संख्या विद्युत-छ-(5)-56/2013.--यतः राज्यपाल, हिमाचल प्रदेश को यह प्रतीत होता है कि सतलुज जल विद्युत निगम लिमिटेड जो कि भू-अर्जन अधिनियम, 1894 (1894 का पहला अधिनियम) की धारा-3 के खण्ड (सी.सी.) के अन्तर्गत सरकार के स्वामित्व और नियन्त्रण के अधीन एक निगम है के द्वारा अपने व्यय पर सार्वजनिक प्रयोजन हेतु नामतः मुहाल सोईधार, उप-तहसील आनी, जिला कुल्लू, हि0 प्र0, में लूहरी जल विद्युत परियोजना के लिए कार्य सुविधा व कलौनी की सुविधा के उद्देश्य के लिए भूमि अर्जित करनी आपेक्षित है, अतएवः एतद्द्वारा यह अधिसूचित किया जाता है कि उक्त परिक्षेत्र में जैसा कि निम्न विवरणी में निर्दिष्ट किया गया है को उपरोक्त प्रयोजन के लिए भूमि का अर्जन अपेक्षित है।

संख्या विद्युत-छ-(5)-57/2013.--यतः राज्यपाल, हिमाचल प्रदेश को यह प्रतीत होता है कि सतलुज जल विद्युत निगम लिमिटेड जो कि भू-अर्जन अधिनियम, 1894 (1894 का पहला अधिनियम) की धारा-3 के खण्ड (सी.सी.) के अन्तर्गत सरकार के स्वामित्व और नियन्त्रण के अधीन एक निगम है के द्वारा अपने व्यय पर सार्वजनिक प्रयोजन हेतु नामतः ग्राम नीरथ, तहसील रामपुर, जिला शिमला, हि0 प्र0, में लूहरी जल विद्युत परियोजना के लिए जलाशय, बांध, इन्टेक व डाईवरजन टनल के उद्देश्य हेतु भूमि अर्जित करनी आपूक्षित है, अतएवः एतद्द्वारा यह अधिसूचित किया जाता है कि उक्त परिक्षेत्र में जैसा कि निम्न विवरणी में निर्दिष्ट किया गया है को उपरोक्त प्रयोजन के लिए भूमि का अर्जन अपेक्षित है।

संख्या पब-ए (3)-3/2014.--हिमाचल प्रदेश की राज्यपाल, भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, हिमाचल प्रदेश लोक सेवा आयोग के परामर्श से, इस विभाग की अधिसूचना संख्या पब-ए(3)47/99, तारीख 14-11-2000 द्वारा अधिसूचित हिमाचल प्रदेश सूचना एवं जन सम्पर्क विभाग, दफ्तरी, वर्ग-IV (अराजपत्रित) भर्ती और प्रोन्नति नियम, 2000 में और संशोधन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:—
1. संक्षिप्त नाम और प्रारम्भ.--(1) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश सूचना एवं जन सम्पर्क विभाग दफ्तरी, वर्ग-IV (अराजपत्रित) भर्ती और प्रोन्नति (द्वितीय संशोधन) नियम, 2014 है। (2) ये नियम राजपत्र हिमाचल प्रदेश में प्रकाशित किए जाने की तारीख से प्रवृत्त होंगे। 2. उपाबन्ध-"क" का संशोधन.--हिमाचल प्रदेश, सूचना एवं जन सम्पर्क विभाग दफ्तरी, वर्ग-IV, (अराजपत्रित) भर्ती और प्रोन्नति नियम, 2000 के उपाबन्ध-क मेंः-
(क) स्तम्भ संख्या 4 के सामने विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात् :-
"नियमित पदधारियों के लिए वेतनमानः ` 4900-10680 जमा ` 1300 ग्रेड पे।"।

No. Pub-A(3)-3/2014.—In exercise of the powers conferred by proviso to Article 309 of the Constitution of India, the Governor, Himachal Pradesh, in consultation with the Himachal Pradesh Public Service Commission is pleased to make the following rules further to amend the3589 राजपत्र, हिमाचल प्रदेश, 4 अक्तूबर, 2014/12 आश्विन, 1936 Himachal Pradesh Department of Information & Public Relations, Daftri, Class-IV (Non-Gazetted) Recruitment and Promotion Rules, 2000 notified vide this Department Notification No. Pub-A(3) 47/99, dated 14-11-2000, namely:—
1. Short title and Commencement.—(1) These rules may be called the Himachal Pradesh, Department of Information & Public Relations, Daftri, Class-IV (Non-Gazetted) Recruitment and Promotion (Second Amendment) Rules, 2014.
(2) These rules shall come into force from the date of publication in the Rajpatra, Himachal Pradesh.
2. Amendment of Annexure-"A".—(1) In Annexure "A" to the Himachal Pradesh Department of Information and Public Relations, Daftri, Class-IV (Non-Gazetted) Recruitment and Promotion Rules, 2000:—
(A) For the existing provisions against Column No. 4, the following shall be substituted, namely:—
"Pay scale for regular incumbents ` 4900-0680 + 1300 Grade Pay.".

संख्या पब-ए-(3)-36/99.--हिमाचल प्रदेश की राज्यपाल, भारत के संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शाक्तियों का प्रयोग करते हुए, हिमाचल प्रदेश लोक सेवा आयोग के परामर्श से, इस विभाग की अधिसूचना संख्या पब-ए(3)36/99, तारीख 17-08-2009 द्वारा अधिसूचित हिमाचल प्रदेश, सूचना एवं जन सम्पर्क विभाग, सम्पादक, वर्ग-I (राजपत्रित) भर्ती और प्रोन्नति नियम, 2009 में और संशोधन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:—
1. संक्षिप्त नाम और प्रारम्भ.--(1) इन नियमों का संक्षिप्त नाम हिमाचल प्रदेश सूचना एवं जन सम्पर्क विभाग सम्पादक, वर्ग-I (राजपत्रित) भर्ती और प्रोन्नति (द्वितीय संशोधन) नियम, 2014 है। (2) ये नियम, राजपत्र हिमाचल प्रदेश में प्रकाशित किए जाने की तारीख से प्रवृत्त होंगे। 2. उपाबन्ध-"क" का संशोधन.--हिमाचल प्रदेश, सूचना एवं जन सम्पर्क विभाग सम्पादक, वर्ग-I, (राजपत्रित) भर्ती और प्रोन्नति नियम, 2009 के उपाबन्ध-क में स्तम्भ संख्या 15-क के खण्ड (vii) निबन्धन और शर्ते मेंः-
(क) उप-खण्ड (घ) के सामने विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्ः- "(घ) नियन्त्रक अधिकारी के अनुमोदन के बिना कर्त्तव्य से अनधिकृत अनुपस्थिति से स्वतः ही संविदा का पर्यावसान (समापन) हो जाएगा। तथापि आपवादिक मामलों में जहाँ पर चिकित्सा3590 राजपत्र, हिमाचल प्रदेश, 4 अक्तूबर, 2014/12 आश्विन, 1936 आधार पर कर्त्तव्य (ड्यूटि) से अनधिकृत अनुपस्थिति के हालात संविदा पर नियुक्त व्यक्ति के नियन्त्रण से बाहर हों तो उसके नियमितीकरण के मामले में विचार करते समय ऐसी अवधि अपवर्जित नहीं की जाएगी, परन्तु पदधारी को इस बाबत समय पर नियन्त्रण अधिकारी को सूचित करना होगा ।
तथापि संविदा पर नियुक्त व्यक्ति कर्त्तव्य से अनुपस्थिति की ऐसी अवधि के लिए संविदात्मक रकम का हकदार नहीं होगाः
परन्तु उसे सरकार के प्रचलित अनुदेशों के अनुसार चिकित्सा अधिकारी द्वारा जारी बीमारी/आरोग्य का प्रमाण-पत्र प्रस्तुत करना होगा ।"।
(ख) उप-खण्ड (ङ) के सामने विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्ः- "(ङ) संविदा पर नियुक्त व्यक्ति जिसने तैनाती के एक स्थान पर तीन वर्ष का कार्यकाल पूर्ण कर लिया है, आवश्यकता के अनुसार स्थानान्तरण हेतु पात्र होगा जहां प्रशासनिक आधार पर ऐसा करना आवश्यक हो।"।
3. उपाबन्ध-ख का संशोधन.--हिमाचल प्रदेश सूचना एवं जन सम्पर्क विभाग, सम्पादक वर्ग-I (राजपत्रित) भर्ती और प्रोन्नति नियम, 2009 के उपाबन्ध "ख" मेंः-
(क) क्रम संख्या 5 के सामने विद्यमान उपबन्धों के स्थान पर निम्नलिखित रखा जाएगा, अर्थात्ः- "5 नियन्त्रक अधिकारी के अनुमोदन के बिना कर्त्तव्य से अनधिकृत अनुपस्थिति से स्वतः ही संविदा का पर्यावसान (समापन) हो जाएगा। तथापि आपवादिक मामलों में जहाँ पर चिकित्सा आधार पर कर्त्तव्य (ड्यूटि) से अनधिकृत अनुपस्थिति के हालात संविदा पर नियुक्त व्यक्ति के नियन्त्रण से बाहर हों तो उसके नियमितीकरण के मामले में विचार करते समय ऐसी अवधि अपवर्जित नहीं की जाएगी, परन्तु पदधारी को इस बाबत समय पर नियन्त्रण अधिकारी को सूचित करना होगा।

1. Short title and Commencement.—(1) These rules may be called the Himachal Pradesh Department of Information & Public Relations, Editor, Class-I (Gazetted) Recruitment and Promotion (Second Amendment) Rules, 2014.
(2) These rules shall come into force from the date of publication in the Rajpatra, Himachal Pradesh.
2. Amendment of Annexure-"A".— (1) In clause (vii) Terms and Conditions in colum No. 15-A, of Annexure "A" to the Himachal Pradesh Department of Information and Public Relations, Editor Class-I (Gazetted) Recruitment and Promotion Rules, 2009:—
(A) For the existing provisions against subcolumn (d), the following shall be substituted, namely:—
"(d) Unauthorized absence from the duty without the approval of the Controlliing Officer shall automatically lead to the termination of the contract. However, in exceptional cases where the circumstances for un-authorized absence from duty beyond his/her control on medical grounds, such period shall not be excluded while considering his/her case for regularization but the incumbent shall have to intimate the controlling authority in this regard well in time.
However, the contract appointee shall not be entitled for contractual amount for this period of absence from duty.
Provided that he/she shall submit the certificate of illness/fitness issued by the Medical Officer, as per prevailing instructions of the Government.".
(B) For the existing provision against subclausr (e), the following shall be substituted, namely:—
"(e) An Official appointed on contract basis who have completed three years tenure at one place of posting will be eligible for transfer on need based basis wherever required on administrative grounds."3592 राजपत्र, हिमाचल प्रदेश, 4 अक्तूबर, 2014/12 आश्विन, 1936 3. Amendment of Annexure-"B".—(1) In Annexure "B" to the Himachal Pradesh Department of Information and Public Relations, Editor, Class-I (Gazetted), Recruitment and Promotion Rules, 2009:—
(A) For the existing provision against Sr. No. 5, the following shall be substituted, namely:—

उपरोक्त मुकद्दमा श्री सुधीर शर्मा पुत्र श्री कुलदीप शर्मा, निवासी गांव कथौण, डाकघर पंजालग, तहसील लड-भड़ोल, जिला मण्डी, हि0 प्र0 ने इस न्यायालय में अपना नाम ग्राम पचायत अभिलेख में दरुस्ती करने हेतु आवेदन-पत्र गुजार रखा है कि प्रार्थी का वास्तविक नाम सुधीर शर्मा है जो कि प्रार्थी के शिक्षा अभिलेख, आधार कार्ड में भी दर्ज है परन्तु प्रार्थी का नाम ग्राम पंचायत अभिलेख कथौण में गोपाल शर्मा दर्ज हुआ है प्रार्थी अपना नाम ग्राम पंचायत कथौण के अभिलेख में गोपाल शर्मा के स्थान पर सुधीर शर्मा दर्ज करवाना चाहता है। जिसे ग्राम पंचायत कथौण के अभिलेख में दर्ज करने के आदेश दिये जायें।
अतः आम जनता को इस इश्तहार द्वारा सूचित किया जाता है कि प्रार्थी का नाम गोपाल शर्मा के स्थान पर सुधीर शर्मा ग्राम पंचायत कथौण के अभिलेख में दर्ज करने बारे किसी प्रकार का उजर व एतराज हो तो वह असालतन या वकालतन दिनांक 28-10-2014 को अपना उजर व एतराज न्यायालय में पेश कर सकते हैं। गैर-हाजिरी की सूरत में एक तरफा कार्यवाही अमल में लाई जाएगी।

उपरोक्त मुकद्दमा में किरणा शर्मा पुत्र श्री मंगल राम, निवासी गांव कोठी, डाकघर खडीयार ठारा, तहसील लड-भड़ोल, जिला मण्डी, हि0 प्र0 ने इस न्यायालय में अधीन धारा 35 ता 37 के अन्तर्गत अपने नाम की दरुस्ती राजस्व अभिलेख में करने हेतु आवेदन-पत्र गुजारा है कि प्रार्थिन का वास्तविक नाम किरणा शर्मा है जो कि प्रार्थिन के शिक्षा अभिलेख, आधार कार्ड व ग्राम पंचायत अभिलेख में भी दर्ज है परन्तु प्रार्थिन का नाम राजस्व अभिलेख महाल कोठी में किरणा कुमारी गलत दर्ज हो चुका है प्रार्थिन अपने नाम की राजस्व अभिलेख महाल कोठी में दरुस्ती करवाना चाहती है। जिससे राजस्व अभिलेख महाल कोठी में दरुस्त करने के आदेश दिये जायें।
