No.SEC.16-1/2011—3227-40.—Whereas the State Election Commission had notified the programme for conduct of bye-election to PRI's in the State of HP vide notification No. SEC 16 1/2011-16-1/2011—3154-3203 dated 24th Dec. 2012.
5358 राजपत्र, हिमाचल प्रदेश, 29 नवम्बर, 2012/8 अग्रहायण, 1934 Whereas the ADM Mandi and ADC Bilaspur has informed the State Election Commission that the process as required under Rule-33 ibid could not be completed as the Deputy Commissioner of both the Districts are on training ;Therefore, the State Election Commission in exercise of the powers vested in it under Article 243K of the Constitution of India, Section 160 of the H.P.Panchayati Raj Act, 1994 read with sub-rule (5) of Rule-32 hereby issues the following modified programme for the conduct of bye-election in Distt. Mandi and Bilaspur:—
1. Nomination papers shall be presented: On 7th, 10th & 11th December, 2012

2. The nomination papers shall be On 12th December, 2012 (From 10 am scrutinised: 3. A candidate may withdraw his candidature: On 14nd December,2012 (Before 3.00 pm) 4. List of contesting candidates showing On 14th December, 2012 immediatel after shall be prepared and affixed: the time of withdrawal is over the list Of contesting candidate will show the name of symbol allotted to them.
5. List of Polling stations shall be published: On or before 7th Dec, 201 6. The Poll, if necessary, shall be held 25/12/2012 From 8.00 AM to 4.00 PM: 7. Counting of votes, in the event of Poll, Counting of votes for Member, Up-Pradhan and Pradhan of Gram Panchayats shall be shall be done : taken up on the date of Poll immediately after the close of the poll at the Gram Panchayat Headquarters. The counting once started shall continue (for a constituency) until it is completed.
8. Result of election shall be declared: The result of the election of Member, Up Pradhan & Pradhan of Gram Panchayat shall be declared immediately on the completion of counting at GP H.Q.
The election process shall be completed by 28.12.2012.
Further the State Election Commission in exercise of the powers vested in it Rule 2 (i) (c) of the Rules ibid hereby appoints the Additional District Magistrate Mandi and ADC Bilaspur as DEO(P) for issuance of notice in form-17 under Rule 33 of the Rules ibid for this bye-election.
