No. HHC/Rules/Heating Guidelines-2016.—Consequent upon the disuse of coal fired angithis/bhukharis for heating up rooms in office buildings etc.and the likely violation of the Air (Prevention and Control of Pollution) Act, by such use, Hon'ble the Chief Justice, High Court of Himachal Pradesh is pleased to issue following guidelines for the purchase and utilization of Kerosene/gas heaters for use in the residence offices of Hon'ble the Chief Justice, Hon'ble Judges and the Registrars of the High Court.
| 1. | Title | Guidelines regarding purchase and utilization of kerosene/gas heaters for use at the office residences of Hon'ble the Chief Justice, Hon'ble Judges and Registrars of the High Court of Himachal Pradesh. |
| 2. | Mode of Purchase | (i) Kerosene/gas heaters for use shall be purchased from the General Industrial Development Corporation or approved contractors of the Government/by calling quotations from the local market well in advance of the setting of winter season. ( ii) Kerosene and gas cylinders (commercial) shall be purchased from local authorized agencies. ( iii) Cans for the storage of the kerosene, may be purchased from the local market. |
| 3. | Allocation | The allocation of kerosene/gas heaters shall be made by the Registrar concerned after making due entries in the record. |
| 4. | Distribution Scale | (i) The following shall be the distribution scale in case of gas heaters:-- (a) Hon'ble the Chief Justice and Hon'ble Judges Gas heater+6 gas cylinders per Hon'ble Judge. (b) The Registrars of the High Court Gas heater +4 gas cylinders per Registrar. (ii) The following shall be distribution scale in case of kerosene heaters:-- (a) Hon'ble the Chief Justice and Hon'ble Judges |
| Kerosene heater + 5 liters kerosene per day. (b) Registrars of the High Court Kerosene heater + 3 Litres kerosene per day. However, the entitlement shall be either of kerosene heater or of gas heater. | ||
| 5. | Duration of heating arrangements | The heating arrangements at the office residences shall start from 15th November and shall continue till 31st March of next year. |
| 6. | Power to relax | Hon'ble the Chief Justice, in the peculiar facts and circumstances may enhance the limit as well as the duration of period specified in these guidelines. |
| 7. | Withdrawal of previous notifications etc. | The High Court of Himachal Pradesh (Purchase and Utilization of Charcoal, Steam Coal and Firewood) Rules, 1983 as well as previous instructions and notifications, if any, on this subject shall stand withdrawn. |
