का.आ. (अ).--पंद्रहवीं लोक सभा के कार्यकाल की समाप्ति पर नई लोक सभा गठित किए जाने के प्रयोजन के लिए साधारण निर्वाचन कराए जाने का विनिश्चिय किया गया हैः,

अतः अब, राष्ट्रपति, लोक प्रतिनिधित्व अधिनियम, 1951 (1951 का 43) की धारा 14 की उपधारा (2) में अंतर्विष्ट उपबंधों के अनुसरण में, नीचे दी गई सारणी के स्तम्भ (1) में यथाविनिर्दिष्ट आंध्र प्रदेश, बिहार, हिमाचल प्रदेश, जम्मू-कश्मीर, उत्तर प्रदेश, उत्तराखण्ड और पश्चिमी बंगाल, तत्स्थानी, राज्यों में समाविष्ट उक्त सारणी के स्तंभ (2) में विनिर्दिष्ट सभी संसदीय-निर्वाचन क्षेत्रों से, उक्त अधिनियम और उसके अधीन बनाए गए नियमों और किए गए आदेशों के उपबंधों के अनुसार सदस्य निर्वाचित करने की अपेक्षा करते हैंः

S.O. (E).–Whereas it has been decided to hold a general election for the purpose of constituting a new House of the People, on the expiration of the term of fifteenth House of the People;

Now, therefore, in pursuance of the provisions contained in sub-section (2) of Section 14 of the Representation of the People Act, 1951 (43 of 1951), the President is pleased to call upon the Parliamentary constituencies, specified, in column (2) of the Table given below comprised within the corresponding States of Andhra Pradesh, Bihar, Himachal Pradesh, Jammu & Kashmir, Uttar Pradesh, Uttarakhand and West Bengal, as specified in column (1) of the said Table, to elect members in accordance with the provisions of the said Act and of the rules and orders made thereunder :

सं. 464/2014 (8).--यतः, भारत के राष्ट्रपति, लोक प्रतिनिधित्व अधिनियम, 1951 (1951 का 43) की धारा 14 की उपधारा (2) के अधीन जारी और दिनांक 12 अप्रैल, 2014 (शनिवार) को भारत के राजपत्र में प्रकाशित अधिसूचना द्वारा संलग्न अनुसूची में उल्लिखित राज्यों या संघ शासित क्षेत्रों के, इस अनुसूची के स्तंभ (1) में विनिर्दिष्ट, प्रत्येक संसदीय निर्वाचन क्षेत्र से यह अपेक्षा करते हैं कि उक्त अधिनियम और तद्‌धीन बनाए गए नियमों और आदेशों के उपबन्धों के अनुसार लोकसभा के लिए सदस्य निर्वाचित कर दिए जाएं;

2. अतः, अब, उक्त अधिनियम की धारा 30 और 56 के अनुसरण में भारत निर्वाचन आयोग, एतद्‌द्वारा.--

(अ) उक्त अनुसूची में विनिर्दिष्ट प्रत्येक संसदीय निर्वाचन-क्षेत्र में उक्त निर्वाचन के संबंध में निम्न रूप से नियत करता है,--

(क) नाम निर्देशन करने की अन्तिम तारीख - 19 अप्रैल, 2014 (शनिवार) (ख) नाम निर्देशन की संवीक्षा की तारीख - 21 अप्रैल, 2014 (सोमवार) (ग) अभ्यर्थिताएं वापस लेने की अंतिम तारीख - 23 अप्रैल, 2014 (बुधवार) (घ) अनुसूची के स्तंभ (2) में विनिर्दिष्ट वह तारीख, जिसको यदि आवश्यक हुआ तो, उक्त अनुसूची के स्तंम्भ (1) में तदनुरूप प्रविष्टि में विनिर्दिष्ट संसदीय निर्वाचन क्षेत्र में मतदान होगा, और185 राजपत्र, हिमाचल प्रदेश, 12 अप्रैल, 2014/22 चैत्र, 1936 (ङ) वह तारीख जिससे पूर्व उक्त उल्लिखित संसदीय - 28 मई, 2014 (बुधवार) निर्वाचन क्षेत्रों में निर्वाचन सम्पन्न कर लिया जाएगा; और,

(आ) उक्त अनुसूची के स्तंभ (3) में विनिर्दिष्ट समय को ऐसे समय के रूप में नियत करता है, जिसके दौरान, यदि आवश्यक हुआ तो, इस अनुसूची के स्तंभ (1) में तद्‌नुरूप प्रविष्टि में विनिर्दिष्ट संसदीय निर्वाचन क्षेत्र में, उक्त अनुसूची के स्तंभ (2) में ऐसे निर्वाचन क्षेत्र के सामने विनिर्दिष्ट तारीख को, निर्वाचन के लिए मतदान होगा।

NOTIFICATION

No. 464/ 2014 (8).—WHEREAS, the President of India has, by notification issued under sub-section (2) of Section 14 of the Representation of the People Act, 1951 (43 of 1951) and published in the Gazette of India on the 12th April, 2014 (Saturday), been pleased to call upon each of the parliamentary constituencies, specified in column (1) of the Schedule below, in the States or Union Territories mentioned in the Schedule, to elect members to the House of the People, in accordance with the provisions of the said Act and of the rules and orders made thereunder.

2. Now, therefore, in pursuance of Sections 30 and 56 of the said Act, the Election Commission of India hereby.—

(A) Appoints, with respect to the said election, from each of the parliamentary constituencies specified in the said Schedule,—

(a) the 19th April, 2014 (Saturday) as the last date for making nominations;

(b) the 21st April, 2014 (Monday), as the date for scrutiny of nominations;

(c) the 23rd April, 2014 (Wednesday), as the last date for withdrawal of candidatures;

(d) the date, specified in column (2) of the SCHEDULE below, as the date on which a poll shall, if necessary, be taken in the parliamentary constituencies, specified in the corresponding entry in column (1) of the said Schedule; and

संख्या 576/एक्ज़िट/2014/एस.डी.आर.-खण्ड-I.-- यतः लोकसभा के साधारण निर्वाचन, 2014 तथा आंध्र प्रदेश, अरुणाचल प्रदेश, ओडिशा तथा सिक्किम के विधान सभा-2014 के साधारण निर्वाचनों और बिहार, गुजरात, हिमाचल प्रदेश, मध्य प्रदेश, महाराष्ट्र, मिजोरम, उत्तर प्रदेश, तमिलनाडु एवं पश्चिम बंगाल की राज्य विधान सभाओं के लिए उप-निर्वाचनों की घोषणा आयोग की दिनांक 05 मार्च, 2014, के प्रेस नोट संख्या ईसीआई/पीएन/10/13/2014; 10 मार्च, 2014 के सं0 ईसीआई/पीएन/13/2014 और 27 मार्च, 2014 के सं0 ईसीआई/पीएन/10/17/2014 के द्वारा कर दी गई थी;

NOTIFICATION

No. 576/Exit/2014/SDR-Vol.I.—Whereas, the schedules for the General Elections to the House of the People, 2014 and the State Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha & Sikkim 2014 and bye-elections in the State Legislative Assemblies of Bihar, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Uttar Pradesh, Tamil Nadu and West Bengal- were announced by the Commission vide Press Notes bearing No. ECI/PN/10/2014, dated 5th March, 2014. No. ECI/PN/13/2014 dated 10th March, 2014 & No. ECI/PN/17/2014, 27th March, 2014;

2. And whereas, as per the provisions of Section 126A of the R.P. Act, 1951, there shall be restrictions on conduct of any exit poll and publication and dissemination of result of such exit poll during such period, as may be notified by the Election Commission in this regard;

3. Now, therefore, in exercise of the powers under sub-Section (1) of section 126A of the R.P. Act, 1951, the Election Commission, having regard to the provisions of sub-Section (2) of the said Section, hereby notifies the period between 7.00 AM on 07th April 2014 (Monday) and 06.30 PM on 12th May, 2014 (Monday), as the period during which conducting any exit poll and publishing or publicizing by means of the print or electronic media or dissemination in any other manner whatsoever, the result of any exit poll in connection with the current General Elections to the House of the People, 2014 and the State Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha & Sikkim 2014 and bye-elections from assembly constituencies in the State Legislative Assemblies of Bihar, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Uttar Pradesh, Tamil Nadu and West Bengal to be held simultaneously with the general election to Lok Sabha shall be prohibited.

4. It is further clarified that under Section 126(1)(b) of the R.P. 2. यतः आयोग ने सभी संसदीय निर्वाचन क्षेत्रों एवं विधान सभा निर्वाचन क्षेत्रों की परिस्थितियों पर विचार किया है, और संतुष्ट है कि भारत के सभी संसदीय निर्वाचन क्षेत्रों और आंध्र प्रदेश, अरुणाचल प्रदेश, ओडिश एवं सिक्किम के सभी विधान सभा निर्वाचन क्षेत्रों तथा बिहार, गुजरात, हिमाचल प्रदेश, मध्य प्रदेश, महाराष्ट्र, मिजोरम, उत्तर प्रदेश एवं तमिलनाडु के 27 विधान सभा निर्वाचन क्षेत्रों (संलग्नक-I के अनुसार) में मतदान के लिए पर्याप्त संख्या में इलैक्ट्रॉनिक मतदान मशीनें उपलब्ध हैं । मतदान कर्मचारी इलैक्ट्रॉनिक मतदान मशीनों को दक्षतापूर्ण संचालन करने के लिए प्रशिक्षित हैं तथा निर्वाचन भी इलैक्ट्रॉनिक मतदान मशीनों की कार्यप्रणाली से पूर्णतया परिचित है । 200 राजपत्र, हिमाचल प्रदेश, 12 अप्रैल, 2014/22 चैत्र, 1936 3. अतः, अब, भारत निर्वाचन आयोग एतद्‌द्वारा लोक सभा, 2014 के वर्तमान साधारण निर्वाचनों में सभी 543 संसदीय निर्वाचन क्षेत्रों, आंध्र प्रदेश के सभी 294 विधान सभा निर्वाचन क्षेत्रों, अरुणाचल प्रदेश के सभी 60 विधान सभा निर्वाचन क्षेत्रों, ओडिशा के सभी 147 विधान सभा निर्वाचन क्षेत्रों तथा सिक्किम के सभी 32 विधान सभा निर्वाचन क्षेत्रों तथा बिहार, गुजरात, हिमाचल प्रदेश, मध्य प्रदेश, महाराष्ट्र, मिजोरम, उत्तर प्रदेश एवं तमिलनाडु के 27 विधान सभा निर्वाचन क्षेत्रों (संलग्नक-I के अनुसार) में से प्रत्येक को ऐसे निर्वाचन क्षेत्रों के रूप में विनिर्दिष्ट करता है जहां 13-03-2014, 14-03-2014, 15-03-2014, 19-03-2014, 29-03-2014, 02-04-2014, 12-04-2014 और 17-04-2014 को अधिसूचित किए गए/अधिसूचित होने वाले लोक सभा तथा उपर्युक्त राज्यों की विधान सभा निर्वाचना क्षेत्रों के उप-निर्वाचनों में, निर्वाचनों का संचालन नियम, 1961 के अधीन निर्धारित रीति से इलैक्ट्रॉनिक मतदान मशीनों के माध्यम से मत डाले और रिकॉर्ड किए जाएंगें तथा जैसा कि इस विषय पर आयोग द्वारा समय-समय पर अनुपूरक अनुदेश जारी किए गए हैं ।

No. 576/3/EVM/2014/SDR-Vol.I.—Whereas, Section 61A of the Representation of the People Act, 1951, provides that the giving and recording of votes by Voting Machines in such manner as may be prescribed, may be adopted in such constituencies as the Election Commission of India may, having regard to the circumstances of each case specify; and

2. Whereas, the Commission has considered the circumstances in all the Parliamentary Constituencies and the Assembly Constituencies, and is satisfied that sufficient number of Electronic Voting Machines are available for taking the poll in all Parliamentary Constituencies of India, and all Assembly Constituencies of Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim and in the 27 Assembly Constituencies (as per Annexure-I) of Bihar, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Uttar Pradesh, Tamil Nadu & West Bengal. The polling personnel are well trained in efficient handling of the Electronic Voting Machines and the electors are also fully conversant with the operation of the Electronic Voting Machines;

Now, therefore, the Election Commission of India hereby specifies each of the 543 Parliamentary Constituencies at the current General election to the House of the People, 2014, each of the 294 Assembly Constituencies of Andhra Pradesh, each of the 60 Assembly Constituencies of Arunachal Pradesh, each of the 147 Assembly Constituencies of Odisha and each of the 32 Assembly Constituencies of Sikkim at the current General Election to the State Legislative Assemblies and the 27 Assembly Constituencies (as per Annexure-I) of Bihar, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Uttar Pradesh, Tamil Nadu & West Bengal, from where bye-elections are being held as the constituencies in which the votes at the current General Elections to the House of the People and State Legislative Assemblies of the said States and the bye-elections to 27 assembly constituencies concerned in the said States, notified/to be notified on 13-03-2014, 14-03-2014, 15-03-2014, 19-03-2014, 29-03-2014, 02-04-2014, 12-04- 2014 & 17-04-2014, shall be given and recorded by means of Electronic Voting Machines in the manner prescribed under the Conduct of Elections Rules, 1961, and the supplementary instructions issued by the Commission from time to time on the subject.

2. यतः इस प्रकार उत्पन्न रिक्ति को भरने के प्रयोजन से उप-निर्वाचन कराया जाना है;

(इ) 7.00 बजे पूर्वाह्‌न से 6.00 बजे अपराह्‌न तक का समय, ऐसे समय के रूप में नियत करता है जिसके दौरान यदि आवश्यक हुआ तो, निर्वाचन के लिए उक्त विनिर्दिष्ट तारीख को मतदान होगा ।

(A) calls upon the said 37-Sujanpur Assembly Constituency in the State of Himachal Pradesh to elect, before the 28th May, 2014 (Wednesday) and in accordance with the provisions of the said Act and of the rules and orders made thereunder, a person for the purpose of filling the said vacancy in the Legislative Assembly of the State;

(B) appoints, with respect to the said election:— (a) the 19th April, 2014 (Saturday), as the last date for making nominations; (b) the 21st April, 2014 (Monday), as the date for the scrutiny of nominations; (c) the 23rd April, 2014 (Wednesday), as the last date for the withdrawal of candidatures;

(d) the 7th May, 2014 (Wednesday), as the date on which a poll shall, if necessary, be taken; and

(e) the 28th May, 2014 (Wednesday), as the date before which the election shall be completed; and

(C) fixes The hours from 7.00 AM to 6.00 PM as the hours during which poll shall, if necessary, be taken on the date specified above, for the bye-election.
