संख्याः यू0 डी0-ए (3)-8/2007-II.--हिमाचल प्रदेश के राज्यपाल, इस विभाग की अधिसूचना संख्याः यू0 डी0-ए (3)-8/2007-II, तारीख 9-11-2012 के क्रम में और हिमाचल प्रदेश सरकारी स्थान और भूमि (बेदखली और किराया वसूली) अधिनियम, 1971 (1971 का अधिनियम संख्यांक 22) की धारा 2 के खण्ड 74-राजपत्र/2015-15-07-2015 (2303) 2304 राजपत्र, हिमाचल प्रदेश, 15 जुलाई, 2015/24 आषाढ़, 1937 (क) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, सहायक अरण्यपाल वन (ए.सी.एफज.) को भी, जहां तक वन भूमि के अधिक्रमण के साथ-साथ अप्राधिकृत अधिभोग का सम्बन्ध है, पूर्वोक्त अधिनियम के अधीन वन मण्डल वृत्त कुल्लू, मण्डी, धर्मशाला, रामपुर, शिमला और नाहन में उनकी अपनी-अपनी अधिकारिता के भीतर, तुरन्त प्रभाव से 31-3-2016 तक की अवधि के लिए कलक्टर के कृत्यों का पालन करने के लिए भी नियुक्त करते है।ं

Shimla-2, the 14th July, 2015
No. UD-A(3)-8/2007-II.—In continuation of this Department's Notification No. UDA( 3) 8/2007-II dated 9.11.2012 and in exercise of the powers conferred by clause (a) of Section 2 of the H.P. Public Premises & Land (Eviction & Rent Recovery) Act, 1971 (Act No. 22 of 1971), the Governor of Himachal Pradesh is further pleased to also appoint the Assistant Conservators of Forests (ACFs) to perform the function of the Collector within their respective jurisdiction of Forest Division of Circle in Kullu, Mandi, Dharamshala, Rampur, Shimla and Nahan under the aforesaid Act for the period upto 31.3.2016 in so far as the encroachments as well as un-authorized occupation of Forest Land is concerned, with immediate effect.

HSG-A(3)2/2011 .तारीख 6 जुलाई, 2015 द्वारा सूचित राज्य सरकार के पूर्व अनुमोदन से, हिमाचल प्रदेश आवास एवं शहरी विकास प्राधिकरण अधिनियम, 2004 (2004 का अधिनियम संख्यांक 9) की धारा 51 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, अधिसूचना संख्या हिमुडा-10-1/रेगयुलेशन्ज-एडमिन तारीख 3-06-2005 द्वारा अधिसूचित और राजपत्र (असाधारण) हिमाचल प्रदेश में तारीख 22-07-2005 को प्रकाशित दी हिमाचल प्रदेश हाऊसिंग एण्ड अर्बन डिवेल्पमैन्ट आथॉरिटि (अलॉटमैन्ट, सेल ऑफ हाऊसिस, फ्लैट्स एण्ड प्लॉट्स) रेगयुलेशन्ज, 2004 का और संशोधन करने के लिए एतद् द्वारा निम्नलिखित रेगयुलेशन्ज बनाते है, अर्थात्ः--2305 राजपत्र, हिमाचल प्रदेश, 15 जुलाई, 2015/24 आषाढ़, 1937 1. संंिक्षप्त नाम और प्रारूप.--(1) इन विनियमों का संक्षिप्त नाम दी हिमाचल प्रदेश हाऊसिंग एण्ड अर्बन डिवल्पमैन्ट आथॉरिटि (अलॉटमैन्ट, सेल ऑफ हाऊसिस, फ्लैट्स एण्ड प्लॉट्स) संशोधन विनियम, 2015 है।
(2) ये राजपत्र, हिमाचल प्रदेश में इनके प्रकाशन की तारीख से प्रवृत होंगे ।
2. रेगयुलेशन 12 का संंशोधन.--दी हिमाचल प्रदेश हाऊसिंग एण्ड अर्बन डिवेलपमॅन्ट आथॉरिटि (अलॉटमैन्ट, सेल ऑफ हाऊसिस, फ्लैट्स एण्ड प्लॉट्स) रेगयुलेशन्ज, 2004 (जिन्हें इसमें इसके पश्चात् ''उक्त रेगयुलेशन्ज'' कहा गया है) के रेगयुलेशन-12 के सब रेगयुलेशन (4) के परन्तुक के पश्चात् निम्नलिखित सब रेगयुलेशन अन्तः स्थापित किया जायेगा, अर्थात्ः--
"(5) After inviting fresh applications under these regulations as required under sub regulation (4), for the purpose of allotment of remaining houses, flats or plots, if some houses, flats or plots still remains un-allotted, the Chief Executive Officer-cum- Secretary shall invite applications and allot such unallotted houses, flats, or plots on first come first serve basis after freezing cost and completing all the codal formalities."
3. रेगयुलेशन 14 का लोप.--उक्त रेगयुलेशन्ज के रेगयुलेशन 14 का लोप किया जाएगा।

No. HIMUDA-Regulations/2014/Vol-4-Admn.—In exercise of the powers conferred by section 51 of the Himachal Pradesh Housing and Urban Development Authority Act, 2004 (Act. No. 9 of 2004), the Himachal Pradesh Housing and Urban Development Authority, with the prior approval of the State Government, conveyed vide their Memo No. HSG-A(3) 2/2011 dated 6 July,2015 , hereby makes the following regulations further to amend the Himachal Pradesh Housing and Urban Development Authority (Allotment, Sale of Houses, Flats and Plots) Regulations, 2004 notified vide notification No. HIMUDA-10-1/Regulations-Admn. Dated 30-6 2005 and published in the Rajpatra (Extra ordinary) Himachal Pradesh dated 22-07-2005, namely:—
1. Short title and commencement.—(1) These regulations may be called the Himachal Pradesh Housing and Urban Development Authority (Allotment, Sale of Houses, Flats and Plots). Amendment Regulations,2015.

2. Amendment of regulation 12.—In regulation 12 of the Himachal Pradesh Housing and Urban Development Authority (Allotment, Sale of Houses, Flats and Plots) Regulations,2004 (hereinafter referred to as the said regulation), in sub regulation 4, after proviso, the following sub regulation shall be inserted, namely:—
"(5) After inviting fresh applications under these regulations as required under sub regulation (4), for the purpose of allotment of remaining houses, flats or plots, if some houses, flats or plots still remains un-allotted, the Chief Executive Officer-cum-Secretary shall invite applications and allot such un-allotted houses, flats, or plots on first come first serve basis after freezing cost and completing all the codal formalities."
3. Omission of regulation 14.—Regulation-14 of the said regulations shall be omitted Chief Executive Officer-cum-Secretary, Housing and Urban Development Authority.

सं0ः 76/हि0प्र0-वि0स0/2012.--यतः निर्वाचन आयोग का समाधान हो गया है कि नीचे की सारणी के स्तम्भ (2) में यथा-विनिर्दिष्ट हिमाचल प्रदेश विधान सभा के साधारण निर्वाचन, 2012 के लिए जो स्तम्भ (3) में विनिर्दिष्ट निर्वाचन क्षेत्र से हुआ है, स्तम्भ (4) में उनके नाम के सामने विनिर्दिष्ट निर्वाचन लड़ने वाले2307 राजपत्र, हिमाचल प्रदेश, 15 जुलाई, 2015/24 आषाढ़, 1937 प्रत्येक अभ्यर्थी, लोक प्रतिनिधित्व अधिनियम, 1951 तथा तद्धीन बनाए गए नियमों द्वारा अपेक्षित उक्त सारणी के स्तम्भ (5) में यथा-दर्शित अपने निर्वाचन व्ययों का लेखा दाखिल करने में असफल रहे है ;
और यतः ; उक्त अभ्यर्थियों ने निर्वाचन आयोग द्वारा सम्यक सूचना दिए जाने पर भी उक्त असफलता के लिए न तो कोई कारण और न ही स्पष्टीकरण दिया है अथवा उनके द्वारा प्रस्तुत अभ्यावेदनों पर, यदि कोई हो, विचार करने के पश्चात् निर्वाचन आयोग को यह समाधान हो गया है कि उनके पास उक्त असफलता के लिए कोई पर्याप्त कारण या न्यायौचित्य नहीं है ;
अतः, अब निर्वाचन आयोग, उक्त अधिनियम की धारा 10क के अनुसरण में नीचे के स्तम्भ (4) में विनिर्दिष्ट व्यक्तियों का संसद के किसी भी सदन के या किसी राज्य की विधान सभा अथवा विधान परिषद के सदस्य चुने जाने और होने के लिए इस आदेश की तारीख से तीन वर्ष की कालावधि के लिए एतद्द्वारा निरर्हित घोषित करता है :--

Terms and conditions:
1. No Wholesaler or retailer shall charge more than the margin of profit as fixed above.
2. Every Commission Agent/ Wholesaler in Vegetable Market shall issue Form R to every farmer/grower at the time of purchase of fruits and vegetables from them and retain its one copy with him/her.
3. Every Commission Agent/Wholesaler in Vegetable Market shall Issue From-Q to every retailer showing rates of each fruit and vegetable sold to the retailer. On this Form/Cash memo, he or she shall show rate of the fruits/ vegetables as per Form-R and charge his/her margin of Profit/Commission as shown at column 3 above, which shall be shown separately on Form-Q and he/she shall retain its one copy with him/her.

The Dealer engaged in wholesale as well as in retail sale business shall charge only one margin of profit on the transaction i.e. wholesale margin on wholesale transaction and retail sale transaction. The wholesale margin shall be allowed at one stage only at one particular station.
5. Every Retailer shall display price list of the fruits and vegetables available with him/her in busness premises in such a way that it may easily be seen by every customer.
6. Wholesale transaction would mean a single transaction of not less than the follwing:
Fruits or Vegetables = 20 Kg
7. All Sub Divisional Magistrates, All Deputy Superintendent of Police and all Inspector Food Civil Supplies and Consumer affairs, in Distt. Hamirpur shall ensure compliance of this Notification by the wholesaler as well as retailers.
8. The Secretary, APMC Hamirpur shall ensure issuance of Form-R and Form-Q by the Commsission Agents in Vegetable markets in the district.
This notification shall come into force from the date of its publication in Official Gazette.

थोक बिक्री पर 1 प्रतिशत उपरोक्त क्रमांक 1 से 6 तक के योग पर देय ।
परचून बिक्री पर 1 प्रतिशत उरोक्त क्रमांक 1 से 6 तक के योग पर देय ।
2. प्रत्येक थेाक व परचून विक्रेता खरीद के कैशमैमों, बीजक, दूसरे खर्चे तथा मजदूरी के दस्तावेजों का ठीक ढंग से अभिलेख रखेगा, जोकि सक्षम अधिकारी या इस निमित प्राधिकृत अधिकारी द्वारा लाभ की सीमा जांचने हेतु उपलब्ध रखेगा । जैसे बाउचर, भाड़ा व सैन्ट्रल/लोकल टैक्स, लोड़िगं /अनलोड़िग, Carriage व मार्केट फीस इत्यादि।
3. प्रत्येक थोक/परचून बिक्रेता प्रत्येक ग्राहक को वस्तुओं की बिक्री के कैशमैमों देगा जिस पर दुकानदार और ग्राहक का नाम व पता तिथि सहित लिखा होगा ।
4. उपरोक्त लाभांश पर व्यापारियों को एक प्रतिशत कमी देय हैं, परन्तु H.V. आयल के पांच किलो ग्राम तक के डिब्बा बन्द पैक पर कोई कमी देय नहीं होगी । गुड़, शक्कर तथा खांडसारी पर कमी 2% देय होगी ।
5. यदि कोई व्यापारी थोक/परचून का कारोबार एक ही स्थान पर कर रहा हो तो वह थोक संचालन (Transaction) पर थोक लाभांश तथा परचून संचालन (Transaction) पर परचून लाभांश ही प्राप्त करेगा । एक स्टेशन पर केवल एक ही चरण में थोक लाभांश देय होगा ।
6. कोई भी थोक विक्रेता दूसरे थोक बिक्रेता को कोई भी वस्तु स्थानांन्तरित व बिक्रय नहीं करेगा 7. थोक बिक्री लाभांश की गणना के लिए विक्रय की मात्रा निम्न प्रकार से होगी :-
