing scale shall be kept in every delivery van.

12. The L.P.G. Agency Owner/Distributor shall also ensure immediate redressal of complaint lodged by the consumer for leakage and other reasons with out further loss of time and render the services of a trained mechanic , free of cost keeping in view the security measures.

13. The L.P.G. Agency Owner/Distributor shall also ensure to furnish timely monthly report immediately at the end of every month on a prescribed Performa or as and when required by the Distt. Controller, Food, Civil Supplies & Consumer Affairs, Kinnaur at Reckong Peo in respect of receipt and distribution of LPG cylinders.

14. During the period of shortage of LPG refills the distributor shall distribute LPG refills to the consumers on the directions of the District Magistrate/Distt. Controller/ F&SO, Food, Civil Supplies & Consumer Affairs, Kinnaur at Reckong Peo and concerned Inspector Food and Supplies.

15. Any contravention will be viewed seriously and action under the provision of the L.P.G. (Regulation of Supply and Distribution) Order, 2000 and the H. P. Hoarding and Profiteering Prevention Order, 1977 issued under the Essential Commodities Act, 1955, shall be taken against the defaulters.

Specified Articles (Regulation of Distribution) Order, 2003 and in compliance of The Ministry of Consumer Affairs, Food & Public Distribution, New Delhi DO No :- 9-3/2005-PDII dated 18-07-2005 is pleased to constitute Panchayat/Fair Price Shop level vigilance committee for smooth functioning of TPDS in Panchayat with immediate effect.

In compliance of above notification I, Prashant Deshta, HAS, ADM Pooh, District Kinnaur [HP] do hereby two local workers to be the members of Panchayat level vigilance committees for Pooh Sub Division as under :—

The Functions of these vigilance committees will be as under: —

1. To see as to whether the concerned Fair Price Shop is making available all the essential commodities to the concerned or not.

2. To see as to whether the instructions issued by the Government /Department are being implemented by the salesman of the Fair Price Shop.

3. To submit the complaint/suggestions to Inspector Food Civil Supplies & Consumer Affairs and if there is no satisfaction the complaint should be reported to the Sub Divisional Officer (C) and the District Controller, Food Civil Supplies & Consumer Affairs of the District.

Excise Fiscal Orders 1965 notified vide this Government Notification No.1-17/64-E&T, dated 28-10-1965 (hereinafter called the "said notification") and in partial modification of this Department Notification No. EXN-F(1)2/2012, dated 10/4/2012 & 28/05/2012 (hereinafter called the 'said notification'), the Governor of Himachal Pradesh is pleased to levy r 16.93 per bulk litre duty on Ready to Drink Beverages (RTD) having 8% alcoholic strength with immediate effect.

संख्या-ई0एक्स0एन0-एफ(1)2/2012.--हिमाचल प्रदेश की राज्यपाल, पंजाब पुर्नगठन अधिनियम, 1966 (1966 का अधिनियम संख्यांक 31) की धारा 5 के अधीन हिमाचल प्रदेश को अन्तरित राज्य क्षेत्रों में यथा प्रवृत पंजाब एक्साईज ऐक्ट, 1914 (1914 का 1) की धारा 31 और 32 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और इस विभाग की अधिसूचना संख्याः ई0एक्स0एन0-एफ(1)2/2012, तारीख 10-04-2012 और 28-05-2012 (जिसे इसमें इसके पश्चात्‌ "उक्त अधिसूचना" कहा गया है) के आंशिक उपान्तरण में, आठ प्रतिशत ऐल्कोहलिक शक्ति वाले रेडी टू ड्रिंक बेवरिजिज (आरटीडी) पर तुरन्त प्रभाव से ` 16.93 प्रति बल्क लीटर शुल्क उद्‌ग्रहण करने के आदेश देती हैं।

No.EXN-F (1)2/2012.—In exercise of the powers conferred by sections 31 & 32 of the Punjab Excise Act, 1914 (1 of 1914) as in force in the territories transferred to Himachal Pradesh under section 5 of the Punjab Re-organization Act,1966 (Act No. 31 of 1966) and in partial modification of this Department Notification No. EXN-F(1)2/2012, dated 10-4-2012 & 28-05-2012 (hereinafter called the "said notification''), the Governor of Himachal Pradesh is pleased to levy ` 16.93 per bulk litre duty on Ready to Drink Beverages (RTD) having 8% alcoholic strength with immediate effect.
