MPP-B(2)-2/2012-I-Loose.—The Governor, Himachal Pradesh is pleased notify the followings Terms and Conditions for the appointment of Directors in Himachal Pradesh Power Corporation Limited (HPPCL) and Himachal Pradesh Power Transmission Corporation Limited (HPPTCL) :—

1. Term.—The period of appointment will be 5 years or 60 years of age, whichever event occurs earlier. The appointment may, however, be terminated even during this period by either side on three (03) months notice or on payment of three (03) months salary in lieu thereof. After the expiry of the first year, the performance of the incumbent will be reviewed to enable the Government to take a view regarding continuation or otherwise for the balance period of tenure.

2. Eligibility.—(i) The incumbent shall be a citizen of India.

(ii) Age.—Minimum of 45 years and maximum 57 years as on 01st January of the year of advertisement for the post.

3. Qualification :

1. Director (Civil) in HPPCL.—The Incumbent should be an Engineering Graduate in Civil/Mechanical (B.E./B. Tech.) with good academic record from a recognized University/Institution. 25 years of experience with at least 10 years of experience in hydro sector and constructions work. .

2. Director (Electrical) in HPPCL.—The Incumbent should be an Engineering Graduate in Electrical/Mechanical (B.E./B. Tech.) with good academic record from a recognized University/Institution. At least 25 years of experience with at least 10 years of experience in hydro sector and electrical work.

3. Director (Projects) in HPPTCL.—The incumbent should be an Engineering graduate in Electrical/Mechanical Engineering with good academic records from recognized University/Institution with at least 25 years post qualification experience. He should preferably have worked in execution / maintenance / operation of transmission line and substation projects for at least 10 years. The candidate with outstanding academic record and adequate experience in the field of Planning, Development and Execution of Transmission lines and who has served in the hilly terrain shall be given preference.

4. Director (Planning & contracts) in HPPTCL.—The incumbent should be an Engineering graduate in Electrical/Mechanical Engineering with good academic records from recognized University/Institution with at least 25 years post qualification experience. He should preferably have worked in constructions/planning/operation of transmission line and substation projects for at least 10 years. The candidate with outstanding academic record and adequate experience in the field of Planning, Development and Execution of Transmission lines and who has served in the hilly terrain shall be given preference.

4282 राजपत्र, हिमाचल प्रदेश, 6 सितम्बर, 2016/15 भाद्रपद, 1938 4. Pay Scale.—` 37400-67000 + GP ` 10000/-(initial pay of ` 54700). Officers of Central & State Govt., CPSUs & PSUs and Boards & Corporations of the State Government, if selected for the above post, their salaries shall be fixed under F.R. 22 read with decision No. 28 or further any instructions issued by Finance department of H.P. Government. If a person is appointed as Director and he is in receipt of pension from Government, the pay of such person shall be reduced by an amount equal to the gross amount of pension drawn by him. In case of All India Service Officers, they may draw their salary as per their own pay scale. No further annual increment will be release to the incumbent on reaching maximum pay scale.

5. Headquarter.—Directors headquarter will be at Shimla where the registered office/headquarter of the Company is located. Directors will be liable to serve in any part of the Country at the discretion of the HPPCL/HPPTCL.

6. Dearness Allowance.—Directors would be paid DA in accordance with the new CDA schemes.

7. Company leased Residential Accommodation/HRA and recovery of rent for the

accommodation so provided :

(a) Company's own accommodation.—wherever the HPPCL/HPPTCL has built residential flats in the industrial township or purchased residential flats in the cities, arrangements would be made by the HPPCL/HPPTCL to provide a suitable residential accommodation to Directors.

(b) Leased accommodation.—If the HPPCL/HPPTCL does not have residential accommodation in its own township or is not able to provide residential accommodation out of the residential flats purchased by it in other cities, then in that situation, accommodation could be arranged by the HPPCL/HPPTCL by taking the premises on lease basis at headquarter of the Company by paying a rent upto the limit fixed for Directors as per HPPCL/HPPTCL rules. Any additional rent would have to be borne by officer. The Board of HPPCL/HPPTCL will have the flexibility to review and provide for an adequate level of lease accommodation for the Director.

(c) Self Lease.—If Directors owns a house at the place of his posting and is desirous of taking their own house on self lease basis for his/her residential purposes, the HPPCL/HPPTCL can permit him/her to do so provided he executes a lease deed in favour of the HPPCL/HPPTCL as per HPPCL/HPPTCL rules and as per within entitlements.

(d) Payment of House Rent Allowance.—If the HPPCL/HPPTCL is not in a position to arrange residential accommodation to Directors out of its residential quarters or even on lease basis or if Directors prefers to stay in a house taken by them on rent basis or make his/her own arrangement; he/she can be paid HRA as applicable to the Director of HPPCL/HPPTCL as per rules.

(e) Furnishing of Residential Accommodation.—The Directors will be provided semi furnished accommodation with monetary ceiling of ` 25,000/. (twenty five thousand only). Furnishing would remain the property of the Company i.e. HPPCL/HPPTCL.

8. Conveyance.—As per Company Rules enforced from time to time. The Directors shall be entitled for the Company's owned attached vehicle. Other rules for entitlement shall be as per rules of HPPCL/HPPTCL approved by the BOD from time to time.

10. Leave.—The Directors shall remain subject to the leave rules of the HPPCL/HPPTCL and leave sanctioning authority will be Managing Director.

11. Annual increments.—The Directors shall be eligible to draw annual increment on the anniversary date of his appointment in the scale and further increment on the same date in subsequent years until the maximum of pay scale is reached. One stagnation increment equal to the rate of last increment drawn will be granted after completion of every two years period counting for increment from the date he reaches the maximum of his pay scale. He/She will be granted a maximum of three such increments.

12. Medical Facilities.—The Director shall be entitled to medical reimbursement and facility as may be applicable to the executives of the HPPCL/HPPTCL.

13. Telephone Facility.—As per company Rules of HPPCL/HPPTCL.

14. Contributory Provident Fund and Gratuity.—The Director shall be governed for these benefits as per the Rules of HPPCL/HPPTCL.

15. Productivity Linked Incentive Scheme.—Wherever this scheme has been introduced by the HPPCL/HPPTCL the benefit of incentive payments under the existing Productivity Linked Incentive Scheme would also be extended to the Director.

16. Other benefits and perquisites .—The Director shall be entitled to Medical Facilities, Travelling Allowance, Leave Travel Concession, Disability Leave, etc. in accordance with the Rules of HPPCL/HPPCL.

17. Conduct, Discipline and Appeal.—The Director shall be governed by the HPPCL/HPPTCL Conduct, Discipline and Appeal rules. Followings Disciplinary Authority will be the competent authority:—

(a) For imposition of minor penalties— Chairman

(b) For imposition of major penalties—State Govt.

18. Restriction on joining Private Commercial Undertakings after retirement.—After retirement from the Service of the Corporation, he shall not accept any appointment or post, whether advisory or administrative, in any firm or Company whether Indian or Foreign, with which the Company has or had business relations within one year from the date of his retirement, without prior approval of the Government. The term retirement includes resignation, but not the cases of those whose term of appointment was not extended by Government for reasons other than proven misconduct. The term 'business relation' includes 'official dealings' as well.

19. Other conditions.—(a) The perquisites and allowances may be upto a maximum of 50% of the basic pay and payments over and above the ceiling of 50% should be entitled in the nature of performance related payments/performance linked incentives,

(b) In respect of other terms and conditions not covered in rules of the HPPCL/ HPPTCL.
