संख्या गृृह-ए-ए (3)-4/2011.--हिमाचल प्रदेश की राज्यपाल, हिमाचल प्रदेश साधारण खण्ड अधिनियिम, 1968(1968 का अधिनियम संख्याक 17) की धारा 20 के साथ पठित हिमाचल प्रदेश पुलिस अधिनियम, 2007 (2007 का अधिनियम संख्यांक 17) की धारा 144 की उपधारा (2) द्वारा प्रदत शक्तियों का प्रयोग करते हुए, हिमाचल प्रदेश राज्य को यथा लागू पंजाब पुलिस रूल्ज, 1934 में और संशोधन करने के लिए निम्नलिखित नियम बनाती है, अर्थातः-

1. संक्षिप्त नाम और प्रारम्भ.--इन नियमों का संि क्षप्त नाम पंजाब पुलिस (हिमाचल प्रदेश अमैडमैंट) रूल्ज, 2013 है।

2. ये नियम राजपत्र, हिमाचल प्रदेश में उनके प्रकाशन की तारीख से प्रवृत होंगे ।

2. अपैंडिक्स 12.16 का प्रतिस्थापन.--हिमाचल प्रदेश राज्य को यथा लागू पंजाब पुलिस रूल्ज, 1934 के नियम 12.16 के साथ संलग्न अपैंडिक्स संख्या 12.16 के स्थान पर निम्नलिखित प्रतिस्थापित किया जाएगा, अर्थातः-

" MEDICAL STANDARDS:—

(A) EYE SIGHT:

(a) Eye should be clear, bright with no abnormality.

(b) Eye should be disease free.

(c) Eye ball movement should be free in all direction.

(d) Squint of any degree renders unfit.

(e) Candidate should not be colourblind. Any colourblindness less than higher grade is not required. Colourblindness renders unfit.

(f) No contact lens.

(g) Fundus examination in every case of myopia should be carried out with recording of findings.

(h) Each eye must have a complete field of vision.

(i) Visual acquity/field of vision should be tested by Eye Testing box.

(j) Colour blindness must be tested by Ishihara test/Edridge green lantern test.

(k) Minimum requirements on examination:—

(i) EYE SIGHT:- BETTER EYE WORSE EYE (ii) DISTANCE VISION:- 6/6 6/12 6/9 6/9

(iii) NEAR VISION: JI CORRECTED J2 CORRECTED Types of correction permitted: Spectacles Limits of refractive errors permitted:-4.00d (including cylinder) -Non pathologic logical myopia

-+4.00d (including eye cylinder) hyphermetropia.

(iv) Colour Vision:- High Grade.

(B) E.N.T. EXAMINATION:—

(i) Ear Examination:

-any degree of deafness

-any persistent discharge from Ear

-any perforation tympanic membrane

-Neoplasm, h/o radical mastoid operation.

-Nystagmus, vertigo, can render him unfit for the recruitment

-Any other deformity found on examination recruitment.

(ii) Nose Examination:

Deviated nasal septa, tubercular, ulceration, polypus nose are condition unfit for recruitment.

(iii) Throat Examination:—

No-perforated palate. Any swelling in larynx/lymph node.

(C) Orodental Hygine:

Insufficient Teeth- (SOUND) for mastication.

(D) SKIN:—

Any sign of leprosy, dermatitis's.

Any contagious skin disease.

Unfit for recruitment.

(E) MEDICAL EXAMINATION:—

-Speech should be without stammering.

-Pulse –Tachycardia/Bradycardia must be evaluated.

-Any Arrhythmia in pulse-Unfit.

-Blood pressure: Any Hypertension/Hypotension.

-Unfit for recruitment (B.P.-.> 140/90mmhg. - < 100/60mmhg.)

-Any lymhaneopasthy Palpable.

-Candidate must be in good mental health and should be free from any physical/mental defect likely to interfere with the efficient performance of the duty.

-Candidate's chest should be well formed and devoid of any Abnormality like Flat chest/Pigeon chest/Rickety Rosary defect.

CHEST:- Any sign of the bronchial asthma, bronchitis, Koch's chest Unfit for recruitment.

HEART:- Any abnormal heart sound, congenital anomaly or septal defect are unfit for recruitment.

ABDOMEN:- any organomegaly-Unfit.

(F) SURGICAL EXAMINATION:—

Any hernia haemorrohoids, Prolapse rectum/Uterus,.

Any growth, undesended tests, Varicose/Hydrocdel, Fistulae at the time of the examination- Unfit.

Any past H/O or scar of the major surgery, any sign of Tumor/Lymph node/Growth- Unfit.

(G) ORTHOPEDIC:—

Limbs, hands and feet should be well and fully formed. There should be free and perfect movement of all the joints.

Should not have any old/mal united fracture of bones.

Candidate must not have knock knee, flat foot varicose veins, loss of any finger, hammertoes with painful corns/bursae, hallux valgus OR abnormal curvature of spine.

Candidate should not have any artificial prosthesis like (Screw/Pin/Rod) in any bone or joint-renders candidate Unfit.

(H) GYANE EXAMINATION:—

-No Pregnancy at the time of recruitment.

-No Gynecological tumor.

-No Prolapse Uterus at the time of recruitment.

No. HOME-A-A(3)-4/2011.—In exercise of powers conferred by sub-section (2) of section 144 of the Himachal Pradesh Police Act, 2007 (Act No.17 of 2007) read with section 20 of Himachal Pradesh General Clauses Act, 1968 (Act No.24 of 1968), the Governor of Himachal Pradesh is pleased to make the following rules further to amend the Punjab Police Rules, 1934 in their application to the State of Himachal Pradesh, namely:—

1. Short title and Commencement.—(1) These rules may be called the Punjab Police (Himachal Pradesh Amendment) Rules, 2013.

(2) They shall come into force from the date of their publication in the Rajpatra, Himachal Pradesh.

2. Substitution of Appendix 12.16.—For Appendix No. 12.16 appended to rule 12.16 of the Punjab Police Rules, 1934 in their application to the State of Himachal Pradesh, the following shall be substituted, namely:—

"(b) The maximum age limit for recruitment of Ex-servicemen in the rank of Constable in the Police Department shall be 45 years, if they present themselves for reenrolment and are found medically fit within two years of voluntarily taking their discharge.".
