No.1-459/92-Fin(LA)-Vol-1-6561-6644.—In continuation to this office notification of even number dated 6th July, 2001, the Governor, Himachal Pradesh is pleased to revise the fee structure of the Local Audit Department as under:—

155-राजपत्र/2014-03-11-2014 (3961)3962 राजपत्र, हिमाचल प्रदेश, 3 नवम्बर, 2014/12 कार्तिक, 1936 1. Educational Institutions :

(a) Senior Secondary Schools :

`5000/- per institutions p.a. In case of School with funds including Sanchayika collection is less than `1.00 lakh per annum, the fee will be `3000/-p.a.

(b) Colleges :

`8000/- per college per annum. In case of college with funds collection less than `2.00 lakh per annum, the fee will be `5000/- p.a.

2. Temples:—To charge actual cost on account of establishment charges subject to a maximum of 0.5 % of total expenditure of the Temple concerned.

3. HIMUDA:—To charge the actual cost of audit on account of establishment charges.

4. Municipal Corporation/Municipal Council/Nagar Panchayat:—To charge the actual cost of audit on account of establishment charges.

5. Market Committees:—To charge @ 0.50 % of expenditure of the concerned Market Committee, the accounts of which are audited under post audit system.

6. Miscellaneous Institutions:—To charge the actual cost of audit on account of establishment charges except Chief Minister Relief Fund from which fee will be @ 0.25% of actual cost in audit.

7. Establishment Charges:—

(a) Assistant Controller/Section Officers `1000/- per day.

(b) Junior Auditor/Article Assistant `800/- per day. (Excluding period of leave and Gazetted holidays/Sundays.)

The above rates are applicable with immediate effect.

No.SEC-16-1/2011- 1804-1954.—In exercise of the powers vested in it under Article 243K of Constitution of India, Sections 131 and 160 of the Himachal Pradesh Panchayati Raj Act, 1994 and Rule 32 of the Himachal Pradesh Panchayati Raj (Election) Rules, 1994, the State Election Commission Himachal Pradesh hereby notifies the election programme for the conduct of by- election to fill up the up-to-date casual vacancies in Panchayati Raj Institutions of the State as under:

1. Nomination papers shall be filed.—On 13, 14 and 15 November, 2014 (between 11.00 a.m. to 3.00 p.m.) Nomination papers for the office bearers of Gram Panchayat, Panchayat Samiti and Zila Parishad shall be filed at the places and before the Officers appointed by the District Election Officers (Panchayat).

2. Scrutiny of nomination papers.—On 17 November, 2014 (from 10.00 a.m. onwards) 3. Withdrawal of candidature.—On 19 November, 2014 (between 10.00 a.m. to 3.00 p.m.) .

4. List of contesting candidates.—On 19 November, 2014 immediately after the time of withdrawal is over. The list of contesting candidates will show the name of symbol allotted to them.

5. List of Polling stations.—The list of polling stations in detail shall be published and pasted on or before 13 November 2014.

6. Date of poll, if necessary .—On 30th November 2014 (between 7.00 am to 3.00 pm)3967 राजपत्र, हिमाचल प्रदेश, 3 नवम्बर, 2014/12 कार्तिक, 1936 7. Counting of votes, in the event of Poll.—Counting of votes for Members, Up Pradhan and Pradhan of Gram Panchayats shall be taken up on the date of poll immediately after the close of the poll at the Gram Panchayat Headquarters. Counting of votes for members of Panchayat Samiti and Zila Parishad shall be taken up on Ist December 2014 at respective block headquarters. Counting once started shall Continue (for a Constituency) until it is completed.

8. Declaration of election result.— The result of election of Members, Up- Pradhan and Pradhan of Gram Panchayat shall be declared immediately after the counting is over. The result of election to Panchayat Samiti members shall be declared at the block headquarters immediatelyafter the counting process is over. The result of election of Zila Parishad member shall be declared in accordance with the provisions contained in rule 75(vi) of the H.P. Panchayati Raj (Election) Rules, 1994.

9. The process of election shall be completed by 5 December, 2014.

No.SEC-13-85/2006-II-2083-2113.—Whereas casual vacancies have occurred in Ward No. 6 of Nagar Panchayat Sarkaghat District Mandi ;

Whereas section 19 of the HP Municipal Act, 1994 provides that whenever a vacancy occurs, it should be filled within six months of the occurrence of such vacancy;

Therefore, the State Election Commission in exercise of the powers vested in it under Article 243-ZA of the Constitution of India, Section 281 of the Himachal Pradesh Municipal Act, 1994 read with Rule 22 of the HP Municipal (Election) Rules, 1994 hereby issues the following election programme to fill up this casual vacancy:—

(a) The Nomination papers shall be Presented.—On 10, 11 and 12 November, 2014 (between 11.00 AM to 3.00 PM.) Nomination papers shall be filed at the places, and before the Officers appointed by the Returning Officer (Deputy Commissioner).

(b) Nomination papers shall be scrutinised.—On 13 November, 2014 (from 10.00 am onwards).

(c) A candidate may withdraw his candidature.—On 15 November, 2014 (before 3.00PM.).

(d) The list of contesting candidates showing the name of symbol allotted to them shall be prepared and affixed.—On 15 November, 2014 immediately after the time of withdrawal is over.

(f) The Poll, if necessary, shall be held on.— 30 November, 2014 between 7.00 AM to 3.00 PM:

(g) The counting, in the event of poll shall be done.—On 30 November, 2014 at such time and place as may be specified by the Returning Officer (Deputy Commissioner). The counting shall be taken up immediately after the completion of the poll and shall be continued until it is completed.

(h) Result of election shall be declared.—The result shall be declared immediately after counting is over.

(i) The election process shall be completed.—by 5 December, 2014.
