इस कार्यालय द्वारा जारी समस्त अधिसूचनाओं का अधिक्रमण करते हुए मिट्टी तेल (रिसट्रीक्शन आन यूज एण्ड फिकशेशन आफ सिलिंग प्राईस) आदेश 1993 की धारा 2 (डी)(i) के अन्र्तगत प्रदत्त शक्तियों का प्रयोग करते हुए मैं सुदेश कुमार मोख्टा (भा.प्र.से.) जिला दण्डाधिकारी चम्बा हि0 प्र0 जिला चम्बा में निम्नलिखित स्थानों में कार्यरत उचित मूल्य की दुकानों/परचून प्रधिकृत डिपूओं के लिए मिट्टी तेल के अधिकतम थोक तथा परचून दरें निम्न प्रकार निर्धारित करने के तत्काल आदेश देता हूं :-

उपरोक्त स्थानों के अतिरिक्त जहां मिट्टी तेल टैंकर परचून बिक्री स्थल पर नही पहुंच पाते उस दशा में परचून विक्रेता अतिरिक्त ढुलाई खर्चा प्रासंगिक खर्चे जो कि जिला दण्डाधिकारी चम्बा दवारा अनुमोदित है,जोडकर बिक्री कर सकेंगें।

अन्य शर्तेः-

1. समस्त मिट्टी तेल थोक विक्रेता जिला दण्डाधिकारी चम्बा,जिला चम्बा द्वारा जारी रुट चार्ट के अन्तर्गत आने वाली समस्त उचित मूल्य की दुकानों/मनोनीत परचून मिटी तेल विक्रेताओं को आबंटित मिट्टी तेल मात्रा के अनुसार निर्धारित दरों पर प्रति मास आपूर्ति करेगा।

2. उपरोक्त वांछित स्थानों को छोडकर दूसरे स्थानों पर यदि कोई विक्रेता मिट्टी तेल ले जाता है तो उस पर वास्तविक किराया भाडा व लाभांश प्राप्त करने का अधिकार होगा । 3. थोक विक्रेता परचून विक्रेता को मिट्टी तेल जारी करते समय कैश मैमो जारी करेगा। जिस पर प्राधिकृत डिपो होल्डर/विक्रेता के हस्ताक्षर लेना अनिवार्य होगा।

4. परचून विक्रेता केवल पंजीकृत राशन कार्डो पर सरकार द्वारा निर्धारित मात्रा एवं दर पर ही मिट्टी तेल की आपूर्ति करेगा। विक्रेता कार्ड रजिस्ट्रेशन, स्टाक, रजिस्टर एवं शिकायत पुस्तिका तैयार करेंगें जोकि निरीक्षण के समय निरीक्षण अधिकारी/कर्मचारी को समय समय पर प्रस्तुत करेंगें।

5. 100 लीटर मिट्टी तेल की बिक्री को थोक बिक्री समझा जाएगा तथा थोक विक्रेता बिक्री में थोक दर ही लगाएगा । 06. प्रत्येक थोक/परचून विक्रेता प्रति दिन मिट्टी तेल की भण्डारण स्थिति एवं दर व्यापारिक संस्थान के उचित स्थान पर प्रदर्शित करेगा ताकि प्रदर्शन दर एवं भण्डारण स्थिति को आसानी से पढा जा सके।

7. कोई भी थोक विक्रेता मिट्टी तेल निर्धारित रुट चार्ट से बाहर के क्षेत्र में मिट्टी तेल की आपूर्ति जिला नियन्त्रक खाद्य नागरिक आपूर्ति एवं उपभोक्ता मामले चम्बा की स्वीकृति के बिना नही करेगा । इसके अतिरिक्त थोक विक्रेता जिला नियन्त्रक खाद्य नागरिक आपूर्ति एवं उपभोक्ता मामले की अनुमति के बिना किसी भी परचून विक्रेता को मिट्टी तेल नही देगा ।

8. प्रत्येक थोक विक्रेता मिट्टी तेल के स्टाक एवं बिक्री रजिस्टर तैयार करेगा जिसमें प्रत्येक दिन मिट्टी तेल प्राप्ति व बिक्री का विवरण अंकित होना चाहिए तथा निरीक्षण अधिकारी/कर्मचारी को प्रस्तुत करना होगा।

9. प्रत्येक थोक विक्रेता मिट्टी तेल की आपूर्ति के तुरन्त बाद अगले दिन आपूर्ति किए मिट्टी तेल की फीड बैक रिपोर्ट को जिला नियंन्त्रक खाद्य नागरिक आपूर्ति एवं उपभोक्ता मामले चम्बा को टैंकर बार भेजना सुनिशिचत करेगा ।

10. यदि कोई मिट्टी तेल विक्रेता (थोक व परचून) उपरोक्त शर्तो की अवहेलना करता है तो वह आवश्यक वस्तु अधिनियम 1955 की धारा 3/7 के अन्र्तगत दण्डनीय होगा ।

11. थोक कम से कम एक बार समस्त रुट चार्ट मे आने वाले मिट्टी तेल डिपुओं की वितरण करके पुनः उसी क्रम में वितरण करेगा जब तक उसका पूरे मास का कोटा समाप्त नही हो जाता।94 राजपत्र, हिमाचल प्रदेश, 6 अप्रैल, 2016/17 चैत्र, 1938
