File No. FFE-B-F(5)3/2016.—Pursuant to the Project Implementation Agreement signed between the Himachal Pradesh Government and GIZ on 11.04.2016 for the Indo German Technical Co-operation Project "Himachal Pradesh Forest Ecosystem Services" (HPFES), the Governor, Himachal Pradesh is pleased to constitute the Project Steering Committee (PSC) as the apex body 64-राजपत्र/2016-01-07-2016 (1979) 1980 राजपत्र, हिमाचल प्रदेश, 1 जुलाई, 2016/10 आषाढ़, 1938 to guide and oversee all activities under this Project and State Level Executive Committee (SLEC) to guide the day to day operation of this Project.

The details of composition and functions of these two Committees shall be as under:—

(A) Project Steering Committee (SLSC)

1. ACS/Pr. Secy/Secy, Forest Chairperson 2. Pr. CCF (HoFF) Member 3. Representative of MoEF&CC, GOI (IG, EAP) Member 4. APCCF (Finance & Planning), H.P. Forest Deptt. Member 5. Biodiversity Programme Director (GIZ) Member 6. Team Leader, HP FES Project (GIZ) Member 7. HP-FES Project Nodal Officer (HP Forest Deptt.) Member

The Terms of Reference for the Committee are as follows:—

1. Provide overall guidance and direction to the HPFES Project Management Team including approval and review of Project Operational Plan and Annual Work Plan.

2. Periodic review of progress in project implementation.

3. The Project Steering Committee may also co-opt additional experts and officers as and when necessary.

4. The committee will meet at least twice in a year or more as necessary at any convenient location in the State preferably either at Shimla or at project sites.

5. The tenure of the Project Steering Committee will be co-terminus with the HP FES Project.

(B) State Level Executive Committee:-

Functions of the Executive Committee shall be as under:—

1. Oversee day to day operations and implementation of the project. 2. Prepare Operation Plan and Annual Work Plans of the project for submission to the Project Steering Committee.

3. Review Progress of the project implementation on a periodic basis. 4. Submit reports to the Steering Committee for review/consideration. 5. Perform any other function as decided by the Committee or assigned by the Government. 6. The Committee will meet at least once in a quarter or more as necessary to discuss operational plans and review progress of project implementation.
